1. Exploring options for advancing Kosovo-NATO relations

Abstract:
NATO’s role in Kosovo has been vital since the 1999 intervention and KFOR remains integral for guaranteeing security and stability not only in Republic of Kosovo but also the wider Western Balkans. Public sentiment for full NATO membership is extremely high in Kosovo—over 90% support—reflecting Kosovars’ enduring trust in the NATP alliance. However this overwhelming public support can be affected if Kosovo’s aspirations for closer ties with NATO are not addressed. While, Kosovo’s formal progress toward full membership is politically constrained by the fact that four NATO member states have yet to recognize its independence, there are other options that NATO can pursue to advance relations with Kosovo. In this context, this paper explores options how can Kosovo and NATO advance relations and cooperation. The 1995 study provides core principles for options that are examined in this paper. These principles remain highly relevant for Kosovo. While formal membership is stalled by non-recognizing NATO member states, the paper argues that an inclusive, step-by-step approach can be adapted for a flexible, deeper engagement with Kosovo. A central recommendation is the creation of a “Kosovo Enhanced Cooperation Initiative,” a tailored version of NATO’s partnership mechanisms (e.g., Partnership for Peace, Planning and Review Process, and the Euro-Atlantic Disaster Response Coordination Centre). KECI would aim to strengthen Kosovo’s defense institutions, enhance interoperability, support civil emergency preparedness, and develop broader crisis-management capabilities. Crucially, it would not force any change in the political stance on recognition among NATO member states. The EU-facilitated normalization dialogue between Republic of Kosovo and Serbia is one of the essential elements especially for Kosovo to build the confidence of both skeptical NATO member states and international partners when it comes to Euro-Atlantic integration process of the country. Regular coordination with NATO and the EU, particularly concerning sensitive actions in the north, would affirm that Kosovo’s leaders prioritize strategic partnerships and diplomacy over moves that risks and undermine support for Kosovo. Nevertheless, without any concrete carrots such as anything close to a guarantee that Kosovo gains an open perspective for NATO’s PfP, it is rather difficult for Kosovo to be encouraged to deliver on either an agreement with Serbia or any other agreement.

Abstract:
The goals of decarbonisation, competitiveness and strategic autonomy will underpin the implementation of the European Green Deal during the 2024-2029 European Union institutional cycle. To strike the right balance between these sometimes conflicting objectives, EU policymakers should focus on both domestic and international aspects of the Green Deal. Domestically, they must ensure implementation of the agreed climate plan, avoiding inaction or delay. Internationally, they must establish a new green-diplomacy and partnerships strategy, which will support global decarbonisation while addressing competitiveness and strategic autonomy concerns. The current EU approach to green diplomacy is uncoordinated, lacking a clear strategy and appropriate resources. Given the EU’s limited share of annual global emissions, supporting decarbonisation abroad is fundamental to meet the global net-zero emissions goal. The EU’s green diplomacy and partnerships need to be strengthened and expanded in a pragmatic and coherent manner. The main priorities include focusing on the implementation of international emissions reduction pledges, a new diplomatic push for carbon pricing and international green taxation, the creation of streamlined partnerships for green industrialisation with major partner countries and the promotion of new global trade and climate agreements. To succeed in these, a revision of the current governance of EU global green action will be required.

Abstract:
Against the backdrop of geopolitical tensions, the growing demand for technologies that will accelerate the green transition exposes European countries to risks. Most attention is devoted to strategic dependencies on China for critical raw materials (CRM) and components that are necessary for such technologies. However, the data-driven digital elements and applications used, for instance, to optimise energy use are also relevant, as they intensify cybersecurity and data privacy-related concerns. To de-risk Europe’s strategic dependencies in this field, adopting a balanced approach between ‘promoting’, ‘protecting’ and ‘partnering’ is essential. This Clingendael Policy Brief focuses on the ‘promote’ angle by exploring the role of the Dutch government and private sector in fostering the Dutch digital green-tech industry. With its track record in innovation within the EU, the Netherlands is well placed to boost the commercialisation of digital green technologies through procurement. Moreover, the Netherlands could lead the discussions on defining cybersecurity standards and interoperability norms at EU and international forums.

Abstract:
In an increasingly conflictual global environment, the G7 has become a more and more important geoeconomic actor. Yet looking at the case studies of Russia, Iran, and China reveals that the geoeconomic role the G7 plays has been mixed. For the G7 countries to improve their geoeconomic impact, they need to align their interests and risk perceptions, as well as improve their ability to propose and enact geoeconomic measures. In addition, the G7 should bolster its partnerships with other democracies and like-minded countries.

Abstract:
After years of negotiations, the EU has adopted the Pact on Migration and Asylum, and recently concluded migration partnerships with Tunisia, Mauritania and Egypt. While the Pact addresses internal migration rules within the Union, in practice the focus seems to be shifting towards the external dimension of migration. The security situation in Europe reinforces the need to build stronger partnerships. The aim is not to push the countries from which people most often migrate to Europe into partnerships with countries that may ally themselves against Europe, for example by instrumentalising migration. Even before the European Parliament elections, EU member states and political groups started to push the idea of transferring the asylum procedure to third countries. This was notably stated in a letter sent to the Commission in May 2024, signed by 15 member states. Examples of the externalisation of asylum procedures include the outsourced Rwanda model eventually abandoned by the UK, the offshoring model being implemented in Albania by Italy, and the proposed return hub model, whereby rejected asylum-seekers would be transferred to a third country if they cannot be directly returned to their countries of origin.

The Mediterranean and Europe, as interconnected regions sharing geographical spaces and proximity, severe challenges, common interests and intertwined goals, present a compelling opportunity to explore minilateralism as a framework for fostering cooperation and developing resilience. This research examines the potential of minilateralism to contribute to the Europe-Mediterranean partnership, highlighting the rationale, objectives, potential areas of focus, and expected outcomes of promoting minilateral frameworks in this context. Two minilateral frameworks will be examined: Israel-Greece-Cyprus and Israel-Morocco-European Union (EU). Based on this examination, the research will discuss particular insights regarding these specific configurations, and general insights regarding characters, opportunities and challenges of minilateralism in the region as a way to foster the Europe-Mediterranean partnership.

7. Senegal Redefines International Partnerships

Abstract:
The new Senegalese authorities, who vowed radical reforms during the campaign, have begun a review of the state’s international relations. As part of this process, they plan, among other things, to renegotiate the fisheries agreement with the EU, expel French troops, and reform or leave the regional monetary union. Despite the revolutionary rhetoric, similar to that of the populist military regimes from the Sahel, the Senegalese approach to the economy and regional politics is rational and, in the long term, aligned with EU interests.

8. Looking for seasonal workers: Greece’s search for migrant labor

Abstract:
The present report deals only with the recruitment/invitation of third-country nationals through bilateral agreements as a framework for addressing labor shortages. In other words, we focus only on the invitation of foreign workers, with an emphasis on skilled and low-skilled labor, rather than Blue Card holders. The report forms part of a larger project looking into legal labor migration. The first publication presented a snapshot of practices across select member states, while this paper zooms in on Greece to explore the practical issues that have arisen in the context of the attempt to recruit foreign workers. The emphasis on partnerships also reflects the Greek government’s current policy priority in addressing labor shortages, with more agreements expected in the next few months. Thus, it is a good time to pause and take in where things stand as regards implementation and future planning, and what issues require further attention. Through a discussion and analysis of current practices and issues, the report seeks to highlight two things: a pattern of responding to labor shortages by the Greek state, which tends to replicate previous practices without ‘daring’ to be more creative. the bureaucratic obstacles (which relate in particular to the process of inviting foreign workers works—metaklisi) that continue to hamper the implementation of these partnerships. Finally, the report incorporates a series of recommendations based also on consultation with different stakeholders[1] as well as with individuals who have been involved in the metaklisi process.

9. Updating the EU strategy on China: co-existence while derisking through partnerships

Abstract:
The European Union-China relationship has deteriorated markedly since the EU introduced a three-part strategy in 2019 based on partnership, competition and systemic rivalry. Th e relationship has been undermined by China’s support for Russia’s aggression in Ukraine and its increasingly anti-Western foreign policy that aims to alter the international rules-based system. Meanwhile, the economic relationship is changing because of China’s structural deceleration and increasing self-reliance, coupled with the EU’s growing critical dependence on China, especially for digitalisation and decarbonisation. Europe must accept that relations with China will not return to their pre-pandemic state. While there is no need to change the overall strategy, the EU should seek co-existence with China while preserving EU values and interests. Cooperation is still needed to address global problems, including climate change, in which China plays an important role in finding solutions, but on which the EU cannot accept Chinese cooperation at any price. In terms of co-existence, the EU must continue to pursue de-risking – or reducing its exposure to China – especially for its energy and digital transitions. De-risking has started but more needs to be done to understand how it can be continued while not creating conflict. The EU should pursue a three-part approach: increase coherence and coordination with all European stakeholders, refi ne the EU economic-security strategy while accepting trade-offs, and seek partnerships as the best offensive tool. The 2024-2029 European Commission should foster discussion of China and coordination of strategic issues within a larger constituency. EU countries, with Commission coordination, need to be more involved in building a comprehensive approach, including by conducting national risk assessments and by shaping and implementing de-risking measures. On economic security, full implementation of current defensive instruments is needed, along with new protections, such as better coordination of export controls and a new outbound-investment screening mechanism. The trade-offs stemming from pursuing more security will need to be made explicit in order to mitigate them. On partnerships, the EU must look beyond the United States, working within the G7 and with other like-minded countries, such as Australia and South Korea, which have valuable experience of de-risking. Mutually beneficial and strategic cooperation agreements need to be brokered with relevant emerging and developing economies.

10. How Sweden Can Use its EU Presidency to Build the Civilian Security Dimension of the Eastern Partnership

Abstract:
The EU’s Eastern Partnership (EaP) lacks a security dimension and this is an urgent reform need. In particular, the EU should become the leading provider of civilian security support in the EaP countries, particularly Ukraine. But significant weaknesses in this policy field inhibit its capability to do so. Sweden’s long-term focus on the EaP, its experience in augmenting domestic cyber and hybrid resilience as well as in placing the civilian aspect at the heart of its national security, and it its leading contribution to the EU’s Common Security and Defense Policy (CSDP) missions put it in a unique position to be a champion of the security dimension of the EaP during its presidency of the Council of the EU. Sweden can do so by pushing for: a EU-NATO memorandum of understanding on the EaP; the provision of a rapid financing mechanism to assist EaP countries in nonmilitary defense; a more coordinated training, planning, and implementing process for CSDP missions between EU actors and the EaP countries; a more targeted approach towards EaP countries; and prioritization of deepening of cooperation with EaP countries in the domain of hybrid threats.
