41. Russia and COVID-19: Russian Adaptive Authoritarianism During the Pandemic

Abstract:
This paper explores Russia’s response to Covid-19, with a focus on its implications for political freedoms and human rights across the country. It investigates the relationship between the pandemic and reinforcing authoritarianism in Russia. This paper is an in-depth case analysis that uses policy analysis and process tracing to examine Russia’s response to Covid-19 and its effects on Russian domestic politics. The study concludes that the Russian authorities have considerably abused Covid-19-related restrictive measures, not least through curtailing the freedom of assembly and expression. In doing so the Russian authorities have conveniently shielded themselves from mass protests amid constitutional amendments and upcoming legislative elections. Nevertheless, while the authoritarian practices that the Kremlin resorted to during the pandemic are not much different from those of other authoritarian regimes, they proved insufficient in curbing anti-regime dissent. This study inquires into the political repercussions of crisis management in authoritarian regimes and concludes that their authoritarian reactions lead to further crackdowns on civil liberties and political freedoms.

Abstract:
The COVID-19 shock intensified existing imbalances and divergence trends within the EU as well as underlying societal tensions, with potentially long-lasting consequences for social and political stability. The EU response to the epochal challenge posed by the pandemic has been strong and thorough, with the relaxation of fiscal rules and an unprecedented mobilisation of regional resources. However, implementation challenges abound, amid growing political instability and governance flaws in many member countries. The effectiveness of the long-term response to the pandemic also represents an inflection point for the durability and strength of the European project, offering the opportunity to turn the tide of existing trends of popular dissatisfaction with traditional politics and institutions (including the EU) and rising political risk.

Abstract:
The pandemic was not an unforeseen event. Foresight reports, policy simulations and national risk assessments had long included a similar challenge among the possibilities. Nevertheless, when the coronavirus pandemic came the world was not prepared and despite the existence of a myriad of international organisations, alliances and friendships, the reactions were mostly national and inward-looking. Governments started to spend vast amounts of resources on fighting the pandemic, looking for preventatives and cures, and propping up their own economies when the primary weapon in the arsenal to fight the pandemic was the so-called ‘lockdown’. Many governments will emerge from the coronavirus pandemic laden with debt and a severely depressed outlook for economic growth. It is conceivable that among the second- and third-order effects of the pandemic is an accelerated rebalancing of power away from the Euro-Atlantic community. This could threaten the ability of NATO and EU member states to shape and defend the rules-based international order. The pandemic itself may be a driver of instability and insecurity at a time when the ability to deliver stabilising measures and crisis-management capacity is weakened. Divergent recoveries could create conditions that see an accelerated rebalancing of global power and the development or disintegration of global alliances. While levels of uncertainty caused by the pandemic remain high, it is now possible to attempt a first assessment of the geo-economic and geopolitical implications of the pandemic. In geo-economic terms, it is useful to take stock of the costs of the pandemic and attempt to evaluate who wins and who loses as a result. In geopolitical terms, there are important questions relating to international order and great-power politics, as well as the ability of multinational institutions to contribute to problem solving in the age of COVID-19, especially in the face of a resurgence of nation-state power. From the perspective of security and defence policy, the pandemic further complicates an already challenging picture, straining resources while adding to a long list of relevant threat vectors and risks. Between September and December 2020, the IISS and the Hanns Seidel Foundation convened six web-based discussion meetings, bringing together a group of international experts and officials to pursue three parallel strands of debate – economics, international order, and security and defence. This paper, written by IISS staff, draws on these conversations and is informed by them. It does not represent a shared assessment or a consensus view among the participants, but it hopefully serves to provide some orientation and fuel for constructive debate in a world that very much remains in flux.

44. The Mediterranean Region: A Hotspot of Inequalities in the Aftermath of COVID-19

Abstract:
The COVID-19 pandemic, which broke out in China in late 2019, reached the Mediterranean region by late winter 2020. While the impact of this crisis has been notorious on a global scale, it was remarkably more pronounced in the Mediterranean region as a result of economic fragility, exposure and transmissibility, and more importantly the quality of state and non-state responses which had a multidimensional multiplier effect on wealth distribution, access to health and education as well as other essential services, regional disparities and gender inequality, among others. Ever since its outbreak, COVID-19 has significantly exacerbated existing inequalities and has created new ones. It has also exacerbated vulnerabilities and created new forms of vulnerability, thus increasing the gaps on various levels between different social groups. These consequences were also more concentrated in the Mediterranean region as compared to the rest of the world, as the region had already been witnessing rising trends of inequality in the last decade, and especially before the pandemic hit, due to political instability, economic decay and inefficient public policies. While this reality has been experienced by both the northern and southern sides of the Mediterranean, it has been more intense in the latter. However, this is not to deny that constantly increasing inequalities in recent history has made both poles of the Basin much more susceptible to an enigmatic and acute shock such as COVID-19. The impact of COVID-19 on multifaceted inequality in the Mediterranean is neither consistent nor linear. The region has witnessed declines in several forms of inequality and surges in several others. Yet, the overall impact in terms of the number and magnitude of increased inequalities versus reduced ones is negative, making the Mediterranean a hotspot of inequality in the aftermath of the sanitary crisis. Moreover, amplified inequalities have manifested in the Mediterranean Basin in the form of inter-country inequalities and intra-country inequalities – the former being mostly part driven by inter-sectoral imbalances. Inter-country inequalities have likely further cemented the north-south divide in the Basin. This paper examines the different forms and faces of inequality in the region by trying to conceptualize the situations of different countries, despite their dissimilar and divergent contexts. It proves that COVID-19 has massively increased multidimensional inequality through various channels and at a relatively higher rate with respect to other regions. The paper also demonstrates that the Mediterranean is the microcosm of the north-south cleavage, as it is the closest place where the South meets the North, which makes it a natural starting point for dialogue concerning the north-south dichotomy and inequalities. As such, this paper highlights the need for tangible cooperation across borders, between sectors, and among citizens and their representatives, both within the region – between the North and the South – and with other regions, to advance reforms that address the factors of inequity and inequality in an already fragile and shaky regional context.

Abstract:
Is the euro a golden goose laying golden eggs? Well, certainly not, if one asks an average Greek or Italian whose countries have consistently faced lower GDP per capita levels than the level they last recorded back in 2008. On the of them introduced the common European currency in 2007 and 2009. Not only are their countries more prosperous, but the euro also enjoys high social support. The aforementioned and diametrically opposite experiences show that the euro is at times, and especially during economic downturns, an issue which arouses other hand, is the euro a stinging viper? Surely not, if one poses this question to an average Slovene or Slovak whose countries boast rapid economic catch-up with the EU’s average level of economic development, especially since bothof them introduced the common European currency in 2007 and 2009. Not only are their countries more prosperous, but the euro also enjoys high social support. The aforementioned and diametrically opposite experiences show that the euro is at times, and especially during economic downturns, an issue which arouses many controversies.

Abstract:
Solidarity is one of the oldest but still ambiguous principles of the European Union (EU). In the year 2020, COVID-19 took its place among many other previous litmus tests over solidarity. Initial reluctance of European instutions and lack of effective joint counter-disaster mechanisms, to cope with the unprecedented social and economic devastation caused by the pandemic, triggered once more a wave of harsh criticism of solidarity principle. Although the pandemic did not reach to its end, and it is still too early to measure its overall results in the EU, the article asserts that, a positive tendency for European members’ adherence to solidarity principle is on rise.

Abstract:
BCSP researchers Maja Bjeloš and Luka Šterić analyzed how media in Serbia reported about Chinese, Russian and EU help during the pandemics. Because the pandemic was used as a framework for an excessive pro-Chinese campaign, the research examines how pro-Chinese narratives in mainstream media during the pandemic were used to position China, displacing Russia as Serbia’s main non-Western partner, while simultaneously propelling the anti-EU narrative of incompetence and hypocrisy. The analysis was carried out for the period between 1 March 2020 and 31 March 2021 and focused on two key events – media coverage of the first shipments of medical supplies to Serbia and media reporting of the supply of vaccines. Media monitoring included data collection using social listening software from the online portals of most-watched televisions (TV Happy, TV Prva), the most visited news portals (Blic, Kurir, Politika, B92 and Nova.rs), and the most circulated online portals of tabloids (Informer and Alo). Chinese medical aid to Serbia during the COVID-19 pandemic attracted unprecedented foreign media attention and much speculation about a shift in Serbia’s foreign policy. Many foreign and domestic policy experts have interpreted the enthusiastic acceptance of Chinese aid by Serbian politicians as a departure from Serbia’s proclaimed accession to the European Union. Since Serbia did not greet Russian assistance with the same enthusiasm, this sparked speculation that Serbia is replacing Russia with China as its preferred eastern partner. In Serbian media, the narrative of a ‘brotherhood’ has long been reserved for describing relations between Serbia and Russia. Serbia’s ruling political elite voluntarily promoted President Putin and Russia in the mainstream media to increase political support among pro-Russian votes and at the same time exaggerating Russia’s influence in Serbia as a bargaining chip with the West over its political goals. Due to the silent crisis of relations with Moscow, Belgrade officials saw the partnership with China as a stronger card to play ahead of the 2020 elections to convince voters that the government was capable of dealing with the COVID-19 crisis, as well as acquiring a new ally in the East to leverage in the West. Consequently, China emerged as a ‘savior of Serbs in trouble’ during the pandemic overshadowing roles of both Russia and the EU.

Abstract:
This report outlines cyber incidents and response of national Computer Emergency Response Teams (CERTs) in Western Balkan economies in Spring 2020, during the first months of COVID-19. Through surveys and feedback gained from national Western Balkan CERT teams, this report analyses specific challenges faced and provides insights on how transnational and private sector cooperation could further improve cyber incident response in the region. In a COVID-19 world, where many services have moved online at accelerated speed, there are exponentially more cyber threats to not only individuals and businesses, but also healthcare facilities, educational institutions, critical infrastructure and state organs. This report outlines how in the Western Balkan region, the largest vector of cyber threats during the early months of COVID-19 came from traditional phishing campaigns targeting and exploiting public health and safety concerns during the pandemic. Following survey conducted with Western Balkan national CERTs, the report categorizes activities and joint efforts of the CERTs during the outbreak of COVID-19 into two main categories: 1. Public awareness raising efforts and public security warnings; 2. Extended trainings and educational activities. The report concludes by emphasizing the need and interest for more regional and international cybersecurity co-operation in the Western Balkan region, which was confirmed by several national CERTs during a regional meeting held in preparation for the drafting of this report.

Abstract:
The COVID-19 pandemic occurred in Poland during the campaign before the presidential election scheduled for May 10. This non-military threat changed the election campaign’s dynamics, leading to an unprecedented failure to hold elections and postponing them. Around the changes in the election procedure, many constitutionalists and political scientists voiced their inconsistency with the law and the provisions of the Constitutional Tribunal. Both the proposed provisions and the manner of their organization raised objections. The article classifies these changes as manifestations of democratic backsliding, weakening democratic institutions and leading to a decline in the quality of democracy. The research goal is to analyze the records in the selected source material and relate them to the selected theoretical category (democratic backsliding). In the course of the research, the following hypothesis is verified: in the face of the COVID-19 epidemic in Poland, attempts by the ruling elite to change the provisions related to organizing the presidential elections scheduled for May 10 are an example of democratic backsliding, which, by weakening democratic institutions, has threatened the constitutional provisions and the essence of the democratic system.
