31. Healing the Gap: Building Inclusive Public-Health and Migrant Integration Systems in Europe

Abstract:
The COVID-19 pandemic has pushed European health-care systems to their limits, as millions of Europeans have fallen ill and hundreds of thousands have died from the virus. But these harms have not been felt evenly. Immigrants and refugees have had disproportionately high risks of infection and mortality, in part due to frontline and close-proximity jobs. This uneven impact has drawn increased attention to factors that have long created vulnerabilities for migrants across the health continuum, including greater exposure to drivers of ill health (such as low income and poor housing) and barriers to accessing health services. There is also a close link between migrant health and integration, as health problems may prevent immigrants from completing integration courses, from finding or maintaining employment, and from participating fully in their communities. Ensuring that health disparities are addressed and do not become long-term barriers to integration thus promises to foster more inclusive societies in addition to its benefits for individuals, families, and public health. This report examines the impact of the pandemic on Europe’s migrant populations and how European governments and nongovernmental actors have responded, including with initiatives to improve health-care accessibility. It situates this discussion within a broader look at how the migrant health policy field has grown since the early 2000s, and how trends that have emerged during the COVID-19 crisis may further shape this policy area.

Abstract:
Across Europe, the COVID-19 pandemic has strengthened awareness of the importance of robust, well-functioning welfare states in helping individuals, families, and communities weather threats to their lives and livelihoods. Initial EU and Member State responses to the pandemic and its economic fallout were much more vigorous than responses to other recent economic shocks, such as the Great Recession and the European debt crisis. Even so, European societies will likely have to contend with long-term social and economic impacts, which in many cases are exacerbating existing inequalities. The shift in the structure and goals of welfare spending since the start of the pandemic can be understood through the prism of “social investment.” In recent decades, European welfare states have moved away from a predominantly reactive focus on financial safety nets that protect individuals during periods of unemployment and illness, and toward investing in people’s human capital and employability to help them navigate life transitions and drive growth in advanced knowledge economies. Looking ahead, the success of social-investment policies will depend on their ability to account for immigration and diversity, increasingly prominent features of European societies that are central to understanding the nature and development of socioeconomic inequalities. This report explores whether the social-investment approach to welfare states could serve as a tool for post-pandemic recovery—particularly in diverse, immigrant-receiving societies. It examines how European welfare systems fared and adapted during the Great Recession, how social investment seeks to balance social and economic goals, and how lessons from recent immigrant integration policy developments could help improve the reach, accessibility, and relevance of social-investment initiatives.

Abstract:
The article aims to analyze Brexit from the perspective of the Visegrad Group countries in the context of the future of the European Union. Addressing this issue is important from the point of view of assessing the role of the EU for the Visegrad countries. The main thesis of the research is that Brexit will not lead to a reform of the EU in the coming years, which is what some of the Visegrad Group countries are trying to do. The article is provocative, because, during the migration crisis, the Visegrad Group was shown as a brake on the European integration process. After Brexit, it was considered that some of EU Member States could follow Great Britain and leave the EU. The article complements the scientific achievements in this field, as it presents the view from the country of Central and Eastern Europe.

Abstract:
European cities and towns deserve to have a bigger say in developing migration and integration policies at the national and EU level. European cities and towns are at the forefront of the reception and integration of refugees and migrants. Their expertise and knowledge are crucial in crafting workable solutions for new arrivals and their host communities. Luckily, EU institutions and a growing number of member states are starting to recognise municipal actors as essential players in integration governance. However, moving away from ad hoc exchanges on integration towards more structural forms of cooperation, and opening up migration policy debates to local input remains challenging. Building on an analysis of the benefits of proactive cooperation between local authorities and EU institutions, this Policy Brief presents recommendations to (i) strengthen the local impact on supranational policymaking; (ii) link migration and integration policies through the inclusion of municipalities; and (iii) mitigate the urban-rural divide.

35. The Political Economy of Industrial Policy in the European Union.

Abstract:
The Great Recession renewed calls for a return of state activism in support of the European economy. The widespread nationalization of ailing companies and the growing activism of national development banks led many to celebrate the reappearance of industrial policy. By reviewing the evolution of the goals, protagonists, and policy instru- ments of industrial policy since the postwar period, this paper shows how state intervention never ceased to be a crucial engine of growth across the EU. It argues that the decline of the Fordist wage-led production regime marked a turning point in the political economy of industrial policy with the transition from inward-looking to open-market forms of state in- tervention. The main features of open-market industrial policy are then discussed referring to the cases of the internationalization of national champions in public service sectors and the proliferation across the EU of industrial clusters. Finally, the paper reviews postcrisis in- stances of state intervention and highlights how, rather than breaking with past tendencies, the Great Recession further accelerated the shift towards open-market industrial policy.

36. Can Religious Human Rights Discourses Help Integrating Muslim Migrant Communities Across Europe?

Abstract:
The perception of Islam as antithetical to European human rights values is widespread in Europe. Such perceptions complicate the task of integrating Muslim minorities across Europe. While incrementing respect to human rights norms among migrant communities is an important element of any integration policy, this goal should not be perused by forcing migrant communities to adhere to human rights norms based on purely secular grounds. The drafting history of the Universal Declaration of Human Rights is the ultimate proof that human rights can be justified from different political, philosophical and religious perspectives. While European States cannot compromise their commitment to human rights, even in relation to migrant communities, still, they must allow other narratives on the importance and the meaning of human rights to emerge. Muslim migrant communities must be allowed to engage in intra-group religion-based dialogues to reevaluate their stance on human rights and to debate their meaning. After being given the opportunity to engage in internal debates on the significance of human rights, Muslim migrant communities should also be engaged in cross-cultural dialogues with the rest of community to generate a wider agreement on the meaning and the application of human rights. This two-fold strategy is consistent with the principle of subsidiarity, which suggests that for human rights be effective they must be seen as legitimate by all those small groups that are close to the individual. Such legitimacy cannot be imposed from the outside, it must emerge from within these small groups. However, for these intra-group and cross-cultural dialogues to succeed, the separation of religion and State cannot be understood as the complete exclusion of religion from the public sphere. Individuals of different philosophical or religious convictions must have an equal access to public debates on the centrality of human rights in the European legal order.

37. European migration and border management: Future reforms reassert symbolic solidarity

Abstract:
In 2021, major symbolic changes are expected to be made to European migration and border policies, as Frontex standing corps is established in January and regulations for the New Pact on Migration and Asylum should be adopted by June. The Migration Pact proposed by the Commission in September 2020 would obligate member states to help each other in the event of migratory pressure, disembarkations or situations of crisis. Despite “mandatory solidarity” in the New Pact, there is no common migration policy, but the recognition rates continue to vary from country to country. Whereas common solutions to migration and asylum policy have not been found since 2015, countries were quick to adopt a Regulation on the European Border and Coast Guard 2019/1896, which stipulates the progressive deployment of Frontex’s own 10,000 European border guards from 2021 onwards. Both migration and border management reforms are symbolically important for European integration, but member states retain their sovereign competence to decide who can stay and who should return.

38. Using Evidence to Improve Refugee Resettlement: A Monitoring and Evaluation Road Map

Abstract:
The refugee resettlement landscape has shifted considerably in recent years. A number of countries in Europe and elsewhere have launched or expanded their resettlement programs, and some have experimented with new models such as community-based or private sponsorship. At the same time, the United States—long the world’s largest resettlement country—has significantly cut its refugee admissions, leaving other countries to take the lead in global efforts to address displacement. For new and longstanding resettlement programs alike, it is vital that policymakers and program designers have the tools to gauge whether resettlement is meeting its objectives, to facilitate continuous learning, and to ensure that funding is being well spent. Robust monitoring and evaluation (M&E) holds the key. Yet many resettlement programs do not have a strong M&E culture. This report examines the added value that M&E can bring to refugee resettlement programs and identifies common obstacles that have kept countries from creating or expanding their M&E operations to date. It then lays out a road map for kickstarting this process—from finding the right “champion” to drive change, to identifying which of a program’s strategic and operational goals to monitor and evaluate, to identifying existing sources of information and designing new data collection tools. These insights are drawn in part from a pilot M&E project conducted by MPI Europe in partnership with resettlement authorities in Ireland, Italy, and the Netherlands under the framework of the European Union Action on Facilitating Resettlement and Refugee Admission through New Knowledge (EU-FRANK) project. This report was written as part of the EU-FRANK project, which is financed by the European Asylum, Migration, and Integration Fund (AMIF) and led by Sweden. 39. Measuring Up? Using Monitoring and Evaluation to Make Good on the Promise of Refugee Sponsorship

Abstract:
Interest in refugee sponsorship has taken root in a growing number of European countries since the 2015–16 migration crisis. Also called community or private sponsorship, or humanitarian corridors in certain contexts, proponents of engaging private individuals and civil-society groups in refugee resettlement tout this model’s ability to provide refugees with a warm, supportive welcome and to give sponsors a rejuvenated sense of community and purpose. Yet even as sponsorship programs are piloted and implemented in more countries, there is relatively limited evidence of whether they are living up to these high expectations and what program elements are most effective. This issue brief examines how building a monitoring and evaluation (M&E) system into sponsorship programs can help answer these and other important questions. It highlights the value M&E can bring—from strengthening political commitment to sponsorship, to increasing accountability and facilitating improvements within a program. It also lays out key challenges policymakers and program designers will need to tackle to get an M&E system off the ground. The pause in humanitarian protection programs forced by the coronavirus pandemic comes at a critical time in the development of many sponsorship schemes. Their relative youth could leave them more fragile as uncertainty looms over whether and when countries will resume their protection operations. Stronger M&E can help give decisionmakers the confidence—and evidence—they need to make smart decisions about launching, managing, or expanding a sponsorship scheme.

40. The Future of the Automotive Industry: Dangerous Challenges or New Life for a Saturated Market?

Abstract:
The automotive industry is undergoing a radical transformation. New social, technological, environmental and geopolitical challenges are redefining the characteristics of a saturated market, opening new scenarios while offering opportunities for the entry of new players. These challenges are bound to trigger reorganization of the global value chain between old and new suppliers and car makers and their suppliers, affecting the distribution of employment, the regionalization of production and the dynamic evolution of the comparative advantage of nations. In this paper we address the issue of the reorganization of global value chains in the face of these challenges. The analysis will compare the relative position of core and peripheries in the North-American and European macro-regions, focusing on Mexico, which represents a significant case study for analysis of the impact of the digital transformation on the domestic value chain in an “integrated periphery”, and of trade agreements on the location policies of big multinationals. The dependency of the Mexican automotive industry on the strategic decisions of global players is considered a factor of great vulnerability, especially in a context of rapid change in the patterns of consumption, technologies and international trade agreements. For Mexico, as for European producers in the integrated and semi-peripheries, the main challenge in the near future will be posed by the radical transformation the industry is going through in electrical and autonomous-driving vehicles, which sees regions and players outside the traditional automotive clusters in the lead. The transformations taking place are bound to change the global structure of automotive production. The rise of new competitors from the emerging economies and would-be entrants from other sectors, competing in mastering the new digital and software technologies, threatens the established structure of the industry. The pandemic has led to a spectacular acceleration in the process of change, while heightening uncertainty about future developments. This is why the governments of leading countries are joining in the race, wielding carrots and sticks in support of their industries and in the endeavor to encourage risk-taking and investment in research and innovation, step up e-vehicle production while providing for the necessary infrastructures, and guarantee their companies a place in the new industry.
