1. Exploring options for advancing Kosovo-NATO relations

Abstract:
NATO’s role in Kosovo has been vital since the 1999 intervention and KFOR remains integral for guaranteeing security and stability not only in Republic of Kosovo but also the wider Western Balkans. Public sentiment for full NATO membership is extremely high in Kosovo—over 90% support—reflecting Kosovars’ enduring trust in the NATP alliance. However this overwhelming public support can be affected if Kosovo’s aspirations for closer ties with NATO are not addressed. While, Kosovo’s formal progress toward full membership is politically constrained by the fact that four NATO member states have yet to recognize its independence, there are other options that NATO can pursue to advance relations with Kosovo. In this context, this paper explores options how can Kosovo and NATO advance relations and cooperation. The 1995 study provides core principles for options that are examined in this paper. These principles remain highly relevant for Kosovo. While formal membership is stalled by non-recognizing NATO member states, the paper argues that an inclusive, step-by-step approach can be adapted for a flexible, deeper engagement with Kosovo. A central recommendation is the creation of a “Kosovo Enhanced Cooperation Initiative,” a tailored version of NATO’s partnership mechanisms (e.g., Partnership for Peace, Planning and Review Process, and the Euro-Atlantic Disaster Response Coordination Centre). KECI would aim to strengthen Kosovo’s defense institutions, enhance interoperability, support civil emergency preparedness, and develop broader crisis-management capabilities. Crucially, it would not force any change in the political stance on recognition among NATO member states. The EU-facilitated normalization dialogue between Republic of Kosovo and Serbia is one of the essential elements especially for Kosovo to build the confidence of both skeptical NATO member states and international partners when it comes to Euro-Atlantic integration process of the country. Regular coordination with NATO and the EU, particularly concerning sensitive actions in the north, would affirm that Kosovo’s leaders prioritize strategic partnerships and diplomacy over moves that risks and undermine support for Kosovo. Nevertheless, without any concrete carrots such as anything close to a guarantee that Kosovo gains an open perspective for NATO’s PfP, it is rather difficult for Kosovo to be encouraged to deliver on either an agreement with Serbia or any other agreement.

Abstract:
The article analyzes the process of normalizing relations between Belgrade and Pristina after adopting the Agreement on the Path to Normalization. The analytical framework of neorealism was used to explain that the normalization process was accelerated due to the war crisis in Eastern Europe. The international legal aspects of the agreement were scrutinized, based on the method of content analysis and comparative studies, to argue that the agreement is a legally binding treaty between two sides that respect each other’s international legal personality. The authors concluded that the European Union and the United States attempted to create new momentum in the decade-long and rather unsuccessful process by adopting the Agreement and the Annex on implementation. Thus, these documents were put in the context of relations between Belgrade and Pristina and broader European and regional levels of complex relations. In addition, the analysis concluded that the documents serve as new impulses in normalization as a continuous legal formalization of relations between the two sides based on international legal rules.

Abstract:
This paper questions the effectiveness of the ongoing EU-led dialogue in normalizing relations between Kosovo and Serbia, despite various agreements made since 2011 when the process started. This paper argues that the current process is leading towards a scenario where “no solution is a solution” could become the default stance of the international community, particularly within EU capitals. This is a result of Serbia playing the long game and Kosovo the waiting game. Such an outcome would potentially carry devastating consequences as it cements the status quo, risks regional stability, maintains Kosovo’s isolation, and deepens interethnic tensions within Kosovo.

The fifth round of negotiations between Türkiye and Armenia, held on 30 July, offers hope for an acceleration of the normalisation of their relations, including the opening of borders between the countries. However, the success of the negotiations depends on the settlement of Armenia’s relations with Azerbaijan. Such an agreement would unblock transport routes in the South Caucasus region, as well as increase the presence of the EU and Poland in the region.

Abstract:
The EU is concerned at rising tensions in the north of Kosovo and the prospect of Russian interference in disputes between Kosovo and Serbia. To address this, the EU drew up a new proposal for engagement between Kosovo and Serbia, which the two sides have agreed to. The agreement makes some progress on the unresolved question of mutual recognition but is not yet a roadmap to full normalisation. Tepid EU efforts to enable Western Balkans states to advance Euro-Atlantic ambitions are part of the reason for the unresolved issues in northern Kosovo. The EU can transform this dynamic by setting out clearer prospects for accession for both Kosovo and Serbia.

Abstract:
This policy paper suggests a way forward to overcome the impasse in the Kosovo-Serbia normalization dialogue, and to enable conditions for a sustained process and successful implementation. It argues that the oscillating international attention and the resulting inability to closely monitor developments and conduct remedial steps at the first sign of non-compliance is an essential part of the problem. Therefore, the non-paper proposes a structural solution to reset the process and be able to identify, monitor, and address non-compliance early on, thus preventing derails and escalations.

Abstract:
The decision by Turkey and Israel to normalize their relations stems from several processes that brought the Turkish side to push for normalization and the Israeli side to respond affirmatively. Yet alongside the serious motivations of the two sides to continue this process, there are issues that could become obstacles. Among them are the developments between Israel and the Palestinians, Turkey-US relations, the dynamics of Turkey's integration in processes related to the Abraham Accords, and the nature of future Israeli plans regarding gas exports. Nonetheless, coping with challenges related to these issues will be easier with senior diplomatic representation present in both countries.

More than half a year has passed since the end of the Second Karabakh War and the signing of the Mos­cow‑brokered trilateral statement by the President of the Republic of Azerbaijan, the Prime Minister of the Republic of Armenia, and the President of the Russian Federation on a complete ceasefire and a ces­sation of all hostilities in the zone of the Nagorno‑Karabakh conflict. These developments have ended the almost 30‑year‑long illegal Armenian occupation, restoring Azerbaijan’s territorial integrity. They have also contributed to the ultimate implementation of nu­merous decisions and resolutions adopted by various international organizations, including four resolutions of the UN Security Council (822, 853, 874, and 884) demanding the immediate, com­plete, and unconditional with­drawal of Armenian armed forces from the occupied Azerbaijani ter­ritories. At the same time, a new political reality has emerged in the region as a result of the war. This has brought about at least seven implications:

Abstract:
Arab countries are re-normalizing their relations with the Assad regime, seeking to balance the strong Iranian and Turkish influences in Syria and to achieve some degree of influence in a new Syrian political-strategic structure. This further cements a Russian-oriented strategic architecture in the region. In the long term, this could lead to tensions between conservative Arab states and Israel, if Israel targets the Syrian military and government in the campaign against Iran, or if Israel continues to promote diplomatic recognition of its Golan annexation.

Abstract:
Europe is experiencing at present intense dilemmas in regulating hate speech and online harassment. Free speech exercise can be offensive and even contribute to a climate of prejudice and discrimination against minorities. Often, the media exacerbate the tendency by reporting negatively about minorities. The first working paper on this topic engages with the normative dimensions of the balance between the need to control and limit incitement to violence in reconciliation with the fundamental right to freedom of expression. Three distinct aspects of hate speech are covered: the first relates to the role of freedom of expression as a tool of inclusiveness. With the limits of liberal tolerance being unclear, just like the definition of hate speech itself, legal actors and systems are torn between criminalising the speaker’s motive alone or in conjunction with the effects of the speech. A survey of recent related European Court of Human Rights case-law demonstrates these ambiguities. The second aspect covered looks at the challenges of the regulation of the freedom of expression in the digital age, with emphasis of the online dimensions of the phenomenon from a legal perspective. The final aspect of the paper proposes an actor-based analysis of hate speech, as it emerges from the current regulatory frameworks applied. This section deals not only with the role of the State but also with that of equality bodies, political parties and private businesses in providing more efficient networks of protection of minorities from such violent expressions of hatred.
