Join us for a meeting of the New York-Russia Public Policy Series, co-hosted by the Harriman Institute at Columbia University and the New York University Jordan Center for the Advanced Study of Russia. Our virtual panel of distinguished academics, practitioners, and commentators will assess the state of US-Russia relations. Following the June presidential summit in Geneva with Vladimir Putin, US President Joe Biden commented that as "powerful and proud countries'' the United States and Russia "share a unique responsibility to manage the relationship" in order to make it "stable and predictable." What is the state of US-Russia relations following the summit and how successful have Washington and Moscow been in realizing this stated goal of more stable and predictable relations? What has been the impact of global events like the US withdrawal from Afghanistan and the lingering effects of the COVID-19 pandemic? Does the Russian military build-up near Ukraine augur a period of renewed tension and even conflict? What is the position of each country now towards the domestic political affairs of the other? 73. The divided continent: Understanding Europe’s social landscape in 2020 and beyond

Abstract:
The political upheaval and dysfunction of recent years have focused political minds on better understanding the volatility underpinning European electorates. Interest in public opinion research has soared, yet it can be difficult to draw the findings of such surveys and focus groups into something meaningful and cohesive, from which genuine insights can be drawn. It is pertinent that policymakers at both the national and EU institutional levels grasp a clear and incisive idea of what is taking place culturally, socially and politically in EU member states, and that these tea leaves can be interpreted and harnessed to produce responsive, targeted policies. This research analysis report sets out the findings of a major survey conducted across 13 EU member states (i.e. Austria, Belgium, Bulgaria, Denmark, Estonia, France, Germany, Greece, Hungary, Italy, Poland, Spain, the Netherlands), which were selected to provide a representative snapshot of the bloc as a whole. This survey was expansive in its scope and unique in its focus on social and cultural issues, as well as politics, leadership and economic security. The data is interpreted through three distinct themes, each of which is likely to play a critical role in Europe’s ‘mood music’ over its coming parliamentary term: nostalgia, intergenerational conflict and democratic legitimacy. These themes have become the subject of much amateur punditry, although institutional understanding of their complex nature is often shallow. Therefore, this paper seeks to shine a more evidenced-based contextual light around their formation and nuances of application.

Following the UK’s exit from the European Union, this is an excellent moment to attempt to focus more directly on the EU itself and understand what is going on within it and how it might develop in the future. We find ourselves early in the EU’s new institutional cycle, with a new cast of EU leaders and a new set of policy priorities. This report looks at what is happening in the EU and where it is headed. It also is intended to serve as an introduction to a group of young observers of the EU who are perhaps not yet as well known as they should be, but who bring a fresh perspective to what are often vexed and long-standing debates.

The increasing power of processors, accuracy of algorithms, and availability of digital data are driving the dramatic artificial intelligence (AI)-centred technological transformation now in progress. These changes have already turned companies, industries and markets upside down, and we are also starting to see their effects on the battlefield. The employment of unmanned vehicles, reliance on big data for target detection, identification and acquisition, as well as the potentials of machine learning in other critical functions such as logistics and maintenance are only some of the possible examples of how warfare will evolve in the near future. The North Atlantic Treaty Organization (NATO) and its Allies cannot be bystanders during this technological transition. Some countries and organizations have already taken important steps. Others are more hesitant. The Atlantic Alliance has a moral obligation to act, both to preserve and extend its military leadership – and thus the wealth and security of its citizens – and to shape this process in keeping with its democratic principles, freedom-inspired values and commitment to fundamental human rights. As NATO works on its Artificial Intelligence Strategy, which could be published in 2021, this Research Paper aims at contributing to both the policy debate and the public discussion about AI and its implications for the Alliance. The paper offers a series of analyses, lessons learned, proposals, and recommendations, that build on best practices and solutions adopted in the civilian and military fields, on perspectives drawn from the academic literature as well as on ideas generated in the broader AI community. The various parts of the paper are all linked to the single overarching concept of “NATO-mation”, or the idea that NATO has an important role to play so as to prepare for and to shape this technological transformation. NATO Allies need to be proactive: without common, coordinated, cooperative or joint solutions, they will not be able to achieve all their goals effectively and efficiently.

OCTOBER 20, 2020 By: Paul Hofhuis, Senior Research Associate, Clingendael Institute As the US presidential election rapidly approaches, an important question is the prospects for (renewed) transatlantic cooperation, especially in the areas of green recovery to the economic effects of the COVID-19 outbreak, tackling climate change, and addressing these issues through multilateral approaches. In analyzing ambitions and initiatives on both sides of the Atlantic in three connected policy arenas, this brief argues that while a Democratic victory provides greater opportunity for collaboration, underlying structures for cooperation among societal stakeholders in the United States need to be reinvigorated to diminish polarization in society, which could continue to block the transition to a low-carbon economy.

78. President Zelensky’s first year leading Ukraine: A case of déjà vu

Abstract:
During his first year as President of Ukraine, Volodymyr Zelensky prioritized presidential power-building. In order to do so, he relied heavily on the old system and established practices, such as “hands-on” management and the personalization of state agencies. Institution-building was replaced by the targeted fine-tuning of the dominant system. Some important reforms launched by the government in autumn 2019 were later stalled and reversed. As before, the adoption and implementation of comprehensive reforms will largely depend on Western pressure and conditionality. The major problem is that there are multiple centres of power in the country and the president’s actions only produce an illusion of control, while in reality the system is fragile and unstable. During the rest of his presidency, Volodymyr Zelensky will increasingly depend on oligarchs and govern through situational alliances. In exchange for their support, he may have to acquiesce to their continued dominance over the economy and the restoration of their influence in politics. Instability will intensify as his personal popularity wanes and economic and political crises deepen.

79. Uzbekistan’s new Central Asia policy: The economic rationale and political implications of good neighbourliness

Abstract:
Under the leadership of President Shavkat Mirziyoyev, Uzbekistan has embarked on a moderate reform programme that aims to achieve socio-economic growth without undoing the country’s authoritarian political system. The programme has implications beyond Uzbekistan’s borders because it has changed the way Uzbekistani foreign policy is formulated and implemented. Uzbekistan’s former isolationist stance has shifted to a foreign policy opening, which is most noticeable in the improvement of its relations with its neighbours. This Working Paper analyzes “good neighbourliness”, the key concept of Uzbekistan’s new Central Asia policy. It details the amendment of Uzbekistan’s bilateral relations with its neighbours and points to the positive reception of Uzbekistan’s new regional policy in Russia, China, and the West. The paper argues that while “good neighbourliness” is a pragmatic strategy rooted in economic rationality, the policy’s regional implications are substantial. It is laying the necessary foundation for sustainable Central Asian co-operation from within in a way that is acceptable to the Central Asian states and big non-regional actors alike.

I like being a policy-oriented academic: you meet lots of interesting people and you are invited to interesting meetings, so you can really contribute to the debate. Some actors may from time to time think you have an appealing idea, and they may even seek some academic legitimacy for their decisions. But you are of course not present when the actual decisions are being taken. It’s my job and I love it – but this is not the role that the EU itself should play. Europe does not aspire to be the world’s policeman, but it cannot just be the world’s professor either. As the new EU leadership is coming in, we must give punch to our strategy, and make sure we have the power to make our ideas work in the real world. Power, not to confront, but to engage the world.
