Abstract:
This year's volume presents the official outline of Denmark's foreign policy in 2012 by Claus Grube, Permanent Secretary of State for Foreign Affairs. Besides that Ravinder Kaur contributes with the first academic inquiry into the causes of the Danish-Indian diplomatic deadlock in the extradition case concerning Niels Holck (the prime accused in the Purulia arms drop case). Mette Skak addresses the role of the emerging BRICS powers (Brazil, Russia, India, China, and South Africa) in Danish foreign policy and offers her policy recommendations. Hans Branner shifts to a diachronic perspective. In his article about Denmark 'between Venus and Mars' he stresses elements of continuity in Danish foreign policy history; activism is not solely a post-Cold War phenomenon. Derek Beach turns to the scene of the current European economic crisis, analysing and interpreting the Fiscal Compact agreed during the Danish EU Presidency.

102. English-Taught Master's Programs in Europe

Abstract:
In recent years, European countries in which English is not the primary language of instruction have developed an increasing number of programs taught either fully or partly in English in order to serve domestic demand for higher education in English and to attract students from around the world. In an IIE briefing paper published in 2012, we looked at trends related to English-taught master's programs in Europe. We were able to gain new insights into the types of programs that were on offer, as well as the types of programs international students were looking for. This paper takes another look at data from StudyPortals.eu, the most comprehensive website related to educational offerings in Europe, in order to get a sense of where the market is going. In 2011, StudyPortals estimated that 90 percent of English-taught master's programs in Europe were represented on the website, which makes it a remarkably accurate reflection of the situation on the ground.

Both the EU’s recognition of the importance of its value system and Turkey’s rediscovery of its European component in its foreign policy identity have occurred during a period of radical transformation in the Mediterranean region. The Arab Spring has resulted in a process of renegotiation over territory, identity and governance which has eventually fostered the idea of a new regional political community. The EU is in an advantageous position now if it truly wants to build a political community eastwards and southwards. One logical move would be a renegotiation in the EU over Turkey’s role in a new vision for the future of the EU. Turkey’s European identity and policy style will continue to shape its own neighbourhood policy as it is at the centre of a new geopolitical thinking. Ankara sees itself as having an order-instituting role in its changing neighbourhood and is in a process of recalibrating its policies in this direction. The Turkish and EU models complement each other, and there is no possibility for any other model to compete with these perspectives in the foreseeable

105. World Trade 1970-2010: Globalisation, Regionalisation and Reallocation

Abstract:
Using data for more than 200 countries, split into nine regions, we study world trade in goods during 1970-2010. The largest changes are the declining relative importance of Western Europe, and the increasing role for Asia. The intra-regional trade of Asia grew particularly fast; from 4 to 16% of world trade. Due to growing intra-regional trade in Europe and Asia, world trade became more intra-regional until 1995. Manufacturing trade is more regionalised, whereas commodity trade is more globalised. After 1995, extra-regional trade flows grew faster so there was “globalisation” with trade travelling longer distances and a rising share for commodities. From 2000, smaller trade regions such as Africa and Latin America have increased their shares of world trade; reversing the trend over the 30 preceding years.

Abstract:
The European sovereign debt crisis is surprisingly persistent in defying any solution. Germany would be a natural candidate to lead the implementation of measures to stop the crisis. However, Germany has shown only limited effort in doing so, although it benefits significantly from the Euro. Germany is often accused of weak leadership and questionable economic assumptions by the media. Instead, this paper will argue that Germany has acted rationally and benefits from a delay of the crisis. The analysis of the current situation, which is based on a game-theoretic model, offers evidence that some countries maximize their benefits by delaying the crisis. The crisis stimulates exports due to an undervalued Euro and significantly decreases interest rates for safe sovereign bonds. The delay of the crisis introduces a high risk that the monetary union will break up, even if all countries would individually prefer to keep the monetary union. This risk is created by the structure of the decision making process, which has an inherent tendency towards the delaying of a solution. A different decision making process based on majority rule would increase the likelihood that a solution to the crisis would be developed more quickly. Alternatively, concessions by countries suffering from a delay of the crisis to countries like Germany can compensate for any foregone benefits.

For the first time in its history, Russia this year assumed the leadership of a major Asia- Pacific forum—APEC. In September the organization's annual summit will be held in Vladivostok and through this congress Russia hopes to demonstrate to the world, and its own citizens, that the country is once again a power in both Europe and Asia. It is a bold vision, which is bound to Russia's national development strategy and Great Power aspirations. As one Russian diplomat told this author, if Russia really becomes involved in Asia it could change the country and also the world.

This report is based on the DIIS conference "The EU's Eastern Neighbours – The Road to Viable Reforms and Efficient Assistance" held in March 2011 in cooperation with the Ministry of Foreign Affairs of Denmark. The aim of the conference was to provide input for the upcoming evaluation of the Danish Neighbourhood Programme (DNP) in the light of the ongoing review of the European Neighbourhood Policy. Focusing on various aspects of development in the Eastern Neighbourhood, various stakeholders, donors, politicians, NGO's and researchers all gave their views on how development can be improved. The roles of conditionality, economic growth and donor coordination were among the issues discussed. Several of the contributions can be found in this publication.

This report examines a number of possible future orientations with regard to the interparliamentary scrutiny of the Common Foreign and Security Policy (CFSP). It sets out the democratic challenges facing European integration and the new context surrounding the CFSP in the wake of the Lisbon Treaty, focusing in particular on the existing legal provisions for the interparliamentary scrutiny of the CFSP. The paper surveys previous initiatives as well as current discussions regarding the future interparliamentary scrutiny of the CFSP. The author analyses the various options on the table and makes a number of recommendations for the best possible organisation of such interparlamentary scrutiny in the future.
