Abstract:
As one of Syria’s neighbors, Turkey has become a refuge for more than 3.5 million forced Syrian migrants. Though many of them are living in Turkey’s border cities, in or around the refugee camps, many others have already dispersed to other cities. Among these cities, Istanbul has the largest Syrian community. Drawing on a qualitative field work in Istanbul’s neighborhoods, this study explores the Syrian migration to Istanbul and reports the attitudes towards this movement of the local neighborhood and village headmen, known as muhtars in the Turkish local administrative system. As the study shows, their attitudes towards forced Syrian migrants are paradoxical, marked both by feelings of disturbance, worry and uneasiness, and at the same time welcome and support. The study concludes by discussing historical and cultural reasons for these paradoxical attitudes by relating them to the understanding of hospitality in Turkish society to show how socio-psychological explanations of attitude formation towards Syria’s forced migrants seem more appropriate.

22. The Weaponization of Minorities in Syria and Beyond

Abstract:
The Syrian conflict has magnified threats to minorities with long-term implications both within and beyond Syria’s borders. The deployment of excessive firepower by the Russian and Iranian-backed Assad regime, and the concurrent rise of Islamic extremism have had both direct and indirect impacts on minorities. Local, regional, and international actors have weaponized minority groups to bolster their influence, further intensifying schisms in the Syrian social fabric and in the international community as a whole. The flow of one million Syrian refugees to Europe between 2015 and 2016 strengthened an already powerful wave of anti-immigration, nationalist populism throughout the continent and across the Atlantic. As an openly Islamophobic and, more implicitly, anti-Semitic movement, the wave has contributed to widening the scope of the Syrian conflict’s schismatic effects beyond the country’s borders.

23. Asylum-seekers’ integration: The time has come

Abstract:
Although four years have passed since the 2015 refugee “crisis”, Greece’s reception system is still inadequate in serving the needs of the arriving populations. Since current debates focus on the weaknesses of the reception system, the issue of asylum-seekers and refugees’ integration has been indirectly outweighed. Without underestimating the issue of reception, this policy brief argues that the current political, social and environmental developments highlight the need to move towards decentralized and locally-oriented integration policies. After discussing the past context and the current developments of migration in Greece, we highlight the political, utilitarian and moral reasons that render integration policies both necessary and beneficiary for the domestic and migrant populations. Finally, we conclude with some recommendations regarding the way forward.

24. From Tampere 20 to Tampere 2.0: Towards a new European consensus on migration

Abstract:
To mark the 20th anniversary of the 1999 Tampere European Council conclusions, the European Policy Centre, together with Odysseus Academic Network, European Migration Network Finland and the Friedrich Naumann Foundation, embarked on a year-long project to assess the legacy of the Tampere conclusions and how they continue to shape and inspire EU policymaking today. Centred on four pillars – partnerships with countries of origin, a common European asylum system, fair treatment of third-country nationals and the management of migration flows -, these conclusions provided guidelines and sketched out principles that remain relevant two decades later. The project included a series of expert roundtables, culminating in the Tampere 2.0 conference held in Helsinki in October 2019, in the margins of the Finnish Council Presidency. The ideas and suggestions discussed at these events were brought together in this publication.Based on the current state of the EU’s migration and asylum policies and the lessons learned from the 2015-2016 crisis, the book argues that solidarity and the implementation of common policies are the two building blocks for a new European consensus on migration. It puts forward a set of concrete ideas on a new institutional and financial framework for migration policies, on legal migration, the common European asylum system, Schengen, integration, border control, return and readmission, the Global Approach and Partnership Framework, and development. Commission President von der Leyen’s proposal for a new pact on migration is a promising start, but what is perhaps more needed is a compromise uniting the Commission, Parliament and Council, and representing the member states under the auspices of the European Council. Patience and determination will be crucial in securing the successful completion of such a deal. However, that would be a small price to pay for an agreement that will still be as solid and relevant twenty years from now.

25. Diminishing safeguards, increasing returns: Non-refoulement gaps in the EU return and readmission system

Increasing the rate of return of third country nationals without a legal right to remain in the EU looks set to remain a policy priority for this European Commission. Nevertheless, the European Union and member states must ensure that their return and readmission policy complies in full with their international obligations, particularly the principle of non-refoulement. In this discussion paper, Olivia Sundberg Diez argues that recent trends are creating a growing accountability gap over how returns are conducted, with implications for refoulement: First, procedural safeguards are increasingly diminished in order to accelerate returns. The Recast Return Directive proposal, and the Council’s partial general approach, could curtail access to effective remedies within return procedures. Regarding readmission, cooperation with third countries is becoming ever more informal and frequently bypasses democratic and judicial scrutiny. Second, significant divergence remains between national return practices. EU mechanisms are sometimes strategically avoided when pursuing controversial agreements that are EU-wide or involve the Union, leading to a blurring of responsibility. At the same time, problematic bilateral agreements continue to be concluded with limited data and without EU guidance. Third, there is a lack of suitable monitoring mechanisms within return practices and readmission agreements. This hinders the EU and member states’ ability to guarantee returnees’ safety, and is worsened by the recast Return Directive proposals. In particular, considerations regarding the risk of indirect refoulement are notably absent. These three trends amount to structural shortcomings in EU and member states’ efforts to prevent refoulement. This paper analyses the risks at hand so that they can be better addressed in the next legislative cycle, and calls for strengthening safeguards and accountability measures in future readmission cooperation and the negotiations for the recast Return Directive.

26. Moving beyond the 'crisis': Recommendations for the European Commission's communication on migration

The year 2015 marked the arrival of an unprecedented number of migrants and refugees in the EU. Soon politicians, policymakers and the press dubbed these events a ‘migration crisis’, and it quickly rose to the top of the political agenda. The European Commission had – and still has – a significant role to play in how the ‘migration crisis’ narrative came about. In its communications, it tended to highlight two factors: the numbers, and the uncontrolled nature of arrivals. In the past five years, it developed from a rather unstructured use of several words and phrases to a coherent story about the ‘crisis’ as a stand-alone and historically unprecedented phenomenon. In this Discussion Paper, however, Katharina Bamberg counters that the Commission’s use of the crisis narrative has not been accurate; neither as a fateful description of what was happening nor as a way to address citizens’ concerns. Instead, it served to frame migration as a security issue and legitimised restrictive policy measures, such as ramped-up border controls and increased cooperation with third countries to curb migration. More problematic, however, is that this narrative has contributed to an environment wherein right-wing populists are given ample room to spread their message. In many member states, they saw their chance to capitalise on voters’ concerns and used the situation as a tool to stir up fear and distrust. Mainstream politicians have subsequently also adopted a sterner discourse on migration, in the hope to appeal to voters who favour more restrictive measures. To counter these dynamics, Bamberg argues that the Commission has to abandon the crisis narrative and instead develop a more proactive and diversified communication strategy.

Abstract:
On 6 December 2018, Friedrich-Ebert-Stiftung Rome (FES) and Istituto Affari Internazionali (IAI) co-organized the conference “External Borders and Internal Divisions of Europe: Policies and Politics of Migration” to foster debate on European migration and asylum governance by approaching it both as a policy issue and a political question. While the scale of migratory flows is no longer the main problem, countries at the Southern external borders continue facing different policy challenges. The lack of political will and continuing tensions among the member states stand out as the main obstacles blocking substantial policy reform at the European level. This context also provides fertile ground for further polarization of the political debate between the two extreme positions of open versus closed borders, highlighting the need for more balanced and neutral narratives on migration in the run up to the European elections. Refugee movements are not a new phenomenon in the Middle East and North Africa. The history of the region has been shaped by waves of displacement and refugee crises, and the most recent, the dramatic case of Syria, is still in process. This paper investigates refugee movements in the region and their impact on regional dynamics by focusing on two important case studies: Lebanon and Turkey. It explores each country’s response to the Syrian refugee crisis in detail, while addressing the role of relevant stakeholders, such as international organizations, civil society and government, in humanitarian relief efforts as well as in refugee protection and management.

29. Mapping the Syrian Diaspora: A Global Player in the Reconstruction of Syria

Before 2011, the Syrian diaspora worldwide was estimated at 18 million people who migrated over more than a century and have mostly contributed actively to their host communities. This old diaspora has now increased with the wave of Syrian refugees who fled - and continue to flee - Syria because of the ongoing conflict. Over the past seven years, seven million Syrians - not all registered refugees – have fled the country out of a total population of 24 million before the conflict. The Arab Reform Initiative (ARI) conducted a research project between Spring 2017 and 2018 to study Syrian diaspora around the world after the 2011 uprising, map its features and explore the interactions of Syrian migrant communities with the conflict in Syria. To draw a map of these interactions, ARI commissioned a group of researchers to prepare studies on Syrian diaspora in North America, Latin America, and Europe. Regarding the Middle East, researchers conducted studies on the presence of Syrians in Jordan, Turkey, Lebanon, and Egypt as well as Gulf States, with Qatar and the UAE as case example. Furthermore, ARI prepared three papers on the experiences of other diaspora groups in the region, namely the Armenian, the Palestinian, and Lebanese, with a view to comparing them with the Syrian case and draw lessons from them. Finally, ARI shared a questionnaire with the researchers to use with Syrian personalities (academics, businesspeople, engineers, etc.) so as to explore the motives that could encourage or deter them from contributing to channel the potential of the Syrian diaspora to help in the recovery of the Syrian society in Syria and abroad. Researchers also focused on the living conditions of Syrian communities, new and old, in diaspora countries. Abstract:
Eight years of a high intensity conflict in Syria resulted in the forcible displacement of over half of the population of the country, some internally, while over six million others fled outside, causing the most severe refugee crisis the world has known since World War II. Little is written however on the estimated 18 million Syrians who have been living abroad for years, often decades. These Syrians emigrated in waves and settled in some 30 different countries worldwide, including in the most remote lands of South America and the Caribbean islands. Together with the refugees who fled as a consequence of the conflict, the number of Syrians outside the country is now three times higher than those living inside. This is not specific to Syrians. The number of Palestinians, Lebanese, Armenians and, of course, Jews scattered across continents is also three to four times higher than those inside Palestinian occupied territories, Lebanon, Armenia or Israel. But the Syrian conflict and its toll on civilians has undoubtedly triggered a new awareness of the existence of a strong Syrian diaspora which had, so far, kept a rather low profile. To the stories of suffering and misery about refugees, diaspora communities oppose inspiring stories of the successful integration of individuals and families in their host societies. The Syrian diaspora is no exception. Its story contrasts with the dire situation of desperate boat people and helpless refugees. In general, the Syrian diaspora is economically self-sufficient and composed of well-integrated communities spreading across the Americas, Europe, the Middle East and Africa. This report is the result of a collective effort to draw the first comprehensive picture of the de-territorialized Syrian people encompassing the old diaspora and the recent refugees. Co-authored by 13 experts, it describes the socio-economic and cultural features of the old diaspora communities (a subject largely under-researched by scholars) and captures the fast moving but very uneven process of transformation of recent refugees into a new component of the Syrian diaspora. Scholarly research and interviews with key members of the diaspora in their different living contexts reveal the considerable effort that the diaspora has mobilized to support Syrians during the conflict and its potential to be a major player in the reconstruction and development of Syria when the conflict ends.
