641. A New Statecraft? Supranational Entrepreneurs and International Cooperation

Abstract:
Studies of international regimes, law, and negotiation, as well as regional integration, near universally conclude that political entrepreneurship by high officials of international organizations—“supranational entrepreneurship”—decisively influences the outcomes of multilateral negotiations. Studies of the European Community (EC) have long stressed their informal agenda-setting, mediation, and mobilization. Yet the studies underlying this interdisciplinary consensus tend to be anecdotal, atheoretical, and uncontrolled. The study reported here derives and tests explicit hypotheses from general theories of political entrepreneurship and tests them across multiple cases (the five most important EC negotiations) while controlling for the actions of national governments. Two findings emerge: First, supranational entrepreneurship is generally redundant or futile; governments can almost always efficiently act as their own entrepreneurs. Second, rare cases of entrepreneurial success arise not when officials intervene to help overcome interstate collective action problems, as current theories presume, but when they help overcome domestic(or transnational) collective action problems. This suggests fundamental refinements in the core assumptions about transaction costs underlying general theories of international regimes, law, and negotiation.

Abstract:
In December 1997, the Third Conference of the Parties (COP-3) to the United Nations Framework Convention on Climate Change (UNFCCC) met in Kyoto, Japan to negotiate a protocol to limit greenhouse gas (GHG) emissions. Two of the main features of the Kyoto Protocol are (1) legally binding requirements for Annex I countries to reduce collectively their emissions of six greenhouse gases by at least 5.2% below 1990 levels between 2008 and 2012; and (2) flexibility measures, including joint implementation (Article 6), a Clean Development Mechanism (Article 12) and emissions trading (Article 17, which appeared as Article 16bis in the draft Protocol text adopted in Kyoto) to encourage countries to meet their obligations at the lowest cost. Although emissions trading (ET) provisions were included in the Kyoto Protocol, the Parties did not establish rules and guidelines for the trading system. Instead, Governments have been asked to address these issues at COP-4, to be held in Buenos Aires, Argentina on 2-13 November 1998.

Abstract:
Three levels or institutions have emerged as crucial within the OSCE framework for handling ethnopolitical conflicts in Eastern Europe—the Permanent Council made up of the OSCE Permanent Representatives of the currently 55 participating States, the OSCE High Commissioner on National Minorities and the long-term missions which the OSCE maintains in over a dozen trouble spots. The OSCE shows considerable success indealing with ethnopolitical conflicts where away from its rivalry with the United Nations, NATO or the European Union it can set its sights somewhat lower — Chechnya, Crimea, the Baltic states, South Ossetia, Transdniestria, Macedonia and Eastern Slavonia. Here OSCE has succeeded in transforming conflicts that have broken out and in contributing to the prevention of future conflicts. However, major conflicts such as Bosnia-Hercegovina or Nagorny-Karabakh appear to be too unmanageable for OSCE’s still embryonic structures with its insufficient military know-how and low acceptance among major partners.

Abstract:
According to Ole Wæver, a leading student of the travails of the "New Europe," Western Europe is probably the part of the world that currently exhibits "the most advanced case of border fluidity and transgression of sovereignty." So dramatic are the processes underway that they have led otherwise prudent political scientists to turn to the trendy idiom of "postmodernity," meaning in the context of IR theory first and foremost "post-sovereignty." Thus John Ruggie has argued that what he sees as "the unbundling of territoriality" - i.e. the incipient decoupling of sovereignty and (nation)state - constitutes "nothing less than the emergence of the first truly postmodern international form." Similarly, Saskia Sassen notes that in the process of globalization the notion of a "national economy" has come to be replaced with that of a "global economy." As a consequence, she argues that while sovereignty and territory very much "remain key features of the international system," they have been "reconstituted and partly displaced onto other institutional areas outside the state." Thus, she concludes, "sovereignty has been decentered and territory partly de-nationalized."

Bulgaria’s missing institutional or effective bilateral contact pillars of national security, the conscientious alienation of Bulgaria by Russia and the treatment of the country by the west as a partner of secondary or even lesser importance endangers the very integrity of the Bulgarian society, the security of the Balkan subregion as well as the stability of Europe in general. Bulgaria desperately needs an anchor for its national security system and Laszlo Nagy’s and Valeri Ratchev’s considerations add importantly for the clarification of the issue. This Research Report is a part of the research activity of ISIS of openly and honestly assessing the needs, interests and the possible solutions of the Bulgarian national security dilemmas in the context of an All-European system of cooperation and stability.

Abstract:
Estimates of the comparative health of the North American and Western European economies and societies have had their fashion cycles - from Servain-Schreiber's warnings that Europe was falling behind, rather than catching up with, American technological leadership in the 1960s, to European exasperation over American trade and budget deficits in the 1970s, to anxieties over Eurosclerosis in the early 1980s and over the American loss of international competitiveness in the late 1980s. Presently, by all accounts, the sick man is again Europe, with higher unemployment and much lower rates of job creation over the last two decades or so. The main problem is a rising level of long-term unemployment that mainly affects unskilled workers and, in most countries, young job seekers with low levels of schooling.

In September 1994, the Commission on Radio and Television Policy, bringing together the New Independent States, Poland, the Czech Republic, and the United States, met in St. Petersburg, Russia, to discuss the most important policy issue of the electronic media: how to strengthen the independence of radio and television. The members of the Commission represented several different approaches and types of government, but, in the end, there was unanimous agreement on a communiqué urging all parties to defend and extend autonomy of the media.

The meeting in Alma Ata of the Commission on Radio and Television Policy marked a new and important stage in the collaboration between the United States and the former Soviet Union. I was proud to serve as co-chairman, together with Eduard Sagalaev. The Commission now has been enlarged to include the major television stations of newly independent republics of the former Soviet Union and the head of an organization of independent stations. It is a unique body.

The first meeting of the Commission on Television Policy culminated a project that began with basic research on the impact of television on the electoral process in many countries. From this research, a Working Group developed a document presenting a wide range of options and trade-offs in broadcast practice and rules worldwide. With this reference document, Commissioners from the United States and the independent states from the territory of the former Soviet Union began their discussions at The Carter Center on November 15 and 16, 1991.
