41. Trade Flows Between the European Union and the Eastern Partnership Countries: Dynamics and Prospects

Abstract:
The Eastern Partnership is a part of the European Neighbourhood Policy focusing on the EU’s Eastern neighbours. Its main objective is to deepen the political and economic integration of the EU with six countries in Eastern Europe and the South Caucasus: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The aim of this paper is to assess the development of EU trade relations with Eastern Partnership Countries from 2002 to 2021 and to indicate its prospects. The results show that the EU is in a group of main trading partners of the Eastern Partnership countries. The EU noticed both: a trade surplus with Belarus, Georgia, Moldova, Ukraine and Armenia (except in 2005); and a trade deficit with Azerbaijan. The volumes of imports and exports had increased over the years which also led to better economic integration with the EU. However, the future EU-Eastern Partnership trade characteristics and dynamics remain unknown due to the Russian invasion on Ukraine that caused troubles in trade flows in Ukraine and economic sanctions on Russia and Belarus.

42. Beyond munitions: A gender analysis for Ukrainian security assistance

From the hospitals of Mariupol to the streets of Bucha, the Russian war in Ukraine has extracted an unacceptably high cost, while banding NATO allies and partners together in an unprecedented tide of support. In bilateral and multilateral security assistance packages, the transatlantic community has sent Ukraine javelins, High-Mobility Artillery Rocket Systems (HIMARs), and all manner of weapons to defend against the Russian invasion. Still, Russia’s war continues against the nation of Ukraine and its people. So how should future military assistance account for the different impacts of the war on Ukrainian civilians? What strategies remain for NATO allies and partners to enhance their support beyond weapons and materiel? The answers lie in using gender analyses to zero in on the unique human security challenges facing Ukraine. When we overlook the role of gender in conflict, we miss the opportunity to both lead with our values and make our military support more effective. Applying a gender analysis to our security assistance is a solution that allies and partners have already agreed to implement in forums from the United Nations to NATO. In fact, it’s a tool that many allies have already developed within their own militaries. Now is the time to employ it in support of Ukraine. This starts with acknowledging the Women, Peace, and Security (WPS) Agenda. The WPS Agenda, passed under United Nations Security Council Resolution 1325 in 2000, recognizes the disproportionate impact of conflict on women and girls, and their critical role in reconstructing societies. Militaries can apply gender analyses to better understand and tailor assistance to the unique security environments in which they operate. To help policymakers think through how a gender analysis can shape what security assistance should look like—and, in many cases, how allied militaries can implement solutions at scale, and consistent with political decisions that have already been made—we are proud to offer this issue brief. Our intention is to demonstrate to global decision makers that incorporating gender can and should be integrated in real-time conflicts to achieve real results. Our support to Ukraine must not waver, but more can be done to mitigate the severe impact of Russia’s war on the Ukrainian people. Allies and partners already have the political mandate to integrate the WPS Agenda into their operations. They already have the tools, training, and technical expertise to implement it in the field. The next step is making this common practice. This issue brief spells out ten steps for how to do so in Ukraine.

On the eve of the fifth enlargement of the European Union in 2003, the neighbourhood policy was launched to “prevent further lines of division in Europe and to promote stability and prosperity” and to create, according to a now famous concept, a “circle of friends”. Abstract:
In December 2021, the EU and Singapore launched talks towards a digital partnership agreement that could prove a building block for broader EU–ASEAN cooperation. This Report assesses the strategic value of increased cooperation in the field of digital connectivity, also acknowledged in the EU’s Indo-Pacific strategy of September 2021, and considers the practical challenges and opportunities of stronger ties between the two blocs and their member states in this increasingly important realm. The authors argue that three domains could form the basis of a future, shared, EU–ASEAN approach to digital connectivity: (1) digital infrastructure; (2) data governance and digital trade regulation; and (3) the digital economy and financial technologies (fintech). A bloc-to-bloc approach should run in parallel with strengthened ties by the EU and its member states with specific ASEAN member states. Together, these building blocks will serve EU and ASEAN long-term interests, promoting economic competitiveness and inclusive growth, as well as openness, transparency and freedom in the digital realm.

The study is an example of the series on issues analyzing the EU-Azerbaijan economic relations which can be considered a step forward to empower economic approach in the policy-making process aiming to provide an alternative view in addressing current challenges and developments in Azerbaijan. The European Union’s relations with Azerbaijan have been formulated based on the EU-Azerbaijan Partnership and Cooperation Agreement which entered into force since 1999. In February 2017, the EU and Azerbaijan began negotiations on a new framework agreement designed to enhance the political dialogue, trade and mutually beneficial cooperation covering a wide range of economic aspects. One of the most important strategies of EU in the energy policy is to ensure energy security through diversification of energy routes. Abstract:
Although geographically distant, there is considerable convergence in the development policy priorities of Germany and the Republic of Korea (hereafter: Korea) – and indeed scope for cooperation between them. Whereas Germany was a founding member of the international development cooperation system as we know it today, Korea is a recent member of the Organisation for Economic Co-operation and Development (OECD) and its Development Assistance Committee (DAC) and both an important former recipient as well as a current provider of development cooperation. The development policies and operations of Germany and Korea are confronted by a challenging global geopolitical and economic setting, as well as a worrying decline in human development globally. Both countries are being challenged to respond to this changing setting and to communicate such changes effectively in their contributions towards advancing sustainable development at home and through international cooperation. Both countries have seen considerable increases in their official development assistance (ODA) budgets during the past decade, with Korea expected to continue its gradual growth path, whereas Germany may face challenges to consolidate its ODA budget – notwithstanding its important position as the only G7 member that has reached the target of providing 0.7 per cent of its gross national income (GNI) as ODA. The fall of the Berlin Wall and the dissolution of the USSR were supposed to usher in a golden age in which liberal democracy and a market economy would naturally spread throughout the European continent. On the strength of this optimism, the European Union concluded accession negotiations with ten countries between 2003 and 2005, opened them to Croatia and Turkey, promised the same to the Western Balkans and launched the Neighbourhood Policy in the East and the South. Initiated in 2004, this policy intended to ensure 'stability and prosperity' on the European Union’s new borders after the accession of the Central and Eastern European countries.

49. Climate of cooperation: How the EU can help deliver a green grand bargain

Abstract:
The global transition away from carbon will fundamentally alter the EU’s dependencies on energy, raw materials, and new technologies. The bloc needs to manage these dependencies while maintaining the fragile consensus between member states on the European Green Deal and fulfilling its ambitions for global climate leadership. The EU should help deliver a green grand bargain by making use of all its sources of economic, multilateral, and soft power. The bloc should reframe the international debate on energy security to focus on clean energy resources and efficiency, engaging in the market reforms needed to incentivise this shift. The EU should make every effort to reassure countries in the global south that the green transition will not leave them behind. The Global Gateway provides a strong framework for doing this – as would an EU Co-innovation and Green Tech Diffusion Fund. The EU also needs to place European sovereignty at the centre of its internal narrative on the European Green Deal. This could help win support for the agreement from member states that are concerned about the economic and social effects of the green transition.

Young diplomats in Eastern Partnership countries are optimistic and pro-European. Many of them want the EU to become a bolder geopolitical actor. They often criticise their countries’ leaderships and prefer to trust institutions rather than individuals. Most young diplomats tend to link success in foreign policy with domestic reforms. Russia is losing support among them, but it maintains a significant presence on the ground in their countries. Young diplomats see China as an attractive economic player but a controversial political partner. They would like to maintain good relations with the US, but the confrontation between Washington and Moscow forces some Eastern Partnership countries to take the Russian side.
