1. Local feminist perspectives as transformation levers for sustainable development in Ukraine in the context of ongoing defence

Abstract:
The research in this discussion paper explores the significant role of feminist perspectives and actions in fostering sustainable gender-transformative changes within Ukraine, particularly during the ongoing defence against Russian aggression. It highlights the ability of feminist movements to catalyse long-term shifts towards gender equality and social inclusion, with a focus on women’s and LGBT+ rights. Despite the challenges of war, feminist activists continue to push for transformative policies that not only address immediate wartime needs, but also lay the foundation for gender-responsive defence, inclusive recovery and post-war reconstruction. This study examines the impact of feminist actions and perspectives on various sectors of Ukrainian society, the barriers they face and the opportunities that remain for strengthening feminist policies during and after the war. The research timeline spans 2014-2024, corresponding to the duration of Russia’s war against Ukraine, with a particular emphasis on the period of the full-scale invasion from 2022 to 2024.

2. Two Years at the Forefront: Exploring the needs and experiences of women-led, women’s rights and LGBTQIA+ led organizations two years into the Ukraine humanitarian response

Abstract:
Two years on from the escalation of the war in Ukraine, Oxfam spoke with a number of people leading the work of local and national women-led organisations (WLOs), women’s rights organisations (WROs), LGBTQIA+ led organizations, and other local non-governmental organizations (NGOs) addressing the needs of women, girls and gender minorities in Poland and Ukraine. We wanted to understand how the humanitarian crisis has impacted them, personally and as organizations, and their needs and priorities for the future. At the beginning of the humanitarian crisis following the escalation of the war in Ukraine, local WLOs, WROs and LGBTQIA+ led organizations were some of the first on the ground responding to their communities’ needs, both within Ukraine and in neighboring countries, and two years on, they are still at the forefront of providing assistance. The conversations that we had with these organisations highlighted that they are facing key challenges in continuing to sustain their vital role in responding to humanitarian needs; the need for greater investment in their voice and agency as decision-makers in the humanitarian response; and the need for flexible support to these organisations that allows them to carry out their important work across all stages of the response to the humanitarian crisis.

Abstract:
The paper explores the application of behavioural data analysis in the credibility assessment of a speaker. It presents how researchers investigate non-verbal communication, expressions of emotions or indicators of arousal to evaluate congruency using audiovisual material. Furthermore, the case study of Polish political activist Kaja Godek’s explanatory statement of an anti-LGBT bill on October 28, 2021, suggests possible ways, in which the automated system FaceReader (and Facial Action Coding System as its theoretical background) may enrich methods of social science. As a result, it offers an example of an innovative approach towards political communication and the credibility of an argument.

Abstract:
The Istanbul Convention (IC) was the first European treaty to provide a comprehensive framework to address all forms of violence against women and girls. With wide support from across the political spectrum, the EU presented it to member states for ratification in 2011. Despite the endorsement of 18 European countries, Bulgaria became the first country to decide against ratifying it in 2018. Furthermore, the Bulgarian Constitutional Court declared the treaty unconstitutional. Though this decision took many by surprise, it was the culmination of years of work by gender-restrictive groups in the country. As a member of the European Union since 2007, Bulgaria is a signatory of multiple international declarations that protect LGBT,60 women’s, children’s, and human rights. However, over the last decade—and particularly since 2018—the country has also seen the rise of well-organized gender-restrictive groups that have successfully worked to curtail the advancement of human rights and gender justice.61 Bulgaria’s rejection of the IC was the first of a series of events that jeopardized human rights by directly undermining LGBT, women’s, and children’s rights.

Abstract:
The anti-gender movement has been gaining prominence since the 2000s, supporting the idea that gender theory is wrong and unscientific. Conservative civil society organizations (CSOs) have played a leading role in promoting the ideas and demands of the movement. Recent studies have elaborated on the relationship between right-wing populism, Church and anti-gender movement; however, it is still significant to further the studies focussing on the involvement of conservative CSOs in the movement. To serve this aim, this paper will analyze the role of conservative CSOs in the anti-gender movement in Eastern Europe, with particular focus on three conservative groups in Croatia, Slovakia and Poland, providing a ground against gender equality politics. The online presence of three groups – “Vigilare”, “Aliancia za rodinu”, and Centrum Wspierania Inicjatyw dla Życia i Rodziny" will be investigated with thematic analysis. This study argues that contrary to the linear relationship between civil society and democratization established by the mainstream liberal view, conservative CSOs operating within anti-gender movements work to the detriment of democracy.

Abstract:
Women, people with disabilities, internally displaced persons and the LGBTQ community often face discrimination and political exclusion. People who identify with more than one of these identities, such as women with disabilities or young people who are displaced, have unique experiences that are often not considered in the design and implementation of electoral and political activities. Intersectionality, or the interconnected nature of different social identities, is fundamentally about power and has a profound impact on understanding the dynamics of political inclusion and exclusion. To address barriers to meaningful participation and make their voices heard, it is crucial to identify, assess and develop contextualized solutions. In Ukraine, a vast number of dedicated civil society organizations (CSOs) and activists work diligently to push for equality and access to political life. However, obstacles to full and equal political participation remain across Ukraine. These obstacles are even more significant for people with multiple social identities, who face unique experiences of discrimination. CSOs representing different identity groups are generally not yet coordinating or building coalitions to advocate for joint causes, and the experiences of those facing compounding discrimination are often not considered by political decision-makers. A new assessment from the International Foundation for Electoral Systems (IFES) identifies vulnerabilities that impact the political participation of these groups in Ukraine and opportunities for coalition-building. The Intersectionality Assessment of Political and Electoral Participation in Ukraine seeks to make conversations about electoral and political rights more deliberately inclusive of all Ukrainians. It provides targeted recommendations for decision-makers at all levels of government, national CSOs and international organizations. The assessment is available in English and Ukrainian.

7. Same-Sex Marriage and the Liberal Transformation of Ireland

Abstract:
In 2015, Ireland became the first country in the world to introduce same-sex marriage through a national referendum vote. The decision to introduce equal marriage received a great deal of attention, and not just because it was the first positive referendum decision on this issue; the vote was also preceded by a citizens’ assembly which recommended the referendum and endorsed a “yes” vote. The resounding victory for the liberal position provided definitive evidence of Ireland’s shift from a conservative, inward-looking European periphery state to a modern, liberal, and inclusive republic.

8. Meet the Moment: A Call for Progressive Philanthropic Response to the Anti-Gender Movement

In early 2020, Global Philanthropy Project worked with our member organizations and philanthropic partners to develop two related pieces of private research: 1) a report mapping the funding of the global “anti-gender ideology” or “anti-gender” movement, and 2) a report mapping the progressive philanthropic response. We offer the following public document in order to share key learning and to offer additional analysis gained in the comparison of the two reports. Additionally, we share insights based on comparing global and regional LGBTI funding data as documented in the 2017-2018 Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. These findings offer a clear call to action: progressive movements and their philanthropic partners are being outspent by hundreds of millions of dollars each year, and the institutions providing that opposition funding have developed sophisticated and coordinated systems to learn, co-fund, and expand their influence. The philanthropic community is called to recognize the scale of the fight and to be both rigorous and creative in our response. Let us seize this remarkable opportunity to work together and engage our collective learning, spending power, and institutional knowledge to help transform the conditions of our communities. Together we can leverage the collective power that this generational crisis demands.

In October 2018, Global Philanthropy Project and ILGA-Europe launched a new report comparing the key findings from ILGA Europe’s 2018 Funding for LGBTI Activism in Europe and Central Asia: Priorities and Access to Resources report with a deeper-dive analysis of European and Central Asian grantmaking data from the 2015-2016 Global Resources Report:
 Philanthropic and Government Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. This new report provides a compelling challenge to assumptions about the funding landscape in Europe and Central Asia, with new data and recommendations for resourcing LGBTI movements at the forefront of progress and the frontlines of resistance. The report is a first-of-its-kind gap analysis made from two sets of complementary data providing clear pathways and opportunities for new grantmakers and additional resources to support this large and complex region. This research was presented and analyzed during the October 2018 ILGA-Europe Donor Pre-Conference in Brussels, Belgium. The research will also be presented in a wider webinar for grantmakers in February 2019, with joint advocacy between activists and funders to increase resources to the region taking place over 2019.

10. The Global Politics of Gay Rights: The Straining Relations between the West and Africa

Abstract:
This article analyses the contemporary global politics of gay rights as it relates to the straining relations between the Western powers and many African states that oppose sexual minorities’ rights. While the West (with emphasis on the United States, EU, and Britain) advocates for the protection of gay rights in the world, Africa provides the largest concentration of states opposed to them. Therefore, there has been rising tension between both regions. This became more apparent after Nigeria and Uganda, respectively, signed their anti-gay bills into law in January and February 2014. In response to this, the Western powers decided to take some punitive measures, especially imposition of sanctions, against the countries to pressurise them to repeal their laws. In an unusual manner, the African states are radically determined to go ahead with their anti-gay laws in open defiance to the demands of the Western powers. This development, which is informed by a number of factors, shows a rather new pattern of behaviour by African states in global politics.
