Abstract:
The essay analyses the role of NATO in the post-Cold War period by conduct- ing a comparison of the cases of NATO’s operations in Kosovo and Libya. The article re- veals the enhanced weight of the Alliance member states and the European countries’ ac- tive role in protecting their regional interests and also show how the state interests of the USA and Russia played a significant role in the two cases. This analysis of the behavioral patterns of the former Cold War adversaries could provide a useful interpretation and per- haps an explanation of the current events in Ukraine. The pursuit of power continues to dominate the international relations arena as the confrontation between the USA and Rus- sia is far from over.

Abstract:
At the moment, the center of global economic and political gravity is rapidly shifting to the Asia-Pacific Region. This region possesses vast financial, resource-related, industrial and human potential. As the center of global development rapidly shifts to the East, Rus-sia regards the Asia-Pacific Region as the engine of the world economy, the key to which is a burgeoning China. In contemporary international relations the fast-moving rise of the PRC has become a crucial issue that concerns both Western and Russian political leaders, scholars and common citizens. The true intentions of the Chinese leadership as it pursues its foreign policy course remain quite nebulous and ambiguous. In various spheres and at a various levels of Russian society there are quite a few discussions and disputes about what, in fact, lies behind the global phenomenon of the “rise” of China, what consequences it entails for Russia, and how Moscow should organize its relations with Beijing.

Abstract:
The first few months of 2014 brought an unprecedented collapse of the Russian Federa-tion’s image on the world stage, the worst since the end of the Cold War. The events in Ukraine and the reaction to them by a significant number of countries in the interna-tional community, quickly demoted Russia to that group of countries whose foreign policy provokes harsh condemnation. For the first time in decades, international sanc-tions have been put in place against Russia, adopted by a large number of the world’s largest countries, de facto downgrading Russia to the rank of a rogue state; these sanc-tions are intended to exert pressure on the elite, who are responsible for implementing certain foreign policy decisions. For many experts, the events are associated with a new and sudden sea-change in Russia’s foreign policy. However, it appears to us that the cur-rent stage of cooling relations with the West is a logical consequence of the way in which the Russian state was constructed in recent years; in fact, a different scenario could hardly have been anticipated. This article presents the author’s view of the mecha-nisms and logic that shaped Russia’s foreign policy course, which has evolved through several iterations in the last three years. The below analysis could facilitate a fuller un-derstanding of Russian motives in international relations, and help find opportunities and mechanisms for dialogue between Russia and the West.

Abstract:
One of the most remarkable phenomena of Contemporary International Relations is the fact that Africa became object of a new global race, like in the end of the 19th Century. In the beginning of the 21st Century, however, the most dynamic protagonists of such movement are the emerging powers, and not the European metropolises. Such process occurs in a frame of economic and social development in Africa, besides a diplomatic protagonism, which represented an unexpected feature for many. Africa, in marks of globalization and the end of the Cold War, experienced a second "lost decade", with bloody internationalized civil wars, epidemics (HIV/AIDS, cholera and the Ebola virus, among others) and economic marginalization.

125. Trade policy issues in the Wider Europe - that led to war and not yet to peace

This paper looks at the trade policy landscape of the EU and the wider Europe, with a focus on issues arising from the signature on 27 June 2014 of Deep and Comprehensive Free Trade Agreements (DCFTAs) between the EU and three East European countries (Georgia, Moldova and Ukraine), and actual or prospective issues relating to the customs union of Belarus, Russia and Kazakhstan (BRK), and the Eurasian Economic Union whose founding treaty was signed on 29 May 2014. While the contrived collision between these projects has tragically induced Russia to break all the established international security norms by waging war against Ukraine , the present paper deals essentially with trade policy issues . The huge expansion of intercontinental free trade area negotiation s currently underway, in which the EU is an active participant alongside much of the Americas and Asia, stands in contrast with Russia's choice to restrict itself to the Eurasian Economic Union, which is only a marginal extension of its own economy. Alone among the major economies in the world, Russia does not seek to integrate economically with any major economic bloc, which should be a matter of serious concern for Moscow. Within the wider Europe, the EU's DCFTAs with Ukraine, Moldova and Georgia are a major new development, but Russia now threatens trade sanctions against Ukraine in particular, the economic case for which seems unfounded and whose unilateral application would also impair the customs union. The Belarus-Russia-Kazakhstan customs union itself poses several issues of compatibility with the rules of the WTO, which in turn are viewed by the EU as an impediment to discussing possible free trade scenarios with the customs union, although currently there are far more fundamental political impediments to any consideration of such ideas. Nonetheless this paper looks at various long-term scenarios, if only as a reminder that there could be much better alternatives to the present context of conflict around Ukraine.

After more than three1year deadlock, 2013 was marked by the attempt by Brussels and Ankara to restart the dialogue for Turkey’s accession to European Union. Two developments were remarkable in this process: the release of the most favorable Progress Report on Turkey since 2009, and the opening of the community acquis Chapter 22 on Regional Policy and Coordination of Structural Instruments. Regarding the former development, the European Commission underlined the positive steps achieved by Turkey and the pressing need for the EU to enhance its engagement with Turkey and revitalize the accession negotiations’ framework as the main way to promote EU sponsored reforms. As far as the latter development is concerned, the relevance of the opening of a new chapter cannot be overestimated as the political stumbling blocks, which led the negotiations to stagnation, have been kept untouched and are still far from solved. This policy update is intended to give account of the main issues connected with these developments and underline the reasons for why they have to be considered important steps forward but¬ the decisive ones.

Abstract:
The article tries to examine Britain's place in EU's policymaking towards Iran. Having in mind the importance of the EU in international stages and also in economic and political matters, the following article has shed light on the ups and downs of Iran's relations with the UK as one of the important EU-nation states and has concluded that an effective but careful and logical relationship with EU member states could expand the space of more collaborations and in this regard Iran can utilize EU's capacities. Britain in contrary to the US has avoided military tools and has chosen a negotiating policy toward Iran and has assured other member states of these negotiations. Iran should choose a definite strategy towards EU based on having a complete knowledge of each member – state and their capabilities and special potentials in cooperation with Iran.
