71. Climate Policy Constraints and NGO Entrepreneurship: The Story of Norway's Leadership in REDD+ Financing

Abstract:
Norway – a small northern country with only 5 million inhabitants – is at present a global leader in REDD+ financing. In this paper, we explain why and how this happened by telling the story about the emergence of Norway's International Climate and Forest Initiative (NICFI) in 2007 and its institutionalization in the following years. We emphasize how a set of Norwegian climate policy characteristics prepared the ground for NICFI. These characteristics were the relative absence of less expensive potential emission cuts domestically, a tradition of seeking cheaper emission reduction options abroad, and few fiscal constraints due to high petroleum revenues. When the domestic demand for a more proactive climate policy started to increase from 2006 onward, two Norwegian environmental NGOs, The Rainforest Foundation Norway and Friends of the Earth Norway, exploited the window of opportunity that emerged from the tension between high domestic abatement costs and increasing domestic climate policy demands by proposing a large-scale Norwegian rainforest effort. This proposal resonated well with the new emphasis on reduced deforestation as a promising climate policy measure internationally. Towards the end of 2007, these ENGOs managed to convince a broad majority in Parliament that large-scale financing of measures to reduce deforestation globally should become an important part of Norwegian climate policy. Financing NICFI through the growth in the steadily increasing development aid budget dampened opposition from more fiscally conservative actors and facilitated the rapid set-up of a flexible implementing organization directly linked to some of the most proactive politicians. Several agreements with key rainforest countries were rapidly established, and including ENGOs in policy formulation and implementation helped maintaining the momentum and legitimacy for NICFI as a more permanent solution to Norway's climate policy dilemmas. NICFI's robustness and high level of legitimacy are illustrated by the fact that the initiative has survived the recent 2013 change of government quite intact. However, we also suggest that the long-time survival of the initiative may be dependent on the future of the UNFCCC process as well as the destiny of the national projects.

72. What Drove the Mid-2000s' Explosiveness in Alternative Energy Stock Prices? Evidence from US, European and Global Indices

Abstract:
Soaring prices in European alternative energy stocks and their subsequent tumble have attracted attention from both investors and academics. This paper extends recent research to an international setting and analyzes whether the explosive price behaviour of the mid-2000s was driven by rising crude oil prices and an overall bullish market sentiment. Inflation-adjusted US alternative energy stock prices do not exhibit signs of explosiveness. By contrast, we find strong evidence of explosive price behaviour for European and global sector indices, even after controlling for a set of explanatory variables. Interestingly, while the sector indices plunged with the outbreak of the global financial crisis, idiosyncratic components continued to rise and did not start to decline until after world equity markets had already begun to recover in 2009. This finding suggests a substantial revaluation of alternative energy stock prices in light of intensifying sector competition and shrinking sales margins, and casts some doubts on the existence of a speculative bubble. Nevertheless, this paper observes temporary episodes of explosiveness between 2005 and 2007 followed by rapid collapses, indicating the presence of some irrational exuberance among investors.

Abstract:
The strategic value of the Arctic region is increasing as sea ice diminishes and previously inaccessible regions become open for exploration and exploitation. The Arctic has the potential to provide various natural riches and economic benefits—such as minerals, hydrocarbons, fisheries, and shorter shipping routes—alongside opportunities to strengthen international cooperation. However, the wealth of the region brings with it a potential threat to international stability. The mix of countries and international organizations with growing interests in the Arctic represent a diverse subset of the international community, stretching from Europe to the Far East. Furthermore, it brings a new dimension of confrontation to historical adversaries. For instance, four of five Arctic Ocean littoral states are members of NATO—and the fifth is Russia.

The European Union launched the Southern Gas Corridor initiative with the twofold aim of strengthening the diversification of Europe's gas sources and transportation routes, and reducing the role of upstreamers in the European gas market. The clear preference expressed by the European Commission - the corridor's mastermind - for Nabucco was expected to weigh in heavily, allowing the EU-backed project to easily win the competition. However, other factors, beyond political support, ended up tilting the balance decisively in favour of Nabucco West's final rival, the Trans-Adriatic Pipeline (TAP). These do not include only the technical and commercial criteria set out by the Shah Deniz II consortium, but also more mundane considerations. Nabucco West' s complex organizational and decision-making procedures, the attractiveness of the exemption from Third Party Access (TPA) granted by the EU to TAP, and SOCAR's specific interest in the Greek market also influenced the consortium's final decision. An analysis of the Southern Gas Corridor competition suggests that when it comes to energy, political support and institutional involvement do not always represent the decisive element, and may be counterproductive at times.

Abstract:
With exciting economic opportunities and serious environmental challenges, the Arctic is transforming and re-emerging as a geopolitically important region. Major global players within and without the Arctic are paying greater attention to the region. While Russia is a traditional Arctic state with significant economic and security interests in the region, China, the US and the EU have also expressed their Arctic interests more explicitly. They are keen to tap into the economic potential and have a say in the way the region becomes accessed, exploited and governed. As a result, the Arctic is no longer a spatially or administratively confined region, but is instead taking its new form in the midst of contemporary global politics. The globalization and economization of the Arctic will most likely downplay environmentalism and reduce the relative influence of the indigenous people and small Arctic states in Arctic affairs. Arctic governance is also likely to turn more complex and complicated as the economic and political stakes are raised.

78. Thinking Beyond TAP: Turkey's Role in the Southern Energy Corridor

Energy security is one of the hot topics on the European energy agenda. The EU's Southern Energy Corridor initiative is an attempt to reduce dependence on Russian supplies by tapping into Caspian and Middle-Eastern natural gas resources. Turkey, who aspires to be a regional energy hub, has emerged as the key country in the Southern Corridor. Although the TAP project in its current state satisfies neither Turkey's energy hub ambitions nor the EU's resource diversification efforts, it may serve as the first building block of the Southern Corridor. There are promising developments in the region that can increase volumes and add new routes to the initiative. Private companies have already shown their interest in developing a pipeline infrastructure for possible South-East Mediterranean and Northern Iraq natural gas exports but complex geopolitical issues pose the greatest threat to the way ahead. Thanks to its unique location, Turkey is destined to be one of the key players in the Southern Corridor. The convergence of Turkey's energy hub ambitions and the EU's energy security objectives present mutual gains, but also demand sustained collaboration between the two in light of several technical, legal and political hurdles.

Abstract:
In the framework of the IAI-OCP Policy Center project this paper offers a conceptual framework to examine natural resource management in Turkey, Morocco and Italy and its implications for social and economic development. It recognizes the multiplicity of actors involved in natural resource management at the local, national and global level. It then proceeds by 1) advancing a definition of natural resources to be used in the context of this project; 2) highlighting relevant emerging issues in the empirical debates on natural resource management within economics and politics; 3) developing a series of indicators aimed at assessing the dimensions of the management and use of natural resources. In general, this conceptual framework adopts a flexible and plural approach that reflects the multidisciplinary nature of natural resource management, and recognizes the importance of country-specific factors in the relationship between natural resource management and socio-economic development.

Abstract:
Belarusian accession to the Common Economic Space (CES) was forced by two factors-the 2011 crisis and the necessity to gain cheap energy resources. Although Russia fulfilled its promises, decreasing gas and oil prices, Belarus is now feeling the negative results of the integration. According to CES rules, Belarusian authorities will have to tighten monetary policy, and reduce social spending and public financing of state-owned enterprises. The situation may be improved by foreign investments, but among the three CES countries, Belarus is the least attractive, especially since Russia joined the WTO and the because of the possible accession of Kazakhstan in the near future. Because of the need to carry out the major reforms in Belarus, the European Union has a greater chance to influence the situation in that country, for example by supporting modernisation projects.
