Abstract:
n this study, commissioned by the Computer and Communications Industry Association, we explore the economic and social impacts of digital services in Europe, and identify the actions digital services providers are taking to tackle illegal and harmful content. We conclude by suggesting points for the European Commission to consider as it develops its upcoming Digital Services Act. The rapid growth of digital services has had a transformative impact on daily lives and economic activity across Europe. Much of Europeans’ online activity is enabled by a dynamic and innovative network of online platforms. These sustain jobs and revenues themselves, and support economic activity amongst the ecosystems of businesses and individuals who use them. Even more importantly, digital services enhance economic competitiveness. They reduce barriers to growth for SMEs, enabling them to access infrastructure and customers, and to trade internationally, without making large up-front investments. Digital services also create value for consumers, delivering more choice, convenience and lower prices, and other benefits which are more social in nature. However, the technologies have been misused by some users for purposes which are harmful or illegal. Providers recognise this challenge and have developed a range of individual and collective initiatives to address it.

Abstract:
In October 2015, People’s Republic of China (PRC) President Xi Jinping visited the United Kingdom at the request of Queen Elizabeth II, marking the first time that the PRC head of state had done so in ten years. In the lead-up to the visit, both Chinese and British officials had publicly acknowledged the significance of this meeting, calling it a “golden era” in relations between the two countries. Five years on, U.K.-China relations remains steady, but there are increasing signs of tension in the relationship. Rising controversies over Huawei’s role in 5G infrastructure, and Beijing’s actions to suppress opposition in Hong Kong—as well as tensions over the origins of the coronavirus pandemic—lie at the heart of this downturn in relations.

Abstract:
China’s controversial Belt and Road Initiative (BRI) has been subject to ample scrutiny since its inception in 2013. Practical results could be said to be severely lacking in contrast to the project’s ambitious plans. Chinese engagement abroad has irrefutably intensified since Xi Jinping assumed power in 2012, but whether this can be classified as the fruits of BRI remains unclear. China, in fact, is developing BRI on the go. That gives the EU an opportunity to engage with BRI and remold it into a more desirable form. Because China increasingly sees Europe as BRI’s “final destination”, the EU has a lot more leverage than it commonly assumes.

Abstract:
This Clingendael Report explores whether and how China’s approach to the six non-European Union (EU) countries of the Western Balkans (the WB6) relates to EU interests. It focuses in particular on the question of whether China’s influence affects the behaviour of the WB6 governments in ways that run counter to the EU’s objectives in the region. China engages with the Western Balkans primarily as a financier of infrastructure and a source of direct investment. This is in line with China’s main strategic objective for the Western Balkans – that is, to develop the Land–Sea Express Corridor, a component of its Belt and Road Initiative, aimed at improving China–EU connectivity. This report proposes a number of actions based on recognising the developmental needs of countries in the Western Balkans, and accepting that China’s economic involvement is inevitable and potentially beneficial for such developmental needs. In particular, the EU should maximise accession conditionality as a tool to influence the conditions under which China is involved in the region.

Abstract:
The model transformations of Polish public administration after 1989 were the result of the necessary and inevitable consequence of events related to erosion and the collapse of the „real socialism” system. Its internal decomposition, as a result of social reality inadequacy, created a situation in which it was possible to undertake deep systemic reforms in Poland. Democratization of the government system in Poland was an extremely complex process generating numerous problems and showing the scale of adversity in all spheres of social life. All political and structural changes in Poland after 1989 were also possible due to propitious external, international conditions. Especially the collapse of the USSR brought certain possibilities for Poland and other countries in Central and Eastern Europe to regain full sovereignty, which was later expressed in membership in NATO, the Council of Europe, and then European Union accession. As a result of the systemic and political transformation process, the administration has become an extremely important cell in the democratic legal order and the entity responsible for the implementation of a significant part of public tasks at the local, supra-local and regional levels.

Connectivity is high on the EU’s agenda, but its digital dimension remains underdeveloped. The short paragraph on digital in the EU connectivity strategy is telling. The EU’s distinct approach to digital connectivity – with a focus on the internal market, rule-making and development – differs from similar strategies, particularly China and its Digital Silk Road. "Now is the time to act on digital connectivity's practical as well as strategic elements of hard infrastructure and business operations." Needed, now, is a comprehensive strategic vision that spurs action on all three practical elements of digital connectivity – namely, telecommunications infrastructure, business and regulation – and gives strategic guidance in the political and even securitized sense, and not only from a market perspective. This study is an initiative of the ISPI’s Centre on Infrastructure, promoted with the knowledge partnership of McKinsey & Company. It analyses the importance of economic infrastructure and how to finance and develop it. Since gaining independence, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan gradually opened their markets to foreign investors. Before Poland’s acces- sion to the European Union, the activities of Polish investors in Kazakhstan, Kyrgyzstan, Ta- jikistan, Turkmenistan and Uzbekistan were based on bilateral treaties concluded by Poland with those countries. Later, except Turkmenistan, they were governed by the partnership and cooperation agreements between the European Communities and their Member States. Despite the ample investment opportunities and favourable conditions for access to the mar- ket, the activity of Polish companies in these markets has not produced a significant effect. Poland invested with more considerable success on the markets in Kazakhstan and Kyrgyz- stan. It made investment attempts in Tajikistan and Uzbekistan, leaving out Turkmenistan. The reason why Poland has a weak position in these markets is the distance between the partners and inability of Polish companies to efficiently compete with large multinational companies which have been operating there for years. In the Kazakh market, good invest- ment prospects are available for waste management, petrochemical, mining and road con- struction companies. In Kyrgyzstan, there are cooperation possibilities in the area of modern agricultural and processing technologies and establishment of fruit and vegetable process- ing enterprises. In Tajikistan, enterprises can invest in petroleum and natural gas extraction and exploitation, the fuel market, processing of precious metals and construction of conven- tional and hydroelectric power plants. In Turkmenistan, Polish companies can compete for road, railway and housing construction contracts, whereas in Uzbekistan they can invest in businesses covered by government tax reductions.

Abstract:
The paper addresses problems related to energy policies pursued by Central Eu- ropean countries. It identifies the amounts of energy resources in individual countries in the Visegrád Group as well as the transmission infrastructures they use for natural gas and crude oil. The author discusses projects aimed at diversifying energy supplies which are of key importance to V4 countries. The article also presents relations between those countries in both within the group and bilaterally. When outlining prospects of a V4 energy strategy, the account is taken of such vital aspects as relations with the Russian Federation and the contribution made by Visegrád countries to EU actions designed to develop a single energy market.
