31. The Geopolitics of Digital Technology Innovation: Assessing Strengths and Challenges of Germany’s Innovation Ecosystem

Abstract:
The COVID-era public and private investment influx into Germany’s digital technology R&D is reversing amid inflation, fiscal consolidation, and geopolitical pressures coming from the Zeitenwende. Germany’s future in an EU that is among the top-tier technology powers requires a profound and rapid transition of the country’s R&D strengths into data-intensive, systems-centric areas of IoT and deep technology that are linked to the domestic manufacturing base. New policy approaches in three areas – money, markets, and minds – are needed. New technologies such as robotics, artificial intelligence (AI), advanced material science, biotech, and quantum computing tend to have broad general-purpose applications. But uncoordinated funding vehicles, universities’ civil clauses, and restrictive visa and onboarding guidelines for skilled foreign workers slow innovation in these sectors and hamper German techno-geopolitical competitiveness. In the mid-term, Germany could look at a scheme to bundle the Future Fund together with new institutional investment in a sort of embryonic German Sovereign Wealth Fund, with a proportion of funding specifically geared toward strategically important VC endeavors.

32. Determinants and Effects of Foreign Direct Investment in Austria: Spillovers to Novel Innovative Environmental Technologies

Abstract:
This study investigates the determinants of FDI in Austria, as well as their spillovers to innovating technologies, productivity, and employment, using firm-level data, for the period 2008-2018. The findings point out that a decrease in the costs of trade increases investment in foreign-owned subsidiaries in Austria, and that FDI is pre-dominantly carried out in industries characterised by greater capital-intensity, higher wages, more agglomeration and regional concentration. Furthermore, FDI is higher in regions with a larger GDP and with a larger share of the population with upper secondary and post-secondary non-tertiary education. The study also finds that there are positive spillovers of FDI to the domestic economy, which are strongest and most positive for innovative activities in environmental technologies. In other words, FDI helps Austrian firms to become more innovative in major environmental technologies. Such innovative efforts are best supported at the firm-level by supporting the total assets and investment of domestic firms, and at the regional level by increasing the share of the population with higher levels of education and employing more R&D personnel. The active presence of innovative foreign MNEs that enjoy extensive technological capacities, high-skilled labour, experienced management, and large-scale resources are also conducive to innovative activities.

A year ago on 26 November 2021, the Competitiveness Council adopted Conclusions on the governance of the European Research Area (ERA) and a Recommendation for a Pact for Research and Innovation in Europe. The European Research Council (ERC) welcomed this positive step forward[1] . However, the Conclusions and the Recommendation are the latest in a long series of efforts to complete the ERA, an objective first declared in 2000 with subsequent relaunches in 2007, 2012 and a new roadmap agreed in 2015. What lessons can we learn from past attempts to achieve the ERA to ensure better results?

34. Blockchain Technology: An Innovative Policy Tool for Enhancing Conventional Arms Control and Verification

Abstract:
Blockchain represents an unprecedented opportunity for enhancing conventional arms control (CAC) and verification. Based on the principles of transparency, verifiability, and predictability, this state-of-the-art technology could build confidence and facilitate the implementation of arms control mechanisms. Blockchain-based so-called “smart contracts” have advantageous practical implications for CAC. They could improve the verification of countries’ compliance with their CAC obligations by enhancing monitoring procedures and could strengthen arms export controls by improving treaty signatories’ ability to monitor weapons and ammunition supply chains. Reinforcing the Organization for Security and Cooperation in Europe (OSCE) framework for conventional ammunition control with a permissioned blockchain would provide greater confidentiality and improve monitoring and data verifiability, thus strengthening the OSCE’s CAC regimes.

35. The COVID-19 Catalyst: Learning from Pandemic-Driven Innovations in Immigrant Integration Policy

Despite talk of COVID-19 as a “great equalizer,” the pandemic and its economic fallout have hit certain segments of European and North American societies particularly hard. Among them are immigrants and refugees, and especially groups with distinct vulnerabilities, such as refugee children, irregular migrants, and migrant women. Without swift government intervention, the twin public-health and economic crises risk jeopardizing immigrant integration and creating durable rifts in diverse societies. Yet precisely at a time when bold and agile policy responses are needed, the pandemic has disrupted governments’ usual ways of working. When lockdown and social-distancing measures were introduced in 2020, many in-person integration services were suspended, and both these programs and the day-to-day work of governments and civil-society organizations shifted online. This opened new opportunities but also hindered the engagement of migrants, policymakers, and other stakeholders with limited digital access or literacy. This report examines how governments’ immigrant integration strategies, partnerships, and policy priorities have changed in the two years since the pandemic began. It explores how this period of forced adaption has worked as a catalyst for innovation at the local, national, and (in Europe) EU level, drawing on interviews with senior policymakers and other experts in North America and Europe. The report then distills recommendations on how to leverage these innovations to durably improve the governance of immigrant integration.

36. Open Innovation in Defense. Passing Fad or New Philosophy?

Abstract:
The use of civilian technologies on the battlefield—one of the lessons that can be drawn from recent conflicts—is attracting growing interest from the armed forces of France and other nations. The growing number of examples of effective integration of civilian technologies into the armed forces, including during conflict, shows the importance of open innovation and the acceleration of the international race toward innovation in the defense industry. The war in Ukraine offers several practical examples of the operational added value that open innovation can offer. A case in point is the GIS Art for Artillery smartphone app, the deployment of which was speeded up after Ukraine was invaded by Russian forces, and which enables Ukrainian soldiers to order an artillery strike by entering the GPS coordinates from their phones. Under certain conditions, open innovation in defense can therefore reset or even reverse the balance of power. Its goal is to detect, stimulate, and capture civil society innovations and, via short cycles, integrate them into force structures so as to seize opportunities or respond to challenges on the ground. For states, this mode of innovation now seems to be the norm, without raising questions about the way armament operations are conducted. More than just a passing fad resulting from the development of “agile methods” imported from the civilian world, open innovation in defense has become vital to ensuring operational superiority. It strengthens arguments in favor of a “new philosophy” for France’s Defense Technological and Industrial Base (DTIB).

Abstract:
Cyber security is a growing problem associated with everything a citizen or organisation does in cyberspace. The problem thus outlined fits into a multifaceted programme that can be addressed through cyber security management. The analysis in the article compares the level of cyber security awareness among the staff of public institutions and the private sector in four Central European countries, namely Poland, the Czech Republic, Slovakia and Hungary. Public institutions are by nature open, decentralised and rich in a wide range of data about the state, society, economy, economics and research and innovation. For this reason, they are often exposed to serious cyber threats. This study examines the relationship between cyber security culture and the urgent need for preventive action against possible cyber threats. The main thesis of the study is that an adequate understanding of cyber security culture and improved awareness among employees about digital threats is key to achieving cyber security growth. The research illustrates breaches in so-called digital hygiene, which are caused by a lack of knowledge, skills and errors in employee behaviour. Following a survey of staff employed in both public and private organisations, an identification of key cyber security risk factors is made. Increasing staff competencies can help improve cyber resilience.

38. Hackers, Hoodies, and Helmets: Technology and the changing face of Russian private military contractors

The first time Russia invaded Ukraine in the twenty-first century, the Wagner Group was born. The now widely profiled private military company (PMC) played an important role in exercising Russian national power over the Crimea and portions of the Donbas—while giving Moscow a semblance of plausible deniability. In the near decade since, the Russian PMC sector has grown considerably, and is active in more than a dozen countries around the world. PMCs are paramilitary organizations established and run as private companies—though they often operate in contract with one or more states. They are profit-motivated, expeditionary groups that make a business of the conduct of war.1 PMCs are in no way a uniquely Russian phenomenon, yet the expanding footprint of Russian PMCs and their links to state interests call for a particularly Russian-focused analysis of the industry. The growth of these firms and their direct links to the Kremlin’s oligarch network as well as Moscow’s foreign media, industrial, and cyber activities present a challenge to the United States and its allies as they seek to counter Russian malicious activities abroad. As signals intelligence and offensive cyber capabilities, drones and counter-drone systems, and encrypted communications become more accessible, these technologies will prove ever more decisive to both battlefield outcomes and statecraft. More exhaustive research on these issues is necessary. The ongoing conflict resulting from Russia’s second invasion of Ukraine in this young century seems likely to shape the conduct of Russian foreign policy and security behavior for years to come—and these firms will play a part. The activities of these PMCs include high-intensity combat operations, as evidenced in Syria in 2018 and Ukraine in 2022, and a mix of population control, escort and close protection, and local direct-action activities, as seen in Libya, Mali, and elsewhere.2 Given the sourcing and dependence of Russian PMCs on Russian military service personnel and no small influence of Russian doctrine, the questions to reasonably ask include: How do changes in the Russian conduct of war and adoption of new technologies influence these PMCs? Moreover, how might these technological changes influence the role these PMCs play in Russian strategic goals and activity abroad?

39. Strategic Autonomy and Long-term Innovation Competitiveness: On the Importance of Intellectual Property Rights for the Production of High-Value Medicines in the EU

Europe’s political leaders have in recent months called for “European industrial autonomy”. Notions of dependency, sovereignty and resilience are now also referred to in policy proposals targeted at pharmaceutical companies, with “strategic autonomy” being the ultimate political ambition. The precise meaning of strategic autonomy in biopharmaceutical industries remains yet to be defined, although the current Pharmaceutical Strategy only refers to “open strategic autonomy” in the context of dependencies and supply chains. This is regrettable, as it does not take into account the importance of strategic research and innovation autonomy, allowing the EU to ensure a high degree of autonomy in innovative medicines and therapies. Current policy conceptions fail to account for businesses’ long-term international innovation competitiveness and Europe’s capability to attract investments in pharmaceutical research and cutting-edge production technologies. Present conceptions of strategic autonomy of Europe’s pharmaceutical industry disregard the fact that the EU is substantially lagging the USA and, increasingly, other parts of the word in pharmaceutical innovation. Clinical trials’ pipeline data shows that, in the future, EU Member States will very likely become increasingly dependent on innovative medicines that are temporarily protected by patents and market exclusivity rights held by non-EU rights holders in many therapeutic areas. This gives some urgency to Commission President von der Leyen ensuring that the European industry remains an “innovator” and “world leader” (Mission Letter by Commission President von der Leyen to Commissioner Kyriakides). The European Commission’s current understanding of sovereignty in pharmaceutical industries centres around one core theme: the reduction of dependencies from pharmaceutical suppliers outside the EU. At the same time, in an effort to achieve equitable access to affordable medicines and to foster research into unmet medical needs, it considers changes in the incentive structure for research in medicines for children and rare diseases, and new obligations for companies to achieve a more equitable access to medicines across Member States. While these objectives are generally merited, the Commission has established a narrow perspective about a concept that is aiming for ambitious long-term achievements for Europe’s pharmaceutical industry. The industry’s future innovation competitiveness and the capacity to develop and produce high value-added medicines, which should be at the core of any concept of long-term autonomy, have largely been ignored.

40. Raising EU productivity through innovation

Abstract:
Research and development is seen as a key contributor to growth because it generates knowledge, leading to new or improved products through product innovation, and makes firms more efficient at producing goods through process innovation. Firm level studies generally find evidence of strong positive productivity effects for firms that invest in R&D. In this context, digital systems could be an important driver of productivity growth, particularly in combination with investments in R&D. But there has been little hard evidence of a significant productivity boost from digital technologies. How the relationship between productivity growth, innovation and digital technology adoption plays out is particularly important for the European Union, where productivity growth has long been weak. Researchers from the MICROPROD project have assessed the effect of technology investment on productivity and performance. Combining recent unique firm-level data and state-of-the art research methodologies, MICROPROD research provides a better overview of which firms are most likely to adopt digital technologies and to innovate, and to turn these investments into productivity growth.
