1. Race Politics and Colonial Legacies: France, Africa and the Middle East

Abstract:
In February 2020 – the eve of the COVID-19 pandemic – the Project on Middle East Political Science held a preliminary meeting at Columbia University in New York to explore the origins of the Africa-Middle East divides that treat North Africa as part of the Middle East and neglect states such as Sudan and Mauritania. Columbia was an appropriate place to begin such a dialogue. Two decades ago, when two of us (Aidi and Mampilly) were graduate students at Columbia, the Institute of African Studies was in serious crisis. The Ugandan political theorist Mahmood Mamdani arrived and launched an initiative to decolonize the study of Africa to counter Hegel’s partition of Africa by transcending the Saharan and red Sea divides, and by underscoring Africa’s links to Arabia, Asia and the New World. To that end, we co-organized a second conference on racial formations in Africa and the Middle East looking at race-making across these two regions comparatively, including the border zones often left out of both African and Middle Eastern Studies: the Sudans, Amazigh-speaking areas in the Sahel, Arabic speaking areas on the Swahili coast and Zanzibar. This workshop represents the third in our series of transregional studies across the Africa-Middle East divide.

2. The gendered and racialized politics of risk analysis. The case of Frontex

Abstract:
This article develops a feminist postcolonial approach to risk analysis as an increasingly central security practice in the EU’s emerging border management and security regime. For this purpose, we theorize risk analysis as a sense-making practice embedded within colonial power relations. As such, risk analysis problematizes migrants and migration in gendered and racializedwaysthatmakethemamenabletobordermanagementandother, potentiallyviolentsecuritypractices,suchasdetentions,returns,surveillance, and Search and Rescue. In an exemplary frame analysis of the European Border and Coast Guard Agency’s (Frontex) risk analysis report 2016, we show how conceptualizations of risks and solutions by this key actor are informed by gendered and racialized framings of 1) chaos and violence, 2) exploitationoftheEUeconomicandwelfaresystem,and3)humanitarianism towards 'vulnerable'? migrants. With this study, we seek to strengthen feminist and postcolonial interventions into critical security studies on knowledge, power, and expertise. By conceptualizing risk analysis as political, this article pushes critical security theory beyond understandings of security as socially constructed and towards systematically unpacking the meanings of (in)security as implicated in the reproduction of gendered and racialized power relations.

3. European Turkey and European Morocco: Two Identity Construction cases in the path to the EEC membership

Abstract:
This article analyzes Morocco’s and Turkey’s full membership application processes to the European Economic Community (EEC) in 1987 from an identity perspective. The construction of both Morocco’s and Turkey’s European-ness are explored alongside aspects of postcolonial and modernization theories rooted in the poststructuralist approach by taking official discourses of the political leaders in the two states at the time of application into account. In the conventional narratives of the establishment of their modern states, Morocco perceived Europe as its other due to the history of European colonialism, whereas Turkey perceived Europe as its other considering it a threat to its national unity prior to the establishment of the Republic in 1923. In spite of this, two states tried to add European-ness into their national identities through their application to the EEC in 1987. In this way, Morocco and Turkey aimed at demonstrating not why European but how much European they were. In Morocco’s case, an obligation for demonstrating one’s European- ness is explained through the lens of postcolonial theory, and in Turkey’s case, the modernization paradigm is applied. Departing from these theoretical standpoints, the study focuses on official European-ness discourses by Moroccan and Turkish leaders, which had taken place as dynamic processes. In this respect, the article unravels how Europe and European-ness that was once regarded as the other by Turkey and Morocco were tried to be included into Moroccan and Turkish national identities on the path to become a full member to the EEC.

4. Problematising the Ultimate Other of Modernity: the Crystallisation of Coloniality in International Politics

Abstract:
This article examines a key element of the power relations underpinning international politics, namely coloniality. It delineates the coloniality of international politics, and elucidates the fundamental aspects of its operationalisation on the one hand, and its crystallisation into international politics on the other. The article is structured into three sections. First, it explores the meaning of coloniality, and outlines its fundamental characteristics. Next, it delineates a crucial operative element of coloniality, the idea of race, and the double movement through which coloniality is rendered operational – the colonisation of time and space. Finally, the article analyses two structuring problematisations that were fundamental to the crystallisation of coloniality in international politics – the work of Francisco de Vitoria, and the Valladolid Debate. It argues that the way in which these problematisations framed the relationship between the European Self and the ultimate Other of Western modernity – the indigenous peoples in the Americas – crystallised the pervasive role of coloniality in international politics.

5. Armenia’s Colourless Revolution

Abstract:
Armenia is a landlocked country situated in the South Caucasus region. History of the region was shaped by the clash of three major empires: Ottoman, Persian and Russian trying to win control over it. The modern history of Armenia began in 1991, when the country seceded from the crumbling Soviet Union. Those were difficult years as the fledgling country was in ongoing war with its new post-USSR neighbour – Azerbaijan. The war was waged over “Nagorno- Karabakh”, a region that was mostly populated by ethnic Armenians, however was formally part of the Azerbaijan Soviet Socialist Republic within the USSR. In the international arena, Armenia joined the UN in 1991, the Russia-led defence pact called the Collective Security Treaty Organisation (CSTO) in 1994, and also in that year, NATO’s Partnership for Peace (PfP). Armenia became part of the EU’s Eastern Partnership (EaP) in 2009 and until September 2013 had been negotiating the EU’s Association Agreement (AA), which included a free trade agreement. Two months before the intended completion of negotiations, and after a visit of then President Serzh Sargsyan to Moscow, Armenia announced that it would cancel negotiations with the EU on the AA and that it was going to join the emerging Russia-led Eurasian Economic Union (EAEU) instead. Armenia joined the EAEU in 2014.

6. Majorities and Minorities in Post-Soviet Space

Abstract:
The concepts of ‘majority’ and ‘minority’ are challenging terms to define in a clear and precise manner, especially in the unique environments of post-Soviet space. Linking the definitional complexities of ‘majority’ to the post-Soviet and postcolonial condition, this paper examines the majority-minority dynamics through the lenses of the fluidity of groups, the interaction of communities and the power differentials between communities. In doing so, the paper analyses cases from two post-Soviet countries. First, the case of Russia illustrates contentious identification of majority and minority communities, where an alternative vocabulary for definition of ‘minority’ and ‘majority’ emerged along with alternative understanding of related concepts. Second, the case of Tajikistan looks at the interplay of majority-minority concepts and discusses how the Russian community as a former ‘political majority’ adjusts to its new status of non-dominant group, while the Tajik community becomes the single subject of the nation-building policies.

Abstract:
The academic discipline of leadership has developed in Western countries over the past decades with a US/Western Europe-centered perspective, implying that leadership theory is universal regardless of different cultural perspectives that go beyond the Western canon. In fact, current mainstream leadership theories are rather ethnocentric and local, and many of them still reflect a Eurocentric colonial mentality of dominance and power. Therefore, the purpose with this paper is to explore the effects of Modernity and colonialism on society’s relationships to identify the causes that hinder an effective intercultural dialogue in postcolonial contexts. This paper considers Decolonial Leadership as a new model that goes beyond Eurocentric approaches in the field and points to further research that is needed to fully develop a broader and more inclusive paradigm of leadership.

Abstract:
The question of difference and multiplicity in IR has been conventionally defined by the particularistic ontology of the sovereign-state based on a certain understanding of the relationship between humanity and socio-political community. In the last three decades by bringing gender, race, class, post-sovereign socio-political communities, cultural-civilizational identities etc. into IR, critical international relations theories have sought to rethink the international as being conscious of its historico-cultural settings and recognizing multiple ethico-political worlds and international imaginations in contemporary human societies. The recent debate on post-Western IR theory emerging within this conceptual-historical context seeks to problematize Eurocentrism in IR and to find ways to include non / post-western historico-cultural worlds, socio-political forms and international imaginations. Postcolonial account of this scholarly debate focuses on the colonial relations of international politics originated in the world historicity of European modernity / capitalism defending the co-constitution of self and other and accordingly develops the postcolonial subjectivity. This article critically engages with this debate on post-Western IR theory and specifically postcolonial standpoint by asking whether, how or to what extent we could conceptualize differences of non / post-Western subjectivities. 9. Title to Territory in the Post-Colonial Era: Original Title and Terra Nullius in the ICJ Judgments on Cases Concerning Ligitan/Sipadan (2002) and Pedra Branca (2008)

Abstract:
This article approaches two International Court of Justice judgments on the cases concerning Ligitan/Sipadan (2002) and Pedra Branca (2008) from the perspective of the law of territory in the post-colonial context, showing that the Court managed to free the concepts of ‘original title’ from ‘terra nullius’. It is prefatorily explained that the concepts of ‘original title’ and ‘terra nullius’, which operate in combination, had both functioned as bases for the traditional law of territory and as unilateral justification for colonization by European powers. By contrast, analysis of the two recent judgments illustrates that the Court contrived to separate the two concepts from the context of colonialism by avoiding the determination of the islands as ‘terra nullius’ and expanding the concept of ‘original title’ while preserving the existing framework of law of territory. The problem is presented with a caveat, however; overemphasizing the significance of ‘original title’ in the post-colonial context might lead to disregard for the foundations of title to territory, that is effective control of territory and its legitimizing logic, on which the territorial order of today’s international society is based.

Abstract:
The volume under review publishes the proceedings of a colloquium held at the University of Paris in July 2010. The aim of this colloquium was to fill a lacuna that characterizes the contemporary francophone international legal scholarship. Indeed, as noted by the editors in their foreword to the book, after a prolific period during the 1970s and 1980s, French and francophone scholars have gradually lost interest in Third World-related issues and ignored this topic in their research and teachings. This trend is regrettable and unfortunate because despite some progress and improvements, international relations are still marked by significant inequalities and disparities between rich and poor countries, while several regions of the world remain in a situation of extreme poverty. Therefore, there is an urgent need to renew and revive the reflection of French-speaking international lawyers on their discipline by inciting them to critically question the present existence and effects of the rules of international law relating to the Third World in the current globalized context. To achieve this goal, Mark Toufayan, Emmanuelle TourmeJouannet and Hélène Ruiz Fabri had the idea of bringing together, in Paris, francophone and anglophone scholars and prominent representatives of the critical Third World Approaches to International Law (TWAIL). TWAIL scholars were invited to expose their ideas and thoughts, and their French-speaking counterparts were asked to react and comment on these thoughts.
