102. The Future of EU’s Eastern Partnership Beyond 2020

- The year 2019 has marked the ten-year anniversary of the EU’s Eastern Partnership (EaP) and seen the start of the development of a new strategy for the EaP, which is to be announced by mid-2020. A new European Commission took office on December 1, and according to its president, Ursula von der Leyen, “the European Union’s future is shaped and tied in with the future of its neighbors and its partners. A stable, secure and prosperous region around our Union is therefore of paramount importance. The EU should be present and active across our neighborhood, cooperating on common challenges and opportunities and providing support for essential reforms.” In her mission letter to Commissioner for Neighborhood and Enlargement Olivér Várhelyi, von der Leyen asked him to “take the Eastern Partnership to the next level” by proposing a new set of long-term policy objectives for the EaP. The changing domestic and geopolitical environment of the last ten years, and its effects on the EaP countries and the EU member states make this a challenging task. Zigzagging sociopolitical and economic developments in the EaP countries, the capacity to act of the EU (and of Germany, a particularly important player in the region), and the rising influence of third powers in the region are among the main factors that have profoundly changed the nature of the relationship between the EU and its neighborhood. The changing context therefore needs to be considered in the design of the next set of policy objectives and instruments. The EU and its member states, however, lack a clear strategy and a political vision for how to further engage with the eastern neighborhood. This report analyzes these factors that the EU should consider when engaging with the EaP countries in times of crisis and external pressure beyond 2020.

- A few weeks after the European People’s Party (EPP) suspended the membership of Hungary’s ruling populist party, Fidesz, it looks unlikely that their relationship could be repaired. Seeing his leverage decreasing, Hungarian Prime Minister Viktor Orbán has been paving the way for divorce. The EPP leaders seem to have made up their minds as well. A re-arrangement of the European party system is already taking shape ahead of the upcoming European elections (23–26 May 2019), not only afterwards.

- Conventional arms control in Europe is in crisis. As it is based on a simple headcount of weapons systems, it does not reflect the qualitative changes to armed forces’ structures and assets brought about by technological innovation. It is high time to embrace asymmetrical arms control mechanisms which are a promising method to deal with the diversity of qualitative changes in European armed forces. Germany should push for such innovation within the OSCE.

106. Fighting for Europe. European Strategic Autonomy and the Use of Force

- Strategic autonomy: yes! But to do what exactly? To protect ourselves, or to protect others, outside Europe, as well? To protect ourselves by defeating the enemy on his own ground, in Europe’s neighbourhood or further afield? Or only by making sure he doesn’t breach the walls of Europe? To protect us from all enemies, or only from some? Who is the “enemy” anyway? The June 2016 European Union Global Strategy (EUGS) for the first time explicitly mentions strategic autonomy as an objective for the Union, and that raises a lot of questions. Sven Biscop argues that the EU’s priorities should be: (1) In the short term, to further strengthen its strategic autonomy in protecting our domestic security, and to achieve full strategic autonomy in crisis response, across the whole spectrum of operations, in our broad neighbourhood. (2) In the medium term, to achieve a significant degree of autonomy in securing Europe’s “connectivity” with the world, in space, air space and cyberspace and on the seas. (3) In the long term, to achieve a significant degree of autonomy for the European Allies and partners of NATO (who, pace Cyprus, happen to constitute the EU), to deter and defend against threats against our territory, in case the attention of our main non-EU allies is pulled away by contingencies outside the North Atlantic area.

- The discussion on the future of EU enlargement was opened again this year. After yet another disappointment for Albania and North Macedonia at the European Council’s session in October, the discussion turned towards a revision of the enlargement methodology. The argument that the enlargement process needs to undergo a reform, put forward by France as a justification of its October veto for Albania and North Macedonia, is based on the fact that the current process is not delivering adequately. That is true especially for the current frontrunners, Montenegro and Serbia, setting a bad example for other candidate countries in the region and giving more reasons to oppose enlargement to some already sceptical EU Member States. Both countries’ progress on the accession path has recently slowed down significantly, with some suggesting that the current low number of chapters that are being opened and closed, and progress only on “technical” rather than substantial matters, is due to the serious problems both countries have in the area of rule of law and democratic standards.

108. Proposed Frontex reform and its impact: Border politics and the external security nexus in the EU

- The EU Commission has proposed that the European Border and Coast Guard Agency, known as Frontex, should have a standing corps of 10,000 operational staff, who could be deployed anywhere in the world to willing host countries. Frontex would emphasize its focus on migration management and returns, and expands its tasks to countering terrorism.The reform would increase Frontex’s operational capabilities, but decrease the role of the member states by centralizing decision-making within the Commission. A partial overlap with the Common Security and Defence Policy (CSDP) instruments, especially with civilian crisis management, could have an impact on the external action of the EU. Since the member states have diverging views on how to improve border security and the role that the Council should have in the decision-making, it is likely that the proposal will face some changes before it can be accepted by the Council and the European Parliament. To this end, the planned timeframe seems unrealistic.

- The transatlantic relationship is undergoing a period of turmoil. President Trump’s unorthodox policies have exacerbated historical sources of mistrust between the U.S. and its European allies. This working paper approaches the transatlantic bond from the perspective of asymmetric trust, a perennial factor in transatlantic security and defence affairs. For Europe, the U.S. remains the ultimate guarantor of security, rendering allies dependent upon Washington’s decisions and goodwill. From the American perspective, the European allies are not crucial in ensuring U.S. national security, but remain a pool of reliable partners, whom Washington can periodically draw upon to pursue its global ambitions. This paper evaluates how mistrust has featured within the asymmetric alliance setting, and places the current friction between the U.S. and Europe within this broader context. Acknowledging the sources of mistrust and managing mutual suspicions are crucial for the sustainability of the alliance in an increasingly competitive international arena.
