Abstract:
This occasional paper of the Geneva Center for Democratic Control of Armed Forces attempts to consider defence procurement in its modern political – military setting. Since the fall of the Berlin Wall most European countries no longer regard the defence of their territory and independence as the overriding priority it had during the Cold War. The role of military forces has changed considerably. Collective defence focused on reliable capabilities of 'forces in being' and effective mobilisation and, in the case of NATO, on integrated planning and command structures. Today, the protection of national territory has a new dimension in the face of terrorist at tacks, and in the case of the US, by the programme for missile defence. Everywhere the link between external and internal security has become closer.

Abstract:
The decision of the European Council to start negotiations in 2005 for the entry of Turkey into the European Union constituted an important landmark in a long-term process, ongoing since 1963. This decision concerned full membership and not some lesser special relationship and made clear that Turkey would not be treated differently from other candidates for EU membership. Both sides recognised that the negotiations will take considerable time during which attention will be given to a monitoring process.

This volume contains the three presentations delivered on the occasion of the 52nd Anciens' Annual Conference and Seminar held on 23 September 2005 at the NATO Defense College in Rome. The seminar was dedicated to the subject of “Security Strategies”–especially those of the United States, the European Union, and of course the 1999 NATO Strategic Concept. One major issue examined at the seminar was the impact that the evolution of the first two strategies may have on the Alliance's current strategic concept.

Abstract:
The first and second waves of post-Cold War NATO enlargement by-passed the Western Balkans. Next time, though, it will be different. Three countries of the region – Albania, Croatia and Macedonia – want to join the Organisation as soon as possible and are preparing for accession by taking part in the Membership Action Plan (MAP) process. Indeed, currently they are the only states so engaged. A fourth country, Bosnia and Herzegovina (BiH) has membership aspirations also. However this state, or quasi-state, must first meet the conditions set for its admission to NATO's non-members' club – Partnership for Peace (PfP). No less keen to earn the recognition that PfP status confers is Serbia and Montenegro (SCG) which, as one country or two, may seek membership in due course.

Leaders on both sides of the Atlantic agree that a successful global effort to confront terrorism will require a multi–faceted approach that draws on the strengths and unique assets of many international organizations. One such, the European Union (EU), has already taken a leading role in coordinating national efforts in areas closely tied to many of that organization's key functions (i.e. judicial and law–enforcement cooperation, financial controls and border security). Similarly, the North Atlantic Treaty Organization (NATO) has and ought to have an important role coordinating other aspects of Western national responses, notably – though not exclusively – those in which military forces are likely to play a primary or a supporting part.

In the process of constructing a safety structure in the South Eastern Europe one must bear in mind the assumptions on which the new global safety structure is based, and those are: 1. Europe, and the surrounding area of the region, is becoming more stable and peaceful, and there are no indications that there will be any armed conflicts between states in the near future. 2. The situation of volatility and insecurity is spreading globally due to unconventional threats, like international terrorism, weapons of mass destruction, drug-trafficking, illegal immigration etc. 3. The EU, as an institution of international integration, and NATO, as an international organisation, are starting to see eye to eye and are co-ordinating their activities on the basis of compatible civilisation values against the stated threats and in attempt to further economic development of the EU. 4. The role and the importance of multilateral organisations are diminishing. The emphasis is being put on the importance of bilateral relations, especially by the last superpower, the USA, whose policy of unilateralism will surely dominate international relations for some time to come. 5. Other stakeholders in the domain of international relations, with the potential to become partners of the USA in the process of reaffirming multilateral relations. The EU, the People's Republic of China, the Russian Federation and the UN have just begun adapting to new relations and there are no indications that the position of the USA as the leading world power would be contested. 6. The globalisation process dominates all aspects of international relations on the basis of scientific and technological revolution, as well as revolution in the communication of information. It will be a consistent mechanism of transferring the model of liberal democracy internationally.

In two workshops, June 6-8 and July 31-August 2, 2003, the Aspen Atlantic Group and its guests examined avenues for renewed transatlantic cooperation in light of contemporary and cumulative challenges to the relationship. Having conducted a frank and in-depth diagnosis of core differences and commonalities in the first workshop, the second workshop extended its scope to include sessions on specific areas of collaboration such as homeland security and humanitarian intervention.
