101. The challenges of the military integration in the EU: an approach to the heterogeneity of weapon system categories

Abstract:
The subject of EU's defence has been treated as a political challenge widely covered in the media in recent years. However, less attention has been paid to the troubles it presents at the military level. The purpose of this paper is to shed light on this issue, specifically, on the challenges that multiplicity of weapon systems in Europe entail, and the potential advantages and challenges pooled public procurement and harmonization of defence entails. To this end, it will briefly review the collaborative projects that have taken place in the last decades to focus later on two initiatives launched at EU level: the PESCO (Permanent Structured Cooperation) and the EDF (European Defence Fund). Hereinafter, it will touch upon the implications this phenomenon has for the defence market and armaments standardization.

In 2017, Ben Hodges, back then the U.S. general in charge of the U.S. military in Europe, related to the press the problems he had to deal with to tackle the Russian threats in the Old Continent. He outlined that NATO military movements were continuously hampered by red tape. The reason being was that NATO allies did not enjoy freedom of movement through their borders. Every time a military force needed to cross a border, it had to deal with the bureaucracy and laws of each country, which may be the responsibility of different ministries (not necessarily the Ministry of Defence).

Abstract:
Whilst the Thessaloniki Summit in 2003 opened up European prospects for the Western Balkans, the agenda that was promoted then has hardly been completed to date. These countries have experienced worrying democratic regression in a serious demographic and economic situation which is playing into the hands of re-emerging powers. The re-engagement of the European Union with the Berlin Process and the six flagship initiatives on the part of the Commission, approved in 2018 is positive, but is now seen to be lacking. Divisions are still deep, and reconciliation is waning. Given the fragile stability of these countries, which are now being wooed by third parties, the time has come for a new approach. Economic and political re-engagement, including the launch of membership negotiations with Albania and North Macedonia, but based on a new framework, is vital for the very security of Europe.

104. Creating a Euro Area Safe Asset without Mutualizing Risk (Much)

Abstract:
This paper explains and evaluates three proposals to create “safe assets” for the euro area based on sovereign bonds, in which sovereign risk is limited through diversification and some form of seniority. These assets would be held by banks and other financial institutions, replacing concentrated exposures to their own sovereigns. The paper focuses on three ideas: (1) to create multitranche “sovereign bond-backed securities” (SBBS), of which the senior tranche would constitute a safe asset; (2) to create a senior, publicly owned financial intermediary that would issue a bond backed by a diversified portfolio of sovereign loans (“E-bonds”); and (3) to issue sovereign bonds in several tranches and induce banks to hold a diversified pool of senior sovereign bonds (“multitranche national bond issuance”). Public attention (including public criticism) has so far focused on the first idea; the other two have not yet been seriously debated. The authors find that none of the competing proposals entirely dominates the others. SBBS do not deserve most of the criticism to which they have been subjected. At the same time, E-bonds and multitranche national bond issuance have several interesting features—including inducing fiscal discipline—and warrant further exploration.

European Union (EU) policies towards Africa have in the past years experienced a shift away from forging relations based on trade and development, to cooperation based on and measured by the successes of joint migration management. This shift has been producing often controversial outcomes for the EU, African countries and migrants themselves. Just under four years since the pivotal Valetta Summit on migration, the evidence base of these policies’ poor human rights record is growing, as is the evidence base on their localised adverse economic and societal impact. The impact of EU policies on the regional integration processes in Africa – once a pillar of the EU’s Africa strategy – has, however, not yet been sufficiently documented. But the emerging evidence and policy analysis strongly suggest that the EU policies in West Africa have the power to create incentives and even localised policy outcomes that could in the medium term challenge ECOWAS commitments to freedom of movement, and in that way also likely slow down the processes of regional economic and political integration. Paradoxically, the EU policies aimed at curbing migration may thus also end up slowing down the development processes in West Africa that the EU perceives as one of the key approaches to tackling the root causes of migration.4 It may also lead to a weakening of the existing economic coping mechanisms within these countries, and thereby potentially also to increased migratory pressures. This policy brief, by Ana Uzelac, looks at the emerging patchwork of evidence around the impact of EU migration policies on regional integration in West Africa, with a view to offering initial advice to policy-makers on how to prevent the outcomes that could slow down the economic development of the countries of West Africa, further weaken the EU’s human rights record abroad and undermine the long-term goal of sustainable managing migratory pressures on the continent. 107. Conceptualising Differentiated Integration: Governance, Effectiveness and Legitimacy

Abstract:
In light of rising internal cleavages and centrifugal tendencies, differentiated integration (DI) has (re)arisen as a major topic in debates on the future of the European Union. As new forms of participation below the threshold of full membership are needed, this paper provides a conceptualisation of effective and legitimate DI. Going beyond existing scholarship’s focus on the legal dimension of DI, the paper emphasises its organisational component, meaning the variegated participation of EU member states, sub-state entities and third-country actors in the panoply of EU policy-making institutions, such as regulatory agencies and transgovernmental networks. The paper subsequently discusses how to measure effectiveness of such differentiated arrangements in terms of their output, outcome and impact, before theorising under what conditions we are likely to see effective DI. Finally, the paper turns to the question of legitimacy of DI, discussing its meaning, measurement and determinants.

108. Narratives of Political Unity in Times of Differentiation

Abstract:
Heterogeneity among countries in the European Union has continuously grown through enlargement processes or the outbreak of specific crises. After reaching important outcomes such as the European Monetary Union or the Schengen Agreement, in the face of the “big bang” enlargement of 2004 both national and European Union representatives subsequently committed to the motto “united in diversity”, confident that the European project would progress and deepen. Nevertheless, the crises in the euro area posed a number of new internal and external challenges to the overall European integration process as well as the EU’s political unity in terms of member states sharing the same rights and obligations, making permanent forms of differentiated integration more likely. Against this background, the paper presents a new collected dataset to outline how the EU narrative of political unity changes during times of increasing political differentiation and consequent differentiated integration. As such, it conducts a narrative analysis in two selected cases, the period between 2000 and 2004 preceding the big bang enlargement as well as the years of the crises in the euro area between 2010 and 2014. Although the existing narrative of political unity in the EU has changed in response to the crises under the more sceptical phrase “divided in unity”, our analysis shows that differentiation is not a threat to political unity.

109. Deeper Regional Integration and Global Value Chains

Abstract:
Recently, international trade has become regional rather than global. This paper aims to test if deeper regional integration contributes to the organization of global value chains along the regional clusters including Asia, Europe, and America. We estimate the impacts of deep regional integrations on global value chains by region, investigating the implications of mega FTAs for global value chains by scenario. We use not only data on trade in value added but also global value chains participation indexes which reflect the global value chains better than domestic value added in goods and services exports. The estimation results reveal that a deep regional trade agreement has heterogeneous effects on global value chains depending on the regional clusters. In particular, Asia turns out to import more intermediate goods than Europe and America while RTA member countries tend to import more intermediate goods from Europe than Asia and America.

Abstract:
From the mid-1960s to the mid-1970s West German foreign policy underwent substantial transformations: from bilateral to multilateral, from reactive to proactive. The Conference on Security and Cooperation in Europe (CSCE) was an ideal setting for this evolution, enabling the Federal Republic to take the lead early on in Western preparations for the conference and to play a decisive role in the actual East–West negotiations leading to the Helsinki Final Act of 1975. Based on extensive original research of recently released documents, spanning more than fifteen archives in eight countries, this study is a substantial contribution to scholarly discussions on the history of détente, the CSCE and West German foreign policy. The author stresses the importance of looking beyond the bipolarity of the Cold War decades and emphasizes the interconnectedness of European integration and European détente. He highlights the need to place the genesis of the CSCE conference in its historical context rather than looking at it through the prism of the events of 1989, and shows that the bilateral and multilateral elements (Ostpolitik and the CSCE) were parallel rather than successive phenomena, parts of the same complex process and in constant interaction with each other.
