41. The Political Economy of Europe since 1945: A Kaleckian perspective

Abstract:
This paper analyzes the early stages of the formation of the Common Market. The period covered runs from the end of WW2 to 1959, which is the year in which the European Payments Union ceased to operate. The essay begins by highlighting the differences between the prewar political economy of Europe and the new dimensions and institutions brought in by the United States after 1945. It focuses on the marginalization of Britain and on the relaunching of French great power ambitions and how the latter determined, in a very problematical way, the European complexion of France. Because of France’s imperial aspirations, France, not West Germany, emerged as the politically crisis prone country of Europe acting as a factor of instability thereby jeopardizing the process of European integration, Among the large European nations, Germany and Italy appear, for opposite economic reasons, as the countries most focused on furthering integration. Germany expressed the strongest form of neomercantilism while Italy the weakest.

Abstract:
The paper highlights the position of German authorities, showing that they were quite lucid about the fundamental weaknesses inherent in a process that separated monetary from fiscal policies by giving priority to the centralization of the former. Instead of repeating the well known critiques levelled against the EMU – for which readers are referred to the unsurpassed treatment by Stiglitz, the essay highlights the splintering of Europe in the way in which it has unfolded during the 1990s and in the first decade of the present millennium. In particular the early economic and political origins of the terminal crisis of Italy are located between the late 1980s and the 1990s. France is shown to belong increasingly to the so-called European periphery by virtue of a weakening industrial structure and persistent balance of payments deficits. The paper argues that France regains its central role by political means and through its weight as an active nuclear military power centered on maintaining its imperial interests and posture especially in Africa. The first decade of the present millennium is portrayed as the period in which a distinct German economic area had been formed in the midst of Europe with a strong drive to the east with an increasingly powerful gravitational pull towards the People’s Republic of China.

43. Dying Light: War and Trade of the Separatist-Controlled Areas of Ukraine

Abstract:
The paper investigates how war and the war-related government policies affected economic activity of the separatist-controlled areas of Ukraine. The paper applies a quasi-experimental study design to estimate the impact of two events on the separatist-controlled areas: the introduction of the separatist control and the introduction of the second round of the trade ban, which was imposed by the government of Ukraine on the separatist-controlled territories in 2017. Using a difference-in-difference estimation procedure that controls for the yearly and monthly effects, individual fixed effects, and the region-specific time shocks, the study finds that the separatist rule decreased the economic activity by 38% in the Donetsk region and 51% in the Luhansk region according to the preferred specifications. At the same time, the trade ban of the year 2017 against the major industrial enterprises of the separatist-controlled areas decreased luminosity by 20%. The paper argues that the trade disruptions due to the war actions were nested within the negative effect of the separatist rule and accounted for half of it.

Abstract:
The history of a research field called political economy dates back to the eighteenth century, giving rise to a variety of disciplinary approaches, and experienced a renaissance as a multidisciplinary field after the Second World War, combining economic, political science, and sociological approaches. The divergence between economic globalization and the nationally restricted scope of economic policy directs interest to the relationship between politics and the economy. A quantitative analysis of the articles published in two dedicated political economy journals shows major trends of the developing research field. The relationship between politics and economy is interpreted rather widely, and research is largely focused on Western capitalist nations. In conclusion, two avenues for further research in the field are briefly discussed.

Abstract:
Germany is an undervaluation regime, a regime that steers economic behavior towards deterioration of the real exchange rate and thereby towards export surpluses. This regime has brought the eurozone to the brink of collapse. But it is much older than the euro. It was established during the Bretton Woods years and has survived all subsequent European currency orders. The regime operates in two steps: competitive disinflation against trading partners; and resistance against correcting revaluations. The Bretton Woods order provided perfect conditions for the establishment and perpetuation of the regime: it was flexible enough for sufficient macroeconomic policy autonomy to bring about differential inflation rates, and sticky enough to delay and minimize revaluations.

The family firm began life as a grocery store in 1698, founded by a woman now known only as the Widow Bourne. It is now Britain’s oldest wine and spirits merchant, and one of the nation’s ten oldest family-run businesses, boasting six Masters of Wine – the most of any company in the world – as well as two Royal Warrants, a mark of recognition for tradespeople that provide goods or services to the British royal family.

Abstract:
From Clans to Co-ops explores the social, political, and economic relations that enable the constitution of cooperatives operating on land confiscated from mafiosi in Sicily, a project that the state hails as arguably the greatest symbolic victory over the mafia in Italian history. Rakopoulos’s ethnographic focus is on access to resources, divisions of labor, ideologies of community and food, and the material changes that cooperatives bring to people’s lives in terms of kinship, work and land management. The book contributes to broader debates about cooperativism, how labor might be salvaged from market fundamentalism, and to emergent discourses about the ‘human’ economy.

48. Exploring the Uncharted Export: An Analysis of Tourism-Related Foreign Expenditure with International Spend Data

Abstract:
Tourism is one of the most important economic activities in the world: for many countries it represents the single largest product in their export basket. However, it is a product difficult to chart: "exporters" of tourism do not ship it abroad, but they welcome importers inside the country. Current research uses social accounting matrices and general equilibrium models, but the standard industry classifications they use make it hard to identify which domestic industries cater to foreign visitors. In this paper, we make use of open source data and of anonymized and aggregated transaction data giving us insights about the spend behavior of foreigners inside two countries, Colombia and the Netherlands, to inform our research. With this data, we are able to describe what constitutes the tourism sector, and to map the most attractive destinations for visitors. In particular, we find that countries might observe different geographical tourists' patterns - concentration versus decentralization -; we show the importance of distance, a country's reported wealth and cultural affinity in informing tourism; and we show the potential of combining open source data and anonymized and aggregated transaction data on foreign spend patterns in gaining insight as to the evolution of tourism from one year to another.

Abstract:
The publication of this issue is foreshadowed by the tragic drowning of hundreds of migrants, including Africans, in the Mediterranean Sea (BBC News 2015, Rosen 2015, Walsh, Almasy and Botelho 2015, Traynor 2015, Fottrell 2015). The sheer size of these drownings have once again caused popular horror and contemplation on causes and consequences of migration. The projection by the International Organization for Migration (IOM) that these deaths could increase to over 30,000 just in 2015 is anxiety provoking and shocking (AlJazeera News 2015, Brian and Laczko 2014). The drownings have also caused increased focus on the policies of popular destination countries and regions and critiques of the harshness of these regimes as well as calls for more humane migration policies, research and documentation of the root causes of migration, and heartrending accounts of migrants’ motives and harrowing experiences (Clegg 2015, Barker 2014, Kassam 2014). As well, they have caused intensified media attention to the circumstances that propel migration from various African countries and the choice of destinations in Europe. These conditions and circumstances are hardly new. Neither are the tales of woe that attend the serious decision to abandon familiar misery of migrants’ homelands in hopes of somehow experiencing the miracle of success in unknown climes (Sy 2006, Ndege 2006, Morris 2005, Bailey 2005, Travis August, Kingsley 2015).

50. Towards European Electoral and Party Systems

Abstract:
Although much progress has been achieved in the last sixty years, the European Union still lacks a unique electoral system and a proper party system. Recently some changes have been proposed or introduced in order to homogenise the national electoral systems of the EP and to strengthen political parties at the EU level. Andrew Duff’s proposal for a transnational party list; the establishment of European political foundations in 2007; the updating of the Statute of the European political parties in 2014; the designation of the Spitzekandidaten by Europarties were all useful attempts. More could be done. National democracies can become sources of inspiration for new proposals. Some suggestions may require new formal regulations. Others are more informal or political, and would give political actors new opportunities on voluntary bases.
