261. The instinctive multilateralist: Portugal and the politics of cooperation

Abstract:
The Portuguese people believe that their country’s fate is inextricably tied to that of the European Union. A survey carried out ahead of the Portuguese national election suggests that the Portuguese bounced back quickly from a surge in Euroscepticism linked to the strict conditions of Portugal’s 2011 bailout package. Portugal values the economic benefits of EU membership primarily, but its people believe in the EU as more than just an economic project. The Portuguese are instinctive multilateralists, and hope that the bloc can help them tackle the challenges of globalisation: from climate change to cooperation on the impact of freedom of movement on Europe.

Abstract:
ICDS Research Fellow Kalev Stoicescu and Non-Resident Fellow Maxime Lebrun made a thorough analysis of the defence cooperation and partnership between Estonia and France. They concluded that this successful relationship, which evolved in a short time literally starting from mutual neglect, is based both on pragmatism and political vision. It also serves as a very good example of fruitful cooperation between rather different European partners in terms of size, military capabilities, history and culture, geography etc. France contributes to NATO’s enhanced Forward Presence, a vital deterrence measure for the Baltic states and Poland, and Estonia participates actively in French, EU and UN operations in sub-Saharan Africa. In this context, France promotes the European Intervention Initiative (in which Estonia participates) and the concept of European Strategic Autonomy (Estonia, as well as other Allies, are not yet convinced of its aims and utility). The analysis offers a comprehensive overview on the matter for those who are interested in the defence policy of Estonia and France, and the development of the defence dimension of the European Union.

Abstract:
President Donald Trump’s words and actions are disrupting US-European relations. Yet the structural basis for strong transatlantic ties endures. Key institutions and forces involved in the making of US foreign policy exhibit more continuity than change with respect to transatlantic relations. Congress strongly supports NATO. It agrees with the President on the need for greater burden-sharing, yet opposes the President’s harsh and gratuitous attacks on the Alliance. Executive Branch Departments, especially the Department of Defence, have longstanding institutional ties with European counterparts. High-level meetings, defence cooperation agreements, military exercises, and relationship-building continue without interruption. The US business community strongly opposes tariffs, and has been able to blunt the Administration’s further imposition of tariffs on European partners. Public opinion still strongly supports transatlantic defence and trade relations, even as partisan differences grow.

Abstract:
Russia and China share a number of interests in the Middle East: limiting US power and maintaining good relations with all players in the region while remaining aloof from the key conflicts, especially between Iran and Saudi Arabia, and Iran and Israel. Russia’s position has been based on political support for particular states, arms sales and the provision of civilian nuclear energy technology. Moscow has boosted its role by intervening militarily in the Syrian civil war. China has been strengthening its political position in the region for the last decade and its presence is more substantial from a financial-economic perspective. The current Chinese and Russian regional posture further marginalises the influence of the EU in MENA. In the Middle East, the EU is already a weaker economic actor than China and a weaker military player than Russia. However, the EU can cooperate with Russia and China on upholding the Joint Comprehensive Plan of Action on Iran’s nuclear programme.

The EU-China economic relationship is transitioning to a new era. Years of soaring Chinese investments in Europe are increasingly met with unease by EU leaders. Beijing’s influence on the activities of its global economic actors have resulted in economic security concerns about critical infrastructure and national security on the continent. A hectic debate about security risks of Chinese technology companies and a new EU regulation on a common investment screening regime are evidence of an ongoing policy response to perceived growing risks from economic interdependence. Europe is right to acknowledge these risks. But Europe is also divided. Lacking common priorities for action makes individual policies vulnerable and insufficient. A new EU strategy on China must start at home. Of course, Member States’ political expediency is the Union’s eternal handicap. This policy brief offers three lines of action in which policy reform can support Europe’s resilience and reinforce the foundation of an EU strategy on China

This paper examines debates about soft power and popular culture, with particular attention to the framing and reception of the opening ceremonies at the Olympics. It examines how national narratives, particularly in the oft-noted Beijing 2008 Games and the London 2012 Games, have been analysed, turning then to a discussion of clues regarding the likely framing of the 2020 opening ceremony in Tokyo.
