561. Unleashing Competition in EU Business Services

Abstract:
In most EU member states, the business services industry has booked no productivity growth during the last two decades. The industry's performance in the other member states was weaker than that of its US counterparts. Exploring what may be causing this productivity stagnation, this policy brief reports that weak competition has contributed to the continuing malaise in European business services. The study analyzed the persistence (over time) of firm-level inefficiencies. The evidence further suggests that competition between small firms and large firms in business services is weak. Markets for business services work best in countries with flexible regulation on employment change and with low regulatory costs for firms that start up or close down a business. Countries that are more open to foreign competition perform better in terms of competitive selection and productivity.

Abstract:
Private governance is currently being evoked as a viable solution to many public policy goals. However, in some circumstances it has shown to produce more harm than good, and even disastrous consequences as in the case of the financial crisis that is raging in most advanced economies. Although the current track record of private regulatory schemes is mixed, policy guidance documents around the world still require that policy-makers give priority to self-and co-regulation, with little or no additional guidance being given to policymakers to devise when, and under what circumstances, these solutions can prove viable from a public policy perspective. With an array of examples from several policy fields, this paper approaches regulation as a public-private collaborative form and attempts to identify possible policy tools to be applied by public policy-makers to efficiently and effectively approach private governance as a solution, rather than a problem. We propose a six-step theoretical framework and argue that IA techniques should: i) define an integrated framework including both the possibility that private regulation can be used as an alternative or as a complement to public legislation; ii) involve private parties in public IAs in order to define the best strategy or strategies that would ensure achievement of the regulatory objectives; and iii) contemplate the deployment of indicators related to governance and activities of the regulators and their ability to coordinate and solve disputes with other regulators.

563. What Germany should fear most is its own fear: An analysis of Target2 and current account imbalances

Abstract:
This paper analyzes two claims that have been made about the Target2 payment system. The first one is that this system has been used to support unsustainable current account deficits of Southern European countries. The second one is that the large accumulation of Target2 claims by the Bundesbank represents an unacceptable risk for Germany if the eurozone were to break up. We argue that these claims are unfounded. They also lead to unnecessary fears in Germany that make a solution of the eurozone crisis more difficult. Ultimately, this fear increases the risk of a break-up of the eurozone. Or to paraphrase Franklin Roosevelt, what Germany should fear most is simply its own fear.

Conventional arms control in Europe remains relevant more than two decades after the singing of the Conventional Forces in Europe Treaty (CFE). Today, it could serve as a useful vehicle for collaboration with Russia on a broad range of security issues, and productive movement forward would also do much to reassure and secure smaller NATO allies and regional partners. Ultimately, what is needed is a paradigm shift away from "mutual assured destruction" and towards a concept of "mutual assured stability."

567. Liquidity Shocks, Dollar Funding Costs, and the Bank Lending Channel During the European Sovereign Crisis

Abstract:
This paper documents a new type of cross-border bank lending channel. The deepening of the European sovereign debt crisis in 2011 restrained the financial intermediation of European banks in the United States. In this period, some of the U.S. branches of European banks faced a dollar liquidity shock—due to their perceived risk reflecting the sovereign risk of their countries of origin—which in turn affected the branches’ lending to U.S. entities. We use a novel dataset to analyze the operations of branches of foreign banks in the United States. Our results show that: (1) The U.S. branches of European banks experienced a run on their deposits, mainly from U.S. money market funds. (2) The branches with curtailed access to large time deposits relied more on funding from their own parent institutions, thus shifting from being net suppliers to being net receivers of dollar funding from their related offices. (3) Since the additional funding received from parent institutions was not enough to offset the decreased access to U.S. funding, such branches reduced their lending to U.S. entities.

568. Gauging The Effects of Fiscal Stimulus Packages In The Euro Area

Abstract:
We seek to quantify the impact on euro area GDP of the European Economic Recovery Plan (EERP) enacted in response to the financial crisis of 2008-09. To do so, we estimate an extended version of the ECB’s New Area-Wide Model with a richly specified fiscal sector. The estimation results point to the existence of important complementarities between private and government consumption and, to a lesser extent, between private and public capital. We first examine the implied present-value multipliers for seven distinct fiscal instruments and show that the estimated complementarities result in fiscal multipliers larger than one for government consumption and investment. We highlight the importance of monetary accommodation for these findings. We then show that the EERP, if implemented as initially enacted, had a sizeable, although short-lived impact on euro area GDP. Since the EERP comprised both revenue and expenditure-based fiscal stimulus measures, the total multiplier is below unity.

Abstract:
This article aims to clarify how the level of defence expenditures affected security poli- cy in the post-World War II Europe and the United States till the present day. We first analyze theoretically the issue of a nation’s power through its defence outlays. We then proceed to the examination of how security policy was formulated during Cold War and afterwards for both Europe and the United States through their defence ex- penditures. By comparing European to United States defence budgets ceilings we found that the European military capabilities are undermined by the low level of the defence budget which is provided by the European Union member states as a whole, as well as by the lack of homogeneity in military means. By contrast, we noticed that the historically large US defence expenditures were one of the major reasons for the US global hegemony during Cold war and afterwards. We also examine the implica- tions that defence expenditures have on military industry, macroeconomic perfor- mance and geopolitics and the correlation that arises among them.

Abstract:
On 31 March 2010 the ten Member States of Western European Union (WEU) announced that the last organs, staffs and activities of that institution would be laid to rest by 30 June 2011. Having resiled from the Modified Brussels Treaty (MBT) of 1954 which created WEU as a successor to the Western Union of 1948, these nations are now working to dispose of the staff, premises and archives at WEU's Brussels offices and its Parliamentary Assembly in Paris. Little public interest has been shown in these moves, perhaps because WEU's operational and political work had already been taken over by the European Union (EU), in the frame of its new European Security and Defence Policy (ESDP), at the end of 1999.
