Abstract:
In the early 21st century the Ukrainian society civilizational modernization is far from being over. The current task is to acquire the modern European society model, the society that has overcome the negative attitude to the past and has liberated itself from the utopias concerning the future. The nation has to have an intensive intellectual life and a corresponding infrastructure, whose backbone in the 21st century is formed by the system of authentic universities. The author comes to a conclusion that universities have to realize, fully and responsibly, their mission in the post-industrial world in the third-wave university context, to search for convincing responses to the challenges of time, and, at the same time, must remain the centers of spirituality, culture and the free value-related self-determination of people.

Abstract:
The question of difference and multiplicity in IR has been conventionally defined by the particularistic ontology of the sovereign-state based on a certain understanding of the relationship between humanity and socio-political community. In the last three decades by bringing gender, race, class, post-sovereign socio-political communities, cultural-civilizational identities etc. into IR, critical international relations theories have sought to rethink the international as being conscious of its historico-cultural settings and recognizing multiple ethico-political worlds and international imaginations in contemporary human societies. The recent debate on post-Western IR theory emerging within this conceptual-historical context seeks to problematize Eurocentrism in IR and to find ways to include non / post-western historico-cultural worlds, socio-political forms and international imaginations. Postcolonial account of this scholarly debate focuses on the colonial relations of international politics originated in the world historicity of European modernity / capitalism defending the co-constitution of self and other and accordingly develops the postcolonial subjectivity. This article critically engages with this debate on post-Western IR theory and specifically postcolonial standpoint by asking whether, how or to what extent we could conceptualize differences of non / post-Western subjectivities. Abstract:
In discussing the turmoil that has recently engulfed the Middle East, the author considers a parallel with Europe in the 17th century and the beginning of the Westphalian order. The author lays out his vision for the future of the region, which is predicated upon four main parameters: mutual acceptance among all the peoples of the Middle East, embracing the spirit of moderation and modernization, the quest for political stability, and economic cooperation. According to the author, regional dialogue is the first step towards building political consensus and realizing this vision.

Abstract:
Restrictions on new constructions and modernisations occur in almost all countries and numerous regulations apply in Germany. This article outlines regulations regarding the protection of historical buildings, restoration law and preservation statutes and describes compensatory subsidies available in the form of tax benefits and/or grants. The article evaluates German regulations and public supports available for monument protection and modernisation from an international perspective.

Abstract:
Although Ukraine and Sweden have had close historic ties and maintain an active dialogue now, Ukrainians still little know of that Nordic country. It remains a secret for many our compatriots, what prompted the two geographically remote nations to ally 300 years ago, when the fate of our independence was decided, and to be partners today, when the fate of Ukraine’s European future is at stake. Answers to those questions may be found in both rational and irrational domains, but the undisputed fact is that Ukraine and Sweden are united by something more than the national colours.
