Abstract:
Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The war in Ukraine might be the EU’s last chance to reinvigorate its enlargement policy and reposition itself geopolitically in eastern and southeastern Europe.

Abstract:
Russia’s war against Ukraine has created a watershed moment for Europe. The coming weeks and months will decide what kind of peace and security order will shape the old continent. The prominence of nuclear weapons will likely increase in the years ahead. Mutual deterrence between NATO and Russia will be the military component to what may soon turn out to be a new Cold War dividing Europe. While this is already bad news news, Ukraine’s fate has again exposed the system of nuclear deterrence as highly unjust and precarious. The consequences of that sorry state of affairs might soon create additional injustices on a global scale. A realistic view must come to the conclusion that we do not have the time to fight another Cold War

Abstract:
Europe was marginalized in the Libyan conflict, not the least because the conflict exposed foreign policy flaws concerning a lack of coherence and cohesion. Working at cross purposes, European states were more interested in fulfilling their parochial interests than making an effort to give a typical response to the Libyan conflict. At the same time, the shortcomings related to tools and strategies in the European Neighborhood Policy (ENP) helped prevent the EU from adopting an influential position. This lack of a joint European position enabling it to play a significant role in the Libyan civil strife facilitated the functions of rival countries, such as Russia in Libya, leaving the EU sidelined.

Abstract:
Engaging in the conflict cycle in other countries to gain outcomes favourable to one’s own interests is akin to playing in the champions league of foreign policy. Doing this effectively and responsibly requires a coherent and full-spectrum political strategy as well as the diplomatic, financial, developmental and military means to deliver it. It is clear from the scope of the security interests articulated in the European Union’s (EU) Global Strategy (2016) and its many associated foreign policy statements that the EU intends to meet these requirements. However, study of EU institutional policies and interventions in the Syrian and Iraqi civil wars highlights that it falls well short of doing so. As a result, EU institutions are not well placed to intervene effectively in high intensity conflicts with existential features such as these two civil wars. With this problem in mind, the core recommendation of the paper is to increase the effectiveness of EU interventions in high-intensity conflicts by institutionalising full-spectrum decision making, policy implementation and force deployment modalities for the EU as a whole, as well as for EU coalitions of the willing. The parallel existence of such tracks will enable the EU to act jointly in conflicts where Member States have more or less compatible foreign policy preferences with matching intensity preferences, and to act in part in conflicts where Member States have more or less compatible foreign policy preferences with a mixed distribution of intensity preferences (like Iraq or arguably Syria). EU foreign policy inaction, including institutional paralysis, will continue to occur where Member States’ foreign policy preferences are largely not compatible and have high-intensity preferences.

Abstract:
Since 2009 Russia has increased its military forces in Abkhazia and South Ossetia and pursued the policy of ‘creeping annexation in the occupied territories of Georgia. Today, 20% of Georgian territories are occupied by the Russian Federation. The Russian-baked separatists continuously erect barbed-wire border posts in one of the occupied regions of Georgia-South Ossetia and detain Georgian people, under the pretext of ‘illegally crossing the border’. Fundamental rights of the local population are violated daily since the occupants install barbers through people’s houses, gardens, and cultivated lands. Innocent citizens are forced to leave their homes, belongings, and cultivated lands that are left beyond the occupants’ demarcation line. The paper argues that along with other global challenges of the world, the USA-Russia clashes of interests are also found with the Georgian conflicts. While Washington hugely supports Georgia’s territorial integrity and welcomes its Euro-Atlantic aspirations, the Russian Federation, on the contrary, prevents the aforementioned process and directly opposes Georgia’s integration into NATO. The USA condemns Russia’s creeping annexation of Georgian territories and continuously calls on Russia to respect the sovereignty and territorial integrity of an independent country. Furthermore, the USA-Russia relations have considerably deteriorated following Russia’s military intervention in Georgia and the recognition of Abkhazia and South Ossetia as independent states.

Abstract:
According to a general definition, a conflict is a process in which one party perceives that its interests are being opposed or negatively affected by another party1. Conflict is manifested through adversarial social action involving two or more actors and the ex- pression of differences is often accompanied by intense hostilities. Most significantly, pro- tracted conflict arises from failure to manage an antagonistic relationship2. A special kind of conflict involves force being used by both parties to the conflict. Armed conflicts in the neighbourhood of Russia emerged during the disintegration of the USSR, when parts of former Soviet republics began to claim independence. This is when Nagorno-Karabakh, South Ossetia, Abkhazia and Transnistria decided to form inde- pendent states, thus infringing on the territorial integrity of Azerbaijan, Georgia and Mol- dova – all states with international recognition. The parties on both sides of these ethnic and political conflicts had been attempting to resolve these situations by themselves, but the management process was then joined by “third parties”: Russia, Iran, Turkey, CIS and other international organizations such as the UN and the OSCE, and, recently, also the EU.

Abstract:
Russia and China share a number of interests in the Middle East: limiting US power and maintaining good relations with all players in the region while remaining aloof from the key conflicts, especially between Iran and Saudi Arabia, and Iran and Israel. Russia’s position has been based on political support for particular states, arms sales and the provision of civilian nuclear energy technology. Moscow has boosted its role by intervening militarily in the Syrian civil war. China has been strengthening its political position in the region for the last decade and its presence is more substantial from a financial-economic perspective. The current Chinese and Russian regional posture further marginalises the influence of the EU in MENA. In the Middle East, the EU is already a weaker economic actor than China and a weaker military player than Russia. However, the EU can cooperate with Russia and China on upholding the Joint Comprehensive Plan of Action on Iran’s nuclear programme.

The Central African Republic (CAR) has been described as the “periphery of peripheries,” a country which seems to be of very little interest to the rest of the world. Although rich in natural resources such as diamonds, gold and uranium, the government of CAR is unable to make use of them in such a way that would benefit the economy of the country. Landlocked, ravished by bloody civil wars, and heavily dependent on foreign military support, CAR has become synonymous with disaster.
