101. Turkey-NATO Relations at the 60th Anniversary

Abstract:
After 60 years of membership in the North Atlantic Treaty Organization (NATO), Turkey’s role in the alliance stands strong amid new security threats and challenging regional change. It also largely corresponds to the New Strategic Concept of the 2010 Lisbon Summit, outlining the range of principles to which the members must adopt in order to continue effective cooperation and meet new responses, capabilities and partners (NATO, 2010). In light of this, Turkey’s strategic geography is crucial for the new security environment in the Euro-Atlantic region and beyond. Taking the recent examples of the intervention in Libya and the missile defense system, this policy update will highlight the importance of Turkey’s role within NATO regardless of initial foreign policy disagreements with the alliance and recent negative trends in Turkish public opinion towards the West.

102. Kosovo Security Barometer

Abstract:
Kosovo Centre for Security Studies (KCSS) launched the Kosovo Security Barometer survey in December 2012. The report provides a summary of people’s perceptions about security in Kosovo, the performance of judicial institutions, the nature of external and internal threats, political stability, economic and environmental security. The Barometer is carried out through face-to-face interviews conducted around Kosovo, and using a questionnaire developed by KCSS. All questions are close-ended, and the majority is in the form of five-point Likert scales. Sampling, piloting and interviews were conducted by KCSS team involving 20 researchers. A national sample was drawn that is representative of the Kosovo population that is 18 years and above and includes 1067 households. The ethnic breakdown of the interviewed respondents is: K-Albanian 89%, K-Serbian 7%, and other K-minorities 4%. The poll revealed that the respondents were most satisfied with the work of Kosovo Security Force, followed by KFOR and firefighters. People generally reported no major concerns of any potential military threat from abroad but instead portraying the consequences of economic crisis as the main external threat facing Kosovo. Serbia, Greece and Russia are seen as the least friendly countries. Respondents held higher regards towards Albania, USA and Turkey. When asked about their opinion over Kosovo-Serbia dialogue, respondents were almost equally split. People maintain concerns regarding the unresolved issue of northern Kosovo but did not see major risks of inter-ethnic conflicts in Kosovo in the future. Generally, people saw economic concerns, corruption and the issue of the northern Kosovo as the paramount threats to Kosovo’s political stability. Most of the respondents viewed the electoral system with doubts.

Abstract:
The new security threats that have appeared after the Cold War have showed that NATO still matters in helping to ensure global security. However, NATO‟s image has recently been deteriorating and its credibility has been damaged. That is why an effective public diplomacy seems indispensable to overcome this problem. Even though NATO has tried to implement an active public diplomacy since 2004 through its Public Diplomacy Division, the efforts seem to not yet be fulfilling. Thus, it is crucial for the Alliance to reshape its public diplomacy strategy.

2 Temmuz 1997 tarihinde Tayland Bahtı'nın devalüe edilmesinin ardından para ve menkul değerler piyasalarında, 1994 yılında Meksika Pesosu'nun devalüe edilmesinin ardından yaşanan “tekila” etkisini fazlasıyla aşan ölçülerde bir dalgalanma meydana gelmiştir. Kriz, ilk olarak, Doğu Asya'nın diğer ülkelerine bir dizi devalüasyon ve borsa çöküşü biçiminde yansımıştır. Sorunun derinlik kazanması ile birlikte, Hong Kong ve Güney Kore dahil, bölgedeki diğer ülkelerin para birimleri spekülatif baskılara maruz kalmıştır. Öte yandan kriz bölge dışına da taşmıştır. Arjantin, Brezilya ve Rusya gibi ülkelerin hisse senedi piyasalarında sert düşüşler yaşanmış ve ulusal para birimlerine dönük spekülatif saldırılar olmuştur. Döviz piyasalarında durum düzeldikçe, Tayland ve Güney Kore'de olduğu gibi, ülkelerin önemli bir bölümünde bankacılık sorunları, belki bunun da ötesinde büyük ölçekli bankacılık krizleri ortaya çıkmıştır.
