1. Internet and Media Repression in Russia: Avoiding the Complicity of Western Actors

Abstract:
Media control has been a key part of Vladimir Putin’s exercise of power. Recently, however, the repression of freedom of expression has taken both a quantitative and a qualitative turn for the worse. The political leadership now perceives independent media as a threat in itself, and is applying comprehensive control over media outlets and even individual journalists. In particular, declarations about the media and journalists being ʻforeign agentsʼ have increased sharply. Such repression drives journalists and the media to leave the country. Internet-enabled journalism from exile has duly become an important part of independent media. The growing importance of the internet, largely connected to Western platforms, and the diminishing role of state-run television in the face of multiple popular grievances, are key reasons for the regimeʼs accelerated repression. Under these difficult circumstances, the readiness of internet giants to censor political content on the basis of their commercial interests further restricts the information space in Russia, and therefore needs to be resisted.

2. Assessing the economic, societal, and cultural benefits of YouTube in Poland

This study assesses YouTube’s contribution to GDP and employment in Poland, and its broader impact on society and culture. YouTube enables Polish content creators to reach a large domestic and international audience. This supports substantial economic value for those who earn income from the platform, for example as they are paid a share of the revenues from advertising placed alongside their videos. A YouTube presence can also help creators earn revenues from other sources, such as product sales, brand partnerships, or live performance engagements. These revenue sources not only support jobs and income for the creators themselves, but also wider activity in supply chains, and through workers’ spending. In total, our economic modelling suggests that YouTube’s creative ecosystem contributed around €98 million to the Polish economy in 2020 and supported 11,000 full-time equivalent jobs. In this report we outline our economic analysis, as well as the findings of wider survey research to investigate how YouTube can build skills and knowledge amongst users; enrich and promote Polish culture; and sustain careers for content creators. We also highlight how YouTube has proved helpful during Covid-19. Alongside the findings from our economic modelling and surveys, we present a series of case studies to highlight th the personal stories of successful Polish content creators.

A YouTube presence can also help creators earn revenues from other sources, such as product sales, brand partnerships, or live performance engagements. These revenue sources not only support jobs and income for the creators themselves, but also wider activity in supply chains, and through workers’ spending. In total, our economic modelling suggests that YouTube’s creative ecosystem contributed around €313 million to the Spanish economy in 2020 and supported 21,000 full-time equivalent jobs. In this report we outline our economic analysis, as well as the findings of wider survey research to investigate how YouTube can sustain careers for content creators; build skills and knowledge amongst users; and promote Spanish culture to a global audience. We also highlight how YouTube has proved helpful during Covid-19. Abstract:
Election campaigns in the age of social media are rapidly changing their character. Due to the declining party loyalty of voters, once stable constituencies have become increasingly volatile and the importance of campaigning has increased. Parties are now thought to be more likely than in the past to opt for negative campaigning. This paper examines the postings that parties or top candidates made on the social media sites Facebook and Twitter during the 2019 National Council election campaign. The results suggest that - at least on social media sites - the cost-benefit analysis of the parties might turn towards negative campaigning, as the average popularity of negative campaigning posts was higher than those that were not tagged with negative campaigning.

7. One Belt One Voice: Chinese Media in Italy

Abstract:
Chinese media are the voice of the Chinese Communist Party at home and abroad. It is no surprise therefore that collaborations between Chinese and foreign media have been attracting more international attention. One issue that has not been yet explored is the nature and implications of the inclusion of two important Italian media actors such as Rai (the state-run broadcasting company) and Ansa (Italy’s main press agency) in the Memorandum of Understanding signed by Italy in support of the Belt and Road Initiative in 2019. These deals fit in a broader picture of an Italian media environment that is being increasingly targeted by Chinese media. However, the impact that such an effort has had on the Italian public opinion has been very limited so far and the Italian media landscape keeps offering free and varied information. Abstract:
Italy’s 2019 decision to sign a Memorandum of Understanding with China in support of the Belt and Road Initiative sparked a heated debate at home and abroad. The possibility of Italy upgrading its trade and investment relations with China through the shortcut of a political endorsement of President Xi Jinping’s flagship foreign-policy initiative was framed as either a heaven-sent opportunity or a serious strategic threat. Two years on, most of the concerns pointed out in the debate, especially regarding infrastructures, have proven unsubstantiated (although the economic opportunities for which the Italian Government wished have also failed to materialise). However, cooperation initiatives between Italian and Chinese entities in sectors often overlooked in the mainstream debate, such as media and academic partnerships, do present risks. The creation of an interagency China Information and Coordination Unit would help to prevent – or, at least, to minimise – such risks. Abstract:
The imminent return of Radio Free Europe service to Hungary is a new chapter in an old story, a case of history reinventing itself. Radio Free Europe was an indispensable resource during the Cold War. Its broadcasts were often the only truthful information available to people behind the Iron Curtain, countering their governments’ lies and propaganda. But with the fall of Communism and the advent of open, democratic political systems throughout Central and Eastern Europe, the need for Radio Free Europe ceased. At that time, its broadcast office in Munich was being shut down, and its radio archives could no longer be stored there. Officials planned to discard the trove of audio tapes and transcripts. But today, some 22 years after the return of the tapes, Hungary once again faces a serious free-press deficit: the Hungarian people now obtain their news from government-controlled or -monitored print and online sources. Radio Free Europe’s return to Hungary, therefore, could not come at a more necessary and important time.

10. TURKISH MEDIA’S RESPONSE TO THE 2015 ‘REFUGEE CRISIS’

Abstract:
In 2015 the forced displacement of Syrians entered a new phase with the sharp rise in the numbers of refugees arriving at Europe’s shores mainly through the Eastern Mediterranean route. Grabbing widespread media and public attention, this unprecedent refugee influx and its surrounding events are commonly dubbed as ‘Europe’s refugee crisis’, which as some scholars highlight, is a ‘re-contextualised’ version of already existing processes of politicisation and mediatisation of immigration. This paper intends to contribute to the debate on ‘mediatisation of refugee crisis’ by giving an insight on the role of Turkish media in telling its readers what to think about the ‘refugee crisis’ during this period of particular significance. The paper relies on a content analysis of front-page articles from three Turkish newspapers (Birgün, Hürriyet and Yeni Akit) between July and November 2015. By limiting our analysis to ‘small data’, we look closely how these newspapers on different sides of the political spectrum react to the spread of the refugee crisis to Europe and its implications on Turkey. We highlight the type of coverage and the definition of issues in this particular media content. Overall, we find that the highly mediatised coverage of the Aylan Kurdi incident triggered a significant discursive shift as it has in other national contexts. While all the three newspapers –regardless of ideological stance– were responsive to the spread of the refugee crisis into Europe, news coverage about topics such as socio-economic vulnerabilities of refugees, issues of legal status and social integration in the domestic context was minimal within our period of analysis. We also assert that the way the three newspapers frame the ‘refugee crisis’ especially in relation to domestic or foreign politics shows significant variation. While we find that issues related to border security and border violations received the most intense coverage during the analysis period, we highlight that the coverage is embedded in a humanitarian narrative rather than a security narrative.
