Abstract:
UN treaty bodies are increasingly violating their mandates as part of discriminatory anti-Israel campaigns. In March 2020, the UN Committee on Economic Social and Cultural Rights (CESCR) embraced this disturbing trend by adopting a BDS agenda after being convinced to do so by the NGO Norwegian People’s Aid (NPA).

2. Turkey in Africa: Chasing markets and power with a neo-Ottoman rhetoric

Abstract:
Turkey’s increasing activity in Africa is part of its new foreign policy doctrine within which Turkey is conceptualized as a global ‘order-producing’ country. The export-oriented companies supporting the AKP constantly seek new markets, and President Recep Tayyip Erdoğan wants to export his brand of Islamic-conservative ideology to other Muslim-majority countries. Turkish government officials and NGOs emphasize the historical connections between the Ottoman state and the African target countries. Turkey currently plays a key role in the internal affairs of Libya and Somalia, upholding military bases and training programmes. Turkey’s emphasis on humanitarian aid and equality, and the use of government-affiliated NGOs, have produced positive results, but the tendency to see Africa as a terrain for hegemonic power struggles against Egypt and Saudi Arabia is likely to generate negative reactions.

Abstract:
Many documents, programs and strategies of the European Union highlight the importance of civil society as an element of democracy promotion. In this short article I deal with the question of what civil society actually is and whether the idea of civil society as a motor of democratization is still a valid presumption. Civil society is an often mentioned but essentially contested concept. As the term is characterized by a plurality of different meanings that depend on the historical, cultural and legal context, there is no single, generally accepted concept that defines civil society. It remains rather unclear whether civil society includes any form of non-governmental organiza-tion (NGO), such as business people’s associations, syndicates or trade unions. Is the media part of civil society or does the concept refer exclusively to NGOs that address specific societal issues? Does the concept only refer to institutionalized and licensed organizations and associations or are social movements, thematic platforms, informal networks and other un-institutionalized forma-tions also part of civil society? After all, they do often fulfill the same functions as civil society organizations (CSOs). And how about religious organizations, are they also part of civil society?

Abstract:
This policy paper is addressed to International Oil Companies (IOCs), public officials and Non-Governmental Organizations (NGOs) involved in the natural gas industry in Cyprus. There is currently no conversation happening in Cyprus on how the oil and gas industry could help Cyprus achieve their Sustainable Development Goals. Therefore, this paper hopes to initiate a debate and conversation around this topic. It provides an overview of the ways in which IOCs operating in Cyprus could contribute towards the sustainable development of the natural gas industry and assist the Republic of Cyprus to achieve a number of their 2030 Sustainable Development Goals (SDGs).

Abstract:
This paper analyses the gendered organisational practices of Environmental Non-Governmental Organisations (ENGOs) in the United Kingdom (UK) and Turkey and the possible outcomes of these practices on gender compositions in senior roles. Since gender is an important element in organisations, it is expected to have implications for policies of ENGOs. The research on which this paper is based was undertaken as part of a Ph.D. which examined the gendered nature of ENGOs in Turkey and the UK. The research revealed how and why ENGOs are gendered especially in positions of power and influence. This is an important question because of pressure groups’ influence on environmental decision-making, and yet it has largely been neglected until now. This research revealed that while the ENGO sector is dominated by young single middle-class female employees, white, middle class men are in charge of the decision-making. It showed that the ENGOs reflect the rest of the society and its dominant patriarchal values. The research concluded that gender-biased working practices such as culture of long working hours, lack of formal recruitment and promotion procedures and short-term contract work relations limit career progression of women. This is due to the gendered roles and the traditional division of work in society (the gender division of labour), where triple workload of women remains invisible as a result of patriarchal and capitalist relations existing in both societies.

Abstract:
The Doha Ministerial Declaration on the Trade-Related Aspects of Intellectual Property Rights (TRIPS) Agreement and Public Health adopted in November 2001 clarified the right to use the TRIPS flexibilities to promote public health. Examining the hegemonic struggle of opposing social forces from a neo-Gramscian perspective, the paper attributes this outcome to the strategy of trasformismo used by market-oriented social forces to legitimize the policies of the World Trade Organization (WTO) and prevent resistance against the market-driven TRIPS Agreement. It argues that although non-governmental organizations (NGOs) such as Medecins Sans Frontieres, Third World Network, and Oxfam worked as a counter-hegemonic force to ensure the access of least developed countries to generic versions of patented drugs, flexibilities confirmed by the Doha Declaration can be seen more as a strategy of trasformismo to absorb counter-hegemonic ideas than the counter-hegemonic groups’ successful incorporation of the right to ensure public health into the TRIPS Agreement.

7. Mission to the Middle East 2017: The Plight of the Displaced

From February 23, 2017 to March 6, 2017, His Eminence Roger Cardinal Mahony, archbishop emeritus of Los Angeles, California; His Excellency Silvano Tomasi, c.s., delegate secretary for the Holy See’s Dicastery on Integral Human Development; and Kevin Appleby, senior director of international migration policy for the Center for Migration Studies of New York (CMS) and the Scalabrini International Migration Network (SIMN), joined in a mission to Lebanon, Jordan, Iraq, and Greece to examine the situation of refugees and the displaced in these states. The visit came against the backdrop of several actions and events which could adversely impact these populations in the immediate, near, and long-term future: (1) the proposed reduction in the number of refugees to be admitted by the United States from 110,000 to 50,000 a year, including a 120-day shutdown of the US refugee program; (2) the one-year-old agreement between the European Union and Turkey to halt Syrian and other refugee groups from migrating to and entering Europe; (3) the ongoing war against the Islamic State of Iraq and Syria (ISIS), most notably in the fight for the city of Mosul and surrounding villages in northern Iraq; and (4) the ongoing persecution of religious minorities in the region, including Christian groups. Overall, the delegation found that, despite heroic work by international nongovernmental organizations (NGOs) and agencies in the region, including refugee protection organizations, the humanitarian need of refugees and internally displaced persons (IDPs) far outweigh the support given to them by the international community. In fact, the world community appears to be withdrawing its support, rather than increasing it.1 The following findings and recommendations from the mission are based on the delegation’s conversations with actors in the region, including refugees and displaced persons, care providers, representatives of the Catholic Church, their aid agencies, and United Nations (UN) officials.

8. Pervasive Gender-Based Violence in Ukraine

Abstract:
A wife must listen to man and do as he says. She belongs to him now,” my colleague quietly translated as the young couple held hands before the priest. This wedding was just one personal experience of a Peace Corps volunteer in a southeast village, however, research shows systematic discrimination against women and a widespread prevalence of gender based violence (GBV) in Ukraine. The UN reports that 90% of violent cases are against women and though the government has introduced initiatives and ratified laws to prevent and protect against GBV, the country faces major obstacles inhibiting prevention and survivor protection. Domestic violence (DV) and intimate partner violence, sexualized violence, sexual harassment, and human trafficking are the four most pervasive types of GBV in Ukraine. Like many other countries, DV and IPV are taboo and veiled from public and private discussions in Ukraine. The myths encouraging victim blaming in family violence and normalization of violence is still widespread in society. Comprehensive DV data was not collected until the EU and UNDP’s 2009 study, which revealed that nearly 1/3 of adults experienced DV as children and 44% of women experienced DV in their lifetime. Men were more likely to experience DV as children, and women as adults. Seventy-five percent of DV survivors never sought help and only 1-2% contacted NGOs or social services. Information on the status and response to sexualized violence is vague and unsubstantiated. The Ukrainian government reports that service providers are trained to deliver physical and psychological care to sexual assault survivors, but the EU’s Gender Equality Commission concludes that there are no services which ensure immediate care, trauma support or counseling, nor are services free or accessible to all survivors. The NGO, Women Against Violence in Europe reports that there are no permanent centers supporting survivors of sexual assault.

Abstract:
Environmental issues have been on the international agenda for so long. However, International Relations (IR) theory acknowledged the environmental problem belatedly. When dealing with it, IR theory generally saw this problem as an annex to its central concerns. So, the environment as a research subject is considered either an issue of conflict or of cooperation from the perspectives of realism and liberal institutionalism respectively. By questioning this sort of consideration as a starting point, this article discusses the international environmental problem within the context of complexity and multiplicity of structural contradictions and overlapping and opposing interests of actors. The first section reveals the impasses of mainstream IR theory. The second section explores different aspects of the internationalization of the environment through a critical reassessment of state-centric understandings and problem-solving strategies. The interactions between national and international domains are also argued by employing normative environmental regulations. The last section examines the effects of corporations, states, international institutions and NGOs as main actors on the internationalization of the environment. This examination needs to take into consideration actor-structure relations. In other words, instead of separating politics from economics, and actors from capitalist structures at the domestic and international levels as does mainstream IR theory,

Abstract:
The autocratic regime of President Ilham Aliyev in Azerbaijan has managed to steal the soul of Europe’s most important human rights institution, the Council of Europe. This article reveals Azerbaijan’s hidden agenda to neutralize the “naming and shaming” strategy of the international human-rights movement, build influence through “caviar diplomacy,” and unleash a wave of repression against human-rights defenders. For the Council of Europe, whose function is to defend the European Convention of Human Rights, to align itself with a regime jailing human-rights activists is unprecedented and deeply disturbing. As the space for human-rights organizations to operate is shrinking in many parts of the world today, the capture of the Council of Europe sends a warning to all supporters of human rights, and not only in Europe.
