1. From Interconnection to Integration: German-Italian Energy Relations and the SoutH2 Corridor

Abstract:
On 22 November 2023, the German Chancellor, Olaf Scholz, and the Italian Prime Minister, Giorgia Meloni, signed a German-Italian Action Plan.[1] The Plan promises greater collaboration between the two countries on the biggest challenges currently facing Europe. Among these priorities is environmentally sustainable economic growth and the acceleration of climate protection. While the Action Plan is relatively terse, focusing on the establishment of fora for greater cooperation rather than providing a detailed roadmap, its energy and climate section does highlight a specific project as an example of closer cooperation: the acceleration of the completion of the so-called South-Central Corridor for the transport of hydrogen throughout Europe. This Corridor has the primary function of enabling the import of hydrogen produced in North Africa into the very core of Europe and thus to the high-demand areas of Germany and Northern Italy. One especially important part is the so-called SouthH2 Corridor, which includes a pipeline running the entire length of the Italian peninsula before connecting to Southern Germany via Austria. There are strong political and strategic arguments for a deeper energy cooperation between Italy and Germany, despite some differences.[2] Hydrogen and gas infrastructure is a key area where intensified cooperation is crucial.[3] Through the SouthH2 Corridor, the two countries have indeed expressed their willingness to collaborate precisely on hydrogen infrastructure, notably the SoutH2 Corridor. However, such cooperation cannot be limited to the infrastructural part; it must extend to a series of related issues in which both countries should seek to align their political and legal initiatives, starting from overcoming uncertainties regarding the development of hydrogen demand and the use of other net-zero technologies in both countries. In short, cooperation on infrastructure can be used as a jumping off point for a deeper collaboration on and exchange of information about their broader transition strategies. Such bilateral coordination would also contribute to the achievement of EU Green Deal objectives more broadly.

Abstract:
When Russia’s invasion of Ukraine resumed after a hiatus of many months, it prompted the European Union and 17 other countries to cut off relations with Russia and Belarus. Most of the goods and food that people in the West use now come from foreign plantations and factories. The length of the war will significantly affect the extent to which it disrupts global food supplies and the intensity of the resulting food crisis. A symptom of this movement, and a warning against overreliance on Russian energy supplies, is the European Political Community. While the article’s focus is on the potential impact of the war between Russia and Ukraine on food supplies throughout the world, it also serves to remind readers that there is more to a crisis than a shortage of Russian oil and gas.

Abstract:
While governments have reaffirmed their commitment towards energy transition in light of the current energy crisis, the urgency to act implies to use all possible solutions to reduce CO2 emissions during the transitional period. Natural gas can play a role in the decarbonisation of certain sectors, such as the transport sector. In this sense, the small-scale LNG industry could contribute to the decarbonisation of the Mediterranean region. Regulatory and political incentives as well as socioeconomic and environmental benefits could represent critical drivers for the growing role of the small-scale liquefied natural gas (SSLNG), while it will need to overcome several challenges (e.g. political pressure, economic and infrastructure constraints).

Abstract:
The benefits of enhanced transatlantic cooperation on the green agenda are immense — and waiting to be seized. At the Ministerial Meeting in Sweden in May, the EU and US reiterated their commitment for collaboration. While progress on the EU-US Trade & Technology Council’s (TTC) green agenda has been slow, it is now time to implement this commitment. This Policy Brief provides recommendations for the TTC for turning shared principles into joint action, with a focus on the following three areas: 1. Aligning climate and sustainability ambitions with security and geoeconomic goals; 2. Building on the power of technologies and developing common standards for the green transition and energy and resource security; 3. Ensuring access to resources needed for the green transition. In conclusion, the Paper calls for the TTC to assist the EU and the US in stepping up their joint efforts in addressing environmental challenges as well as enhancing climate action, resource and energy security through trade and technology solutions. It recognises the role the platform should play in opening the transatlantic market for products and services needed to accelerate the green transition.

It is now a well-known and widely documented fact that if we are to make a success of our energy transition, we need to have abundant access to a certain number of mineral resources. Broadly speaking, the goal of decarbonising our world means overcoming four major challenges: - The electrification of applications, and in particular that of motor transport, i.e. speeding up the end of the internal combustion engine in favour of electric motors[1]. - The growth of renewable energies and low-carbon energies in the global power mix: offshore wind, photovoltaic and nuclear power generation, as well as various sources of "sustainable heat". - The development of transmission infrastructures not only for decarbonised or low-carbon electricity, but also for sustainable energy carriers, first and foremost "green" hydrogen. - The constant reinforcement of energy sobriety, which must go hand in hand with the sobriety of the "materials" used - without this requirement undermining the imperative of economic growth and the development that must accompany it[2] –, as well as more recycling and eco-design.

The EU’s increased climate ambitions require unprecedented growth in renewable energy and a diversified supply of critical raw materials. Building long-term partnerships and investing in innovation will be vital to pave the way for a clean and secure energy future. With energy being used as a prominent geopolitical weapon and energy prices soaring, the need for enhanced energy security and reliable resource suppliers is essential. The EU has realized it must reduce its natural resources’ dependence to ensure its prosperity, safeguard its interests, and reinforce its strategic autonomy. Especially the European Arctic region should be taken into account when considering the role it can play as a provider of renewable energy, sustainable development, and a reliable supplier of critical raw materials. Despite the specific challenges and costs associated with its cold and vulnerable climate, the region has certain advantages over parts of the world where political instability or low environmental standards are problematic. With its available resources, expertise, and technological innovations, the Arctic, which is often called an innovative testbed and a high-tech knowledge hub, can be instrumental for the EU to realize its Green Deal objectives, end its dependence on fossil fuels, strengthen its autonomy, and ensure its prosperity.

7. Local community views on Marine Protected Areas on Greek islands

Abstract:
Marine Protected Areas (MPAs) are usually designated in areas with intense human activity. An MPA is therefore a complex socioeconomic system whose success and/or failure, and ability to deliver environmental, social and economic benefits, depend on local communities and their sensitivities. This paper examines how recently designated MPAs on three islands in the Cyclades group (Kythnos, Milos and Santorini), with differently structured local economies and levels of touristic development, are perceived by their local communities. Data are drawn from a phone survey of local residents, and the results show that the awareness, attitudes and perceptions of the local groups differ significantly depending on the area and their stake in the MPA. How much local communities know about the MPA regulatory framework and its location, past experiences and socioeconomic factors are deemed good predictors for the local communities’ behaviors towards the MPAs. The positive interplay between the operation of an MPA and the development of scuba diving is also acknowledged, although the perceived trade-off between marine protection and fishers’ revenue remains the main challenge facing MPA implementation. The paper’s findings highlight the urgent need to deal with the information and knowledge deficit, and to bridge the gap between the perceptions and expectations of local communities and the MPAs’ actual output. Applying a participatory approach to MPA decision-making and operation would build capacity for effective implementation. Thus, the delimitation of the protection zones within the MPAs, and the provision of specific constraints, should be based on both ecological and socioeconomic criteria.

Abstract:
This DIIS Working Paper presents key characteristics of each of the six cases including main crop focus, size and business model, as well as types of investors, their investment approach and the factors that motivate them. It also presents the different objectives that the investors have expressed wanting to achieve. As most of the investments involve private funds, it is reasonable to expect that one important goal is to ensure a viable economy in the investment. However, in addition to an economically sound investment, all of the investors behind these six cases have ambitions regarding ways in which they see themselves - through the investment - as contributors towards a positive societal development in the area of the investment. Thus, the paper presents the different ways the investors see their investments contributing to development in the area. The paper is based on interviews with the investors and field work in the areas of investments.

While NbS offer many promises, it is critically important to ensure that such approaches safeguard and strengthen the rights of indigenous peoples and local communities in the use and governance of natural resources. The recent adoption of a Global Standard for NbS is an important step forward but the Standard needs support and additional actions if a rights-based approach is to be realized in practice. This policy brief provides recommendations for how Denmark can help ensure this.

Abstract:
Russia’s weaponization of gas supplies caused a shock to the energy security of Central and Eastern Europe. Countries responded by increasing alternative gas supplies and LNG import capacity. Gas flows shifted from the east-west axis to west-east and north-south axes. In the short term, the usage of coal is rising; in the longer term, renewable and nuclear energy. Mitigating the effects of this shock requires the EU to prioritize policies that foster the integrity and security of its energy market.
