Abstract:
In discussing the turmoil that has recently engulfed the Middle East, the author considers a parallel with Europe in the 17th century and the beginning of the Westphalian order. The author lays out his vision for the future of the region, which is predicated upon four main parameters: mutual acceptance among all the peoples of the Middle East, embracing the spirit of moderation and modernization, the quest for political stability, and economic cooperation. According to the author, regional dialogue is the first step towards building political consensus and realizing this vision.

Abstract:
This paper discusses Ukraine’s choice between maintain relations with the EU and Russia, a choice that is not merely a foreign policy choice or a choice between two integration models. Rather, it represents a choice between two normative orders or two different value systems. If Ukraine succeeds in pursuing the European model and breaking away from its tradition of a “captured state,” Russian leverage in Ukraine will also diminish. Therefore, undertaking this transformation is of crucial – if not existential – importance for Ukraine. The very survival of Ukraine’s statehood will depend on it.

Abstract:
It is no secret that authoritarian forms of government are predominant across post-So-viet space, although some are softer than others. In Moscow, Astana, Minsk, Dushanbe, Ashkhabad and so forth across almost the entire region, each country is governed by “strong personalities,” some enlightened, others not. Even today’s Ukraine, which is a little closer to the West in terms of geography and mentality, con-tinues to hesitantly fluctuate between poles of democracy and authoritarianism. Truth be told, these endless oscillations will ultimately mean the death of the country. Authoritarianism offers uncontested advantages that help the former Soviet repub-lics to find and maintain stability during transition: authoritarian methods are the short-est path to consensus, and facilitate control and governance. The population, mean-while, has no objection to “strong personalities,” tolerating figures that might be over-thrown elsewhere, because they are “saviors of the homeland” – a legend discreetly confirmed by all-pervasive state propaganda. All of history, both recent and more dis-tant, tells us of endless “foreign chicanery,” the permanent state of being “surrounded by enemies,” as if living in a “besieged fortress,” where it is so often necessary to “power through,” “resist and rebuff” and so on, and so forth.

The third edition of the Kosovo Security Barometer continuous to serve as a platform for providing reliable and accurate data that can meaningfully inform public on the current situation. The report will provide an overview of people’s perceptions about security in Kosovo, citizens’ perceptions on security institutions (Police, EULEX, KFOR, KIA, KSF, Customs, MIA, MFA) and judicial institutions, the nature of external and internal threats, perception on corruption, the legitimacy of the Government and Assembly of Kosovo, political stability and regional cooperation and Prishtina-Belgrade dialogue. The Barometer was carried out during October 2013 through face-to-face interviews conducted around Kosovo, and using a questionnaire developed by KCSS. Sampling, piloting and interviews were conducted by KCSS team involving 30 researchers in the field and additional 10 researchers engaged on supervising the field researchers, and monitoring the data processing. A national sample was drawn that is representative of the Kosovo population that is 18 years and above and includes 1119 households of all ethnicities.

Abstract:
The international community is helping Yemen by providing support in many different areas, most notably in the governance sector and in the fight against poverty and hunger. The European Union, acting through the European Commission, is one of the main donors to Yemen, and the individual Member States are actively engaged in the country, both backing the government’s development and social plans and carrying out some autonomous projects. This article will examine the state of the art European intervention in Yemen, with regard to both EC-funded development programmes and, in a broader perspective, to the strategic goals of Brussels in the country. The weaknesses of the European action in Yemen and the criticism it drew, especially from other Middle Eastern countries, will then be anazlyzed. Lastly, this piece will try to highlight how and with which objectives European efforts should be structured in order to stabilize Yemen effectively

68. Who Leads Russia?

Ever since Dmitri Medvedev’s nomination to succeed Vladimir Putin as president of Russia, followed by his election and now his inauguration, Kremlin watchers, both Russian and Western, have been discussing the so-called “Putin-Medvedev tandem” and asking who will really lead Russia. Is the duumvirate stable? Will it degen- erate into squabbling among the Kremlin clans behind the scenes? The pundits have identified four plausible scenarios. One is that President Medvedev will indeed have the principal power, including the possibility of ousting Mr. Putin as prime minister, or marginalizing him, since the Russian political system has been “super- presidential,” i.e., strongly centered in the presidency, since the adoption of the new Constitution by Boris Yeltsin in 1993. The second is that the system will remain cen- tered around Prime Minister Putin through informal power mechanisms that have much more weight in this system than do the formal powers granted by the Constitution; this is the scenario I consider most likely. A third is that the United Russia Party will emerge as dominant in this situation, able to make or break presidents through the electoral process. A fourth is that the whole country, or at least the government, will fall apart because of feuding among the followers of the president and the prime minister who will be unable to decide on the fair division of spoils that come with holding power in this country that covers one-sixth of the earth’s land mass. Because the corridors of power are so completely impenetrable to outsiders, no one knows what will happen. Still, Putin and his advisers’ actions in the months leading up to the election and then inauguration of Dmitri Medvedev as president of the Russian Federation show some answers.

Abstract:
Civil society building-up in Bulgaria as well as in the other countries of the Balkans is a process of adapting their social life and organisation to the changed economic, political and cultural environment at the beginning of the 90s of this century in Eastern and Central Europe and in the world in general. The construction and stabilization of the Bulgarian civil society cannot be separated from the broader and encompassing process of extending the European and Euroatlantic Civic Space eastwards. This holds true also for the other Balkan countries. These developments can hardly be treated out of the context of a changing security environment. Global, regional, sub-regional, national and societal security is influenced and strongly influences the processes of civil society building-up and of the eastward extension of the Civic Space in Europe. Existing security communities in Europe and the Euroatlantic area create strong incentives of converging an expected stability zone as Central and Southeastern Europe is going to be and the local civil societies. The very progress of the civil societies in the region, including the Balkans, will strongly shape the security environment of Europe at the end of the present and the beginning of the next centuries. If civil societies are not developed and the Civil Space – not widened in Central/Eastern Europe, a complex and volatile security situation may develop and unpredictability eventually get the upper hand with more and greater risks and threats endangering the area.
