Abstract:: International efforts for security sector reform (SSR) and state building more broadly, have faced major challenges in the Palestinian Territories. Donor countries struggled to overcome an unwillingness at home to use aid funding for police reform purposes, while managing Israeli obstructionism and security concerns, rivalries between Palestinian police generals and a lack of Palestinian preparedness for the technical and practical aspects of police reform. In this context, the European Union Coordinating Office for Palestinian Police Support (EU COPPS) was established in 2005 as an EU Common Security and Defense Policy (CSDP) mission; the European Union Police Coordinating Office for Palestinian Police Support (EUPOL COPPS), the followup EU police mission, began in 2006. The role of EUPOL COPPS was to provide support to the Palestinian Civil Police (PCP) for immediate operational priorities and longer-term transformational change.

Abstract:: The modern-day importance of the cyber/Information and Communication Technology (ICT) sector rests upon various considerations: it is at the basis of most of the critical infrastructures of modern societies, and can be both the direct object of attacks or incidents on Critical Information Infrastructures (CIIs) and the means of striking indirectly at the critical infrastructures whose own operations are based on it (i.e., transport networks, energy and water distribution networks, nuclear plants and banking and financial systems). This paper aims at showing that the existence of problems of definitions, and above all of their harmonisation, brings inefficiencies to various aspects of the management of the cyber sector, in particular normative production, countermeasures and law enforcement. As a way forward, it suggests some proposals for improvement at the European, transatlantic and international levels.

A robust record-keeping system provides the necessary means to trace small arms1 and investigate the illicit trade. The marking of small arms is a necessary component of the recordkeeping; it links a specific small arm to a unique record for that item.

Abstract:: During the last two decades, law as a factor in European integration has attracted great scientific interest. Numerous studies and theoretical analyses have been published which have undertaken the task of examining and explaining the role of law in the progress of integration. The European Court of Justice (ECJ) in particular, as Europe's judiciary body, draws much attention in this context. However, the inflexible, mechanistic and universalistic notion of rationality that these works employ leads to serious misinterpretations and unjustified criticism regarding the role the ECJ takes in the course of integration. Within the frameworks of contemporary approaches the Court is perceived as just one more political player among other actors and institutions able to shape the EU in the pursuit of its own rational interests. By outlining the theoretical concept of context rationality, this article shows that the logics of law and judicial law making are based on a non-trivial and non-political rationality and cannot be understood appropriately without paying attention to the context of European law.

Abstract:: Controlling maritime borders and flows of illegal immigrants in the Mediterranean is an issue where sharp tensions have been evident for some months now at the national, EU and international levels. Tensions evidenced by the reactions and outcry provoked by operations involving Italian naval units which have intercepted boats carrying migrants and sent them back to their ports of departure, most notably in Libya. The migrants concerned were deemed to be illegal regardless of their possible asylum-seeker status. Such interventions have raised, and continue to raise, concerns over the fate of the persons involved, especially as regards the protection of their fundamental human rights.
