Abstract:
Although Poland and Sri Lanka are distant and differ significantly, a comparison of their experiences with regional cooperation reveals a few interesting observations. Poland's accession to the EU proves the economic and political benefits of deeper integration, may mitigate fears of marginalisation and domination by regional hegemons, and can disperse concerns over lost sovereignty. The EU integration model and the Polish experience could serve as an inspiration for Sri Lanka and other members of SAARC, the South Asian Association for Regional Cooperation, and encourage them to revive their own integration process.

Abstract:
Germany will draw a lot of attention in September 2013 when its citizens will choose a new federal parliament-Bundestag. The reason is not only the fact that the country is a big player but also that it dominates Europe on a scale not observed since the 1980s. Its economic model seems to be the most efficient in Europe at the moment and the country even has enough power to set reform agendas across the EU. Since the biggest changes in German internal and external politics can be expected if the opposition is victorious, it seems important to analyse in advance the key elements of the proposals by the major opposition force: Social-Democratic Party (SPD) and the Alliance 90/The Greens. This could help us understand what kind of change to German capitalism is advocated by these parties and how their election success could affect European integration.

For nearly 20 years, Norway has contributed financially to less wealthy EU countries. From €120 million (1994–1998) these contributions have reached nearly €1.8 billion for the period 2009–2014. What exactly does Norway get in return? Should the Grants simply be understood as an act of solidarity? Or do the financial contributions serve as a source of soft power providing increased influence in the EU? The objective of this article is not to assess whether the Grants have helped to reduce economic and social disparities, nor to explain why the Grants emerged. We focus on how and to what extent Norway has had and can have political advantage from these contributions, in relations with the EU and the beneficiary states. This article serves as a case-study examining the relation between a policy (the Grants) and soft power.

German Chancellor Angela Merkel will soon face parliamentary elections. On her eight-year watch, her governing coalition has failed to develop foreign policy, security, and defense strategies. This weakens Europe's ability to think and act strategically and limits the European Union's (EU's) influence in its immediate neighborhood and beyond. There is much unfinished business that the next chancellor, be it Merkel or someone else, will have to manage.

Elections are central elements of democratic systems as they provide the public with the opportunity – with some restrictions established by legal arrangements such as quotas – to make their voices heard. In other words, it is through election results that we learn a great deal about the social and political circumstances in a country. This paper follows the electoral trends in European countries since the beginning of the 1990s as far as the data makes it possible. In order to create a comprehensive analysis, turnout rates, voter preferences and other major determinants shaping preferences – whether influential economic or identity factors – are considered. Europe is defined, in this research, as all of the EU member states, making a highly complicated and heterogeneous collection. As the trends in these different countries can be expected to diverge, a regional comparison between Western, Northern, Southern and Eastern Europe is provided so that the similar and different electoral trends in these regions are presented clearly.

Abstract:
Social democracy was born as a reaction to the social problems created by capitalist modernization in the nineteenth century. It had a central role in the making of the modern European societies. During the twentieth century, it had immense organizational successes and election victories transforming political relationships in those societies. In the 1970s, orientation towards social democracy increased within many of the countries in the global periphery. Today, social democracy prevails as an influential and successful political and social power system in these periphery countries. This paper seeks to answer whether social democracy should continue to be a model for other countries in the periphery.

27. Iceland and Europe: Drifting further apart?

Iceland applied for EU membership in 2009 at the height of the economic crisis. Four years later, a new government has put the application on hold: the majority of Icelanders are opposed to entry, but want to continue the accession process and put the results to a vote. Iceland's longer-standing problems with European integration stem from the issue of sovereignty in general, and maintaining control over fisheries and agriculture in particular. Since 2009, anti-European feelings have been stoked by the 'Icesave' dispute, while the prospective benefits of entry (including use of the euro) have been tarnished by witnessing the fate of other small states during the euro crisis. The new government proposes remaining a member of the EEA and developing relations with other world powers. But the US commitment to Iceland has weakened over the years, and 'rising' powers like China are unable, as yet, to solve the country's core problems. In terms of both its security and its standing within the global economy, Iceland is becoming more rather than less dependent on Europe over time. The question raised by the latest political turn is whether it will have to maintain that relationship from a distance, with limited control and with no guaranteed goodwill.

Abstract:
During the 1990s, a consensus consolidated among policy makers and economists worldwide regarding the desirability of very low inflation targeting. So far, this process has been explained on the basis of a domestic- functional thesis, according to which commitment to very low inflation provides local economic gains with no costs. In this paper, I present an alternative explanation, according to which the global norm of very low inflation targeting was consolidated as a political solution to the problem of exchange rate misalignment and volatility. I argue that policy makers in Germany and the US believed that convergence of monetary policies and inflation rates, in addition to liberalization of financial markets, will stabilize exchange rates without the need for direct coordination. The paper employs the theory of liberal intergovernmentalism as a benchmark to explain the choice of the European and the G-5/7 countries to establish a low-inflation rule-based international monetary regime. The paper concludes that the regime of very low inflation targeting was consolidated as a politically viable solution to a political problem rather than as an economic best practice. Furthermore, it concludes that the norm of very low inflation targeting was a “corer solution” that neglected the problem of exchange rate stability.

30. Russia's pressure politics: The Kremlin's uncompromising approach to opponents threatens political stability

If Russia is to follow an evolutionary path to democracy, then the regime must be ready to draw the so-called 'non-systemic' opposition into political processes. This gradualist formula for democratic change is also the formula for political stability. A number of liberalising reforms conducted by the regime in response to widespread protests following the December 2011 State Duma election gave grounds for optimism that this process is now underway. However, any hopes that these events would kick-start democratic reforms were short-lived. Rather than draw in opponents, the regime has sought to isolate them, using a combination of reform, non-reform, dividing tactics and repression. But the results have not been positive. The non-systemic opposition is under increasing pressure, having seen its options all but reduced to more protesting. It is also showing signs of radicalisation. At the same time, the Kremlin's uncompromising approach is undermining regime stability. The pressure is building in the Russian political system. The combination of repression and radicalisation could easily see political stagnation degenerate into instability and the EU should take this new dynamic into account in its future policy planning.
