221. The Black Sea Thread in Russian Foreign Policy and How the United States Can Respond

Abstract:
This article outlines the evolving geopolitical situation in the Black Sea in the context of Russia’s recent invasion of Ukraine. It establishes a historically rooted pattern in Russian strategy tied to the region that runs through most recent acts of Russian aggression against its neighbors. It illustrates how after each Russian conflict with its neighbors in the last 20 years Russia has gained more physical coastline on the Black Sea. It roots this behavior in a centuries-long pattern of Russian behavior grounded in practical and ideational motivations. Accordingly, it establishes that Russian aggression in the Black Sea is likely to be a persistent fixture of global great power competition for the near future. The author then proposes a sustainable solution to counter Russian aggression in the theater through U.S. support of the current trend toward increased European “strategic autonomy” within the bounds of the NATO alliance.

Abstract:
Russia’s war on Ukraine has raised serious questions about European security, but it has also led to much greater transatlantic unity. This Policy Insights paper argues that the war on Ukraine has given rise to a new consensus among large parts of NATO and the EU to reinvest in collective security. Charting the progress made by both NATO and the EU, this paper looks at how transatlantic partners are addressing questions related to the so-called need to balance between Europe and the Indo-Pacific, EU strategic autonomy and the implementation of NATO’s Strategic Concept and the EU’s Strategic Compass, as well as the conclusions of the NATO Madrid Summit. It finds that there are several areas for enhanced EU-NATO cooperation, but issues pertaining to future US elections, defence industrial policy and NATO’s force posture could sorely undermine transatlantic unity.

Abstract:
NATO’s new Strategic Concept provides a clear set of guidelines for the Alliance in a mid-term perspective. Adopted on 29 June in Madrid, the Concept outlines a number of priorities stemming from Russia’s war on Ukraine, but also puts forward relevant novelties concerning China and the Indo-Pacific. During the NATO Summit in Madrid, alliance members affirmed that Russia can no longer be considered a partner, effectively internalising the geopolitical earthquake represented by the return of a major conventional and multi-domain war on European soil.[1] The Strategic Concept also identifies deterrence and defence as the Alliance’s number one priority, in comparison to the other core tasks: crisis prevention and management and cooperative security.

Abstract:
In June 2022 NATO members adopted an updated Strategic Concept (the preceding Concept having been adopted in 2010). There was reason to hope that in the updated Concept NATO members would envisage using nuclear weapons only in response to their first use by a nuclear-armed adversary. That reason lay in remarks made by President Biden when he was Barack Obama’s Vice-President. Notably in January 2017 he said: “Given our non-nuclear capacities and the nature of today´s threats, it is hard to envision a plausible scenario in which the first use of nuclear weapons by the United States would be necessary or would make sense; deterring, and, if necessary, retaliating against a nuclear attack should be the sole purpose of the US nuclear arsenal”. The adoption of Sole Purpose would be a useful nuclear risk reduction measure. Leaving open the option of using nuclear weapons in response to a non-nuclear attack on NATO entails the risk of nuclear escalation if the attacker is nuclear armed; and nuclear escalation entails the risk of global nuclear annihilation.

Abstract:
Nuclear deterrence is a core pillar of NATO’s defense and deterrence policy. At the same time, the Alliance, which is not a formal party to any arms control negotiation, has a long-standing commitment to an active policy in arms control, disarmament and non-proliferation. The Alliance has been regularly conducting consultations in different fora - the North Atlantic Council, the Nuclear Planning Group and the Defense Planning Committee – to constantly address the ongoing challenges of the arms control architecture. Currently, NATO successfully maintains the balance between its nuclear deterrence and disarmament aspirations. However, it does not represent an easy task for the organization of 30 member states. Over the years, NATO has suffered from a serious nuclear identity crisis. Many Allies tried to increase the Alliance’s arms-control profile while others gradually opposed any further changes in this direction. The positioning of NATO in this regard has been constantly shaped by significant shifts in the international security environment. Despite the contested view on maintaining NATO’s nuclear deterrence, the Alliance managed to evolve as a nuclear alliance, effectively ensuring peace and security in the Euro-Atlantic area. Today, European security faces the biggest security challenge since World War II when one state wages an unprovoked and unjustified war against another sovereign and independent state on the doorsteps of NATO, threatening the world with the use of nuclear weapons. In this unprecedented environment, it is important for NATO to maintain and further strengthen its nuclear deterrence posture to ensure peace and stability for generations to come. Therefore, this article will demonstrate a historical overview of the evolution of NATO as a nuclear alliance and the importance of strengthened nuclear deterrence and conventional defense capabilities.
