Abstract:: Through considering the historical and ongoing systematic oppression of Kurds in the Middle East, this paper seeks to interrogate the role of citizenship in relation to processes of inclusion and exclusion within nation states. By situating the concepts of citizenship and statelessness within their appropriate political context, this paper explores the extent to which citizenship regimes can be used to serve the interests of the state and undermine the interests of minority citizens. This is analysed through considering the framework of the modern state system, in which individuals are largely dependent on citizenship for access to rights. The severe implications of non-citizenship increase citizens’ dependency on states, increasing the capability of states to oppress minority citizens who are not considered to belong within the national community. Through navigating participants’ narratives of citizenship and statelessness, a nuanced understanding of the role of citizenship will challenge dominant assumptions.

Abstract:: Mass demonstrations in late April brought out hundreds of thousands of people in Ankara and perhaps a million people one week later in Istanbul, an awesome scene on both occasions. Demonstrations of lesser scale are underway in smaller cities like Canakkale and Manisa—a trend to continue until early elections scheduled for July 22. The demonstrations were comprised of mainly women and middle-class urban people who chanted their allegiance to secularism and a modern way of life, which they believed to be endangered by the religious leanings of the incumbent government. But is this a legitimate fear? The same government, led by the Justice and Development Party (Adalet ve Kalkinma Partisi or AKP), has been in place since its electoral victory in 2002 and no substan- tial alteration took place in the basic tenets of the regime. Now, with the prospect of the election of the first Turkish president from this party, anxieties are high. The fear that such a danger is imminent has to be sociologically accounted for.

Abstract:: Three levels or institutions have emerged as crucial within the OSCE framework for handling ethnopolitical conflicts in Eastern Europe—the Permanent Council made up of the OSCE Permanent Representatives of the currently 55 participating States, the OSCE High Commissioner on National Minorities and the long-term missions which the OSCE maintains in over a dozen trouble spots. The OSCE shows considerable success indealing with ethnopolitical conflicts where away from its rivalry with the United Nations, NATO or the European Union it can set its sights somewhat lower — Chechnya, Crimea, the Baltic states, South Ossetia, Transdniestria, Macedonia and Eastern Slavonia. Here OSCE has succeeded in transforming conflicts that have broken out and in contributing to the prevention of future conflicts. However, major conflicts such as Bosnia-Hercegovina or Nagorny-Karabakh appear to be too unmanageable for OSCE’s still embryonic structures with its insufficient military know-how and low acceptance among major partners.
