1. Why the BRICS Summit in Kazan should be a Wake-up Call for the EU

Abstract:
This policy brief examines the growing influence of the BRICS in a multipolar world, as highlighted by their recent summit in Kazan, Russia, and the challenges to effective global multilateralism. Originally comprising Brazil, Russia, India, China, and later South Africa, the BRICS have recently expanded to include Ethiopia, Egypt, the UAE, and Iran. All BRICS members seek to reshape global governance to provide a greater voice for the Global South and strengthen South-South cooperation. However, internal divisions persist: China, Russia, and Iran view the BRICS as a platform to counter Western influence, while India, Brazil, and South Africa pursue ‘multi-alignment’ to diversify their global partnerships. This brief argues that, given the urgency of pressing global challenges, the EU should take the Kazan Summit as a wake-up call to develop and implement a strategy for engaging the Global South in the much-needed reform of global multilateralism. This effort is essential despite the reelection of Donald Trump as US President.

Abstract:
Increasing strategic competition among major powers has had a negative effect on the efficacy of formal multilateral cooperation. This has also been reflected in informal forums such as the G7, G20 and BRICS. Yet some new dynamics have emerged. Since Russia was excluded from the G8 in 2014, the G7 has become a key forum for Western cooperation. Russia’s full-scale invasion of Ukraine has further geared the group towards a stronghold of Western economies and democracies. The BRICS group has continued to meet at leaders’ level, and has consolidated its position. Despite variation in its members’ interests, the group aims to balance the G7, and its importance for China and Russia has been elevated. Currently, the G20 constitutes a forum in which strategic competition can potentially be managed. Along with the G7 and BRICS countries, other powers play an increasingly notable role. The dynamics of the group also displays an increasing “Southernization” of informal multilateral cooperation.

Abstract:
In the South China Sea (SCS), as indeed the wider Indo-Pacific, the EU is facing a deepening strategic rivalry between China and the US. In the SCS, China has been able to create physical realities in defiance of international law by constructing artificial islands in the attempt to sustain its claims to the disputed Spratly and Paracel archipelagos as well as expand its military projection deep into international waters. The US is still the predominant security player in the Indo-Pacific, but its military presence has an increasingly hard time shoring up American power in the SCS. The security dilemma between the great powers is threatening rules-based multilateralism, which runs deep in the veins of the EU and to a great extent defines its international posture.

Ten years after the establishment of the European External Action Service, discussions are still ongoing about the lack of a single voice related to the EU’s external policy and the European Union’s global role[1]. Politic al leaders have still not found the visionary approach to start building that railroad to prevent conflicts, to fully align and act as a caretaker of the tragedies that we are facing in this volatile world. The global order is changing rapidly. Emerging powers are confronting the traditional players. New technologies and further globalisation are leading to increased international competition. Together with climate change, food security and migration, these are just a few factors that have caused rising tensions and led to conflicts across the world which are also challenging the EU. With the Russian aggression against Ukraine, a war at the bloc’s eastern border is directly threatening the security of the entire European continent. If the European Union wants to maintain its economic and diplomatic strength globally, it needs to rethink its foreign policymaking and invest more in the prevention of these challenges. As a Member of the European Parliament, I have been appointed as rapporteur for “the role of preventive diplomacy in tackling frozen conflicts around the world, missed opportunity or change for the future”. In this role, I have drafted a set of recommendations on how the EU can improve its preventive actions. To be able to provide a constructive contribution, it is important to look back at how the EU has dealt with conflicts in the past. For years, European leaders have been discussing the EU’s preventive diplomacy. The Treaty of Lisbon states that the EU’s policies aim to “preserve peace, prevent conflicts and strengthen international security”. The EU Global Strategy (2016) presents a detailed overview of the principles behind the EU’s preventive policies. With the Strategic Compass adopted in March 2022, the leaders of the European Member States recognise that the bloc needs to double its efforts to implement an integrated approach to security, conflicts and crises. Despite these reflections, recent events have shown that the current preventive measures are often far from sufficient.

Abstract:
European countries are rethinking their policies on multilateral development in the face of intersecting crises, geopolitical competition, and a loss of trust from the global south. Some leaders have turned away from multilateralism, but a larger number are looking to reform and renew their approach to cooperation. The search for improved responses to global challenges such as climate change and pandemic disease has given new impetus to multilateral efforts. European policymakers want to connect development with broader strategic goals, including improving relations with the global south. This could offer a new rationale for multilateralism. Europeans should embrace a far-sighted vision of development cooperation, based around the idea of solidarity in pursuing a broad range of shared interests with as wide a circle of partners as possible.

The publication "Brazil-EU Relations in Times of Persistent Crisis" provides a comprehensive analysis of the complex relationship between Brazil and the European Union, highlighting the strategic importance of this partnership in a globally crisis-ridden context. The EU, Brazil's second-largest trading partner and the largest foreign investor in the country, plays a crucial role in Brazil's trade balance, while Brazil has emerged as a key supplier of agricultural products to the European bloc. However, the relationship faces significant challenges amid global crises. Difficulties in ratifying the EU-Mercosur Agreement and disagreements over the Russia-Ukraine conflict in 2022 exemplify the tensions that have developed in recent years. Despite this, cooperation between the two regions remains relevant, with substantial progress in deepening relations, as evidenced by the revitalization of diplomatic ties and the reactivation of the EU-CELAC summit in 2023. The publication explores four critical areas of this relationship—multilateralism, trade, environmental cooperation, and energy security—identifying barriers to fully realizing the potential of bilateral cooperation and proposing concrete actions to overcome them. It suggests rebuilding and revitalizing dialogue structures, strengthening civil society and academic participation, and focusing on practical, tangible outcomes that benefit both parties. Additionally, it emphasizes aligning political strategies around common goals, particularly in environmental and energy security issues, which are crucial for the stability and advancement of Brazil-EU relations. Based on a series of events organized by the Brazilian Center for International Relations (CEBRI) and the Konrad Adenauer Foundation (KAS) in Brazil, the document proposes a strategic path to strengthen this long-standing partnership, making it more resilient and adaptable to current and future global challenges.

Abstract:
The crises of previous years and the rise of strategic competition have put the EU’s traditional approach to multilateralism under pressure. The EU’s pledge for “a more stringent and strategic approach to multilateralism” has become even more relevant with Russia’s war of aggression against Ukraine. Three adjustments to the EU’s approach to multilateralism signify a more strategic approach. In a move towards a more instrumental engagement, the EU is using international cooperation as an avenue to protect its interests in the global competition. The EU is displaying more willingness than before to leverage its power bilaterally and through its work in international organisations. It is also more willing to focus on ad hoc frameworks in order to preserve the effectiveness of global cooperation and extend it to new areas of governance. Strategic multilateralism comes with certain risks attached. It can undermine the legitimacy of the formal multilateral system and the global protection of fundamental rights. The EU needs to weigh the benefits of a more strategic approach against the risks of global fragmentation.

9. French Engagement in the Western Balkans: Boosting Strategic, Political, Economic, and Societal Cooperation

After years of lower interest, France has signaled its ambition to re-engage in the Western Balkans. It is not starting from scratch. Historical affinities with the countries of the region abound, in culture, sciences, politics, and economy. But shifting priorities in the past decades have eroded French presence in the region. To regain a foothold in this important part of Europe, France has taken a series of initiatives aimed at boosting its engagement. In 2016, it hosted the Berlin Process summit; in 2017, it launched with Germany an initiative to coordinate the drive against firearms trafficking in the Western Balkans; in 2018, it expanded the intervention mandate of the French Development Agency (AFD) to all Western Balkans countries and adopted a national Strategy for the Western Balkans; in 2020, after a two-year stalemate, it withdrew its reservations against the opening of accession negotiations with Albania and North Macedonia, while sketching the contours of the revised enlargement methodology. Drawing from a series of consultations in the region and structured cooperation with partner think-tanks, this policy paper is conceived as an independent, expert contribution to French efforts at re-engaging with the Western Balkans. It explores perceptions of French re-engagement in the region and reflects the potential of the 2019 Strategy for the Western Balkans in light of the forthcoming French Presidency of the European Council and in the context of the grands débats on the future of Europe.

The crisis over Ukraine reinforces the view that, despite progress in many areas on the international agenda in recent years, the number of people affected by conflict and violence keeps growing. In the past 20 years, the number of forcibly displaced people has doubled, reaching over 80 million. According to United Nations data, over 60 percent of conflicts have relapsed in the last decade, a staggering figure that testifies of the difficulty of conflict resolution in this context. More than 80 percent of conflicts over the past 30 years involve militias and non‑state actors, while the more recent rise in transnational violent extremist groups has increased the challenges for conflict resolution. Civil wars are leading to more protracted conflicts with ethno‑cultural components, which complicate the traditional political approach. Existing multilateral mechanisms and diplomatic negotiations are increasingly ineffective, and a new toolbox for conflict resolution is more urgent than ever. The combination of great power competition, regional struggles for hegemony, and the proliferation of non‑state actors create interlocking and multi‑layered conflicts that impact international peace and stability. At the same time, these elements are challenging the traditional approaches whilst further putting the achievement of the Sustainable Development Goals at risk, as recognized inter alia by the latest Strategic Plan of the UN Department of Political and Peacebuilding Affairs. The international multilateral order is being questioned from many different quarters, while the wave of global protests shows the exhaustion of existing economic and political models, as well as the need for a new social contract. The impact of the pandemic and the measures taken to control it are also having a profound impact on these new political and economic dynamics, laying bare the growing inequalities of the new digital economy as well as the weakening of solidarity and common action. The increasingly intricate fabric of peace and conflict and the multiplicity of actors involved have made conflict resolution more complex, as stated in the December 2020 Concept on EU Peace Mediation. Terrorism and radicalization have become a more imminent security threat and tensions related to environmental degradation, irregular migration and forced displacement, are affecting the social fabric in fragile states in unprecedented manners.
