391. EU's Neighbourhood Policy: A Question of Space and Security

Abstract:
Terrorism and immigration stemming from the Southern Mediterranean have made it to the top of the European security agenda since 11 September 2001. This paper analyses the European Neighbourhood Policy in the light of European security perceptions. It suggests that the reason why the EU has difficulties in coming up with a coherent policy towards the Southern neighbours are due to fact that the EU and its member states are in an immense internal and external crisis of identity. This crisis has been further aggravated after the French and Dutch 'no' to the European Constitution. The paper makes the argument that the tension between modernity and post-modernity, between the European model of export of universalism and the increasing tendency to close the borders towards the 'others' further aggravates the identity crisis. The paper concludes that these tensions are increasing thus making it still more difficult for the EU to behave as an exporter of European values.

392. The U.S. and Transatlantic Relations: On the Difference between Dominance and Hegemony

Abstract:
It is important to distinguish hegemony from dominance, as various authors like Machiavelli, Gramsci, and Nye have argued. This distinction allows one to appreciate that the first Bush Administration attempted to be a dominant power rather than a hegemonic one. A long list of assertions of essentially unilateral dominant power projections is actually buttressed by two pillars: primary of hard power but also American exceptionalism. By comparison to Europe, the George W. Bush version of American exceptionalism emphasizes traditional and absolute U.S. state sovereignty, a corresponding depreciation of international law and organization, parochialism, and non-muscular multilateralism. Because of all this the U.S. is largely responsible for the crisis in Atlanticism. The Europeans, however, have made their own contributions to this crisis. The crisis needs to be resolved, as the management of various international problems requires trans-Atlantic cooperation. Fortunately there are signs of movement toward this cooperation, although the signals are mixed on the U.S. side.

394. Settlers, Refugees, and Immigrants: Alternative Futures for Post-Settlement Cyprus

Abstract:
The central theme of this article is the introduction of scenario planning in the negotiation of the settler, refugee, and immigration issues in Cyprus and other divided societies. While advocating support for the United Nations Plan for the Comprehensive Settlement of the Cyprus Question (the .Annan Plan.), the article proposes alternative ways of linking its immigrant, Turkish settler and Greek Cypriot (GC) refugee quotas. The Turkish Cypriot (TC) community is provided with a choice between a community-homogeneous future with fewer settlers and refugees, and a multicultural one with more of each. Subsequently, an explicit link is made between the numbers of the Greek Cypriot refugees and those of the Turkish settlers, immigrants, and TC émigrés. This paper argues that a TC constituent state which accommodates more of the latter should also be in a position to welcome more GCs under a low percentage of the TC population: a potentially win-win situation. Finally, we address the scenario in which TCs opt for a multicultural future but GC refugees do not actually resettle, with a safeguard provision that compensates the GC side in another issue such as security, government, or even territory. By compensating possible losses in one area with favorable readjustments in another, these safeguards eliminate worst case scenarios for both sides, preserve the initial balance of the negotiated settlement, and maximize the negotiability and credibility of the Annan Plan. At the same time, the settler, refugee, and immigration issues are linked in new and innovative ways to emphasize a better human rights environment for all.

For almost 50 years, proposals by the European Union to develop a common foreign and security policy for all member states failed. Since the late 1990s, however, the situation has changed. Despite, or perhaps because of, member states' disagreements over Iraq, the EU probably will continue to develop common foreign and security policies, and the European Commission may begin to play a role in developing new European military capabilities.

Having conducted a frank and in-depth diagnosis of core differences and commonalities in the first workshop, the second workshop extended its scope to include sessions on specific areas of collaboration such as homeland security and humanitarian intervention.

In April, the European Union (EU) dodged a bullet by refusing to take up the issue of overturning its 15-year-old ban on selling arms to China. Supporters of lifting the embargo, led by France and Germany, are unlikely to abandon their quest, however, and the issue will likely come up again for review, perhaps as early as this summer. If it lifts the ban, the EU risks further damaging a transatlantic alliance already strained over Iraq and other issues, with very little likelihood that its defense industry would see much, if any, benefit.

The Chinese Communist Party (CCP) leadership has been at pains not to appear to be gloating over the American quagmire in Iraq. Yet in terms of geopolitical calculus, there is little doubt Beijing sees America's worsening problems in Iraq as beneficial to China's global standing, diplomatically and militarily. Capitalizing on fissures in the international community over Iraq and America's war on terror, China has strengthened ties with key members of the European Union and the United Nations in an effort to counterbalance U.S. hegemony. Meanwhile, Chinese experts' scrutiny of the exploits as well as challenges of American and Allied Forces in Iraq will have a big impact on the People's Liberation Army's (PLA) ambitious modernization drive.

Abstract:
While states are responsible for honouring any commitments to one another that they make, it has become obvious that they are not always capable of doing so. Where the failure to implement agreed undertakings reflects a lack of financial or technical capacity rather than a deliberate effort to undermine the terms of an agreement it is preferable for all parties to offer assistance rather than criticism and punishment. Since the end of the cold war a new type of international cooperation has taken place as states have rendered practical assistance to one another to reduce common threats arising from weapons of mass destruction (WMD) as well as weapons-related materials and expertise. In broad terms this assistance has been of three types: facilitating the dismantlement and destruction of weapons; the establishment of a safe and secure chain of custody over weapons or other items; and demilitarization and conversion projects.
