31. Enabling NATO’s Collective Defense: Critical Infrastructure Security and Resiliency (NATO COE-DAT Handbook 1)

Abstract:
In 2014 NATO’s Centre of Excellence-Defence Against Terrorism (COE-DAT) launched the inaugural course on “Critical Infrastructure Protection Against Terrorist Attacks.” As this course garnered increased attendance and interest, the core lecturer team felt the need to update the course in critical infrastructure (CI) taking into account the shift from an emphasis on “protection” of CI assets to “security and resiliency.” What was lacking in the fields of academe, emergency management, and the industry practitioner community was a handbook that leveraged the collective subject matter expertise of the core lecturer team, a handbook that could serve to educate government leaders, state and private-sector owners and operators of critical infrastructure, academicians, and policymakers in NATO and partner countries. Enabling NATO’s Collective Defense: Critical Infrastructure Security and Resiliency is the culmination of such an effort, the first major collaborative research project under a Memorandum of Understanding between the US Army War College Strategic Studies Institute (SSI), and NATO COE-DAT. The research project began in October 2020 with a series of four workshops hosted by SSI. The draft chapters for the book were completed in late January 2022. Little did the research team envision the Russian invasion of Ukraine in February this year. The Russian occupation of the Zaporizhzhya nuclear power plant, successive missile attacks against Ukraine’s electric generation and distribution facilities, rail transport, and cyberattacks against almost every sector of the country’s critical infrastructure have been on world display. Russian use of its gas supplies as a means of economic warfare against Europe—designed to undermine NATO unity and support for Ukraine—is another timely example of why adversaries, nation-states, and terrorists alike target critical infrastructure. Hence, the need for public-private sector partnerships to secure that infrastructure and build the resiliency to sustain it when attacked. Ukraine also highlights the need for NATO allies to understand where vulnerabilities exist in host nation infrastructure that will undermine collective defense and give more urgency to redressing and mitigating those fissures.

32. Modernizing Ukraine’s Transport and Logistics Infrastructure

Abstract:
Russia’s ongoing war in Ukraine is yielding devastating human and material costs. But with the destruction comes a rare opportunity to modernize Ukraine’s economy by building state-of-the-art infrastructure. Rebuilding hospitals, schools, and housing will be critical to bringing refugees back, while constructing new roads and rail networks alongside ports and airfields could catalyze the economic reconstruction and link the growth of small and medium-sized enterprises (SMEs) to global supply chains and markets. Infrastructure investments can achieve a rare combination of political and economic objectives, connecting Ukraine to Europe while helping its large industrial base and educated workforce reach global markets. In other words, rebuilding the transportation and logistics infrastructure in Ukraine provides an opportunity for democratic leaders to realize the vision of the Group of Seven (G7) Partnership for Global Infrastructure and Investment (PGII). A successful reconstruction would include a Ukraine that is connected to and firmly embedded in the Euro-Atlantic community. Ukraine has a large industrial base, with a well-educated and skilled population that has the potential to build a highly competitive manufacturing sector to complement the European Union. However, to unlock this potential, Ukraine needs to build quality transport and logistics infrastructure (i.e., civilian airports, roads, bridges, ports, and railways) connected to the West. Over the next 10 years, the transport and logistics infrastructure sector will require significant financing, prioritization, and coordination among the Ukrainian government and international actors (bilateral partners, multilateral institutions, and the private sector). Foreign direct investment (FDI), including through long-term public-private partnership and concession contracts financed by the private sector, will also be critical for funding large-scale projects and providing know-how so there is a world-class infrastructure base in Ukraine. International donors and foreign investors need to assess how to best support Ukraine’s future economic and trade recovery, specifically regarding its transport and logistics infrastructure. Ukraine can also be the country where the PGII conducts its first project, testing its capabilities and providing a demonstration for other investors.

33. Corruption and Private Sector Investment in Ukraine’s Reconstruction

Abstract:
The aim of the bipartisan and international CSIS Ukraine Economic Reconstruction Commission is to produce a policy framework that will help attract private sector investments to support Ukraine’s future economic reconstruction. To support the commission, CSIS will convene a series of working groups to examine a range of issue-specific areas that are critical for reconstruction and modernization of the Ukrainian economy, including in agriculture, energy, and transportation and logistics, as well as addressing the impact of corruption on private sector investment. Ukraine experienced significant human and economic losses in the first six months of Russia’s unprovoked invasion. In July 2022, the Ukrainian government estimated the cost of recovery at $750 billion. That figure continues to grow due to ongoing missile strikes and artillery shelling, population displacement, and disruptions of exports. Given the scale of Ukraine’s losses, private sector investment will be critical to the country’s recovery and transformation. But concerns about corruption threaten the flow of much-needed funds. Ukraine has undertaken significant anti-corruption reforms in recent years, but it will need to show additional progress to maximize the potential for foreign investment.

34. Neither Surveillance Nor Algorithm-driven Consumerism: Toward an Alternative European Model for Smart Cities

Abstract:
Smart city projects take many forms, ranging from the installation of connected street lights to total initiatives such as The Line – the gargantuan and futuristic project carried out by Saudi Arabia. In one form or another, these initiatives are multiplying, guided by the objectives of efficiency and the improvement of public policies. What they have in common is that they mobilize various digital tools and use data to develop and manage public services. As they are exported, these projects also become levers for international influence. Where does Europe stand on this spectrum? While many smart territory projects have already been implemented on the continent, Europe is still looking for its own model. Two models are unanimously rejected: the one promoted by China, and the one implemented by certain North American cities. The first subordinates the smart city to security and social control imperatives and contributes to the constant surveillance of the population. In contrast to this model, which is primarily concerned with control and surveillance on behalf of the State, the Californian-inspired North American model is criticized for its massive use of personal data, which is collected and used by private actors. Users are alarmed by the potential use of this data for commercial purposes and denounce the replacement of democratic decision-making by automated tools. From there, developing a European model requires taking these pitfalls into account and respecting both the issues related to privacy protection and the maintenance of open and democratic procedures. Europe can rely on an ambitious regulatory framework, capable of encouraging the development of smart cities in its territory. This framework can also be a real asset for exporting its model to other continents. European initiatives in the field of smart cities are also part of efforts to promote digital sovereignty. In this respect, matters of standardization, interoperability and infrastructure are at the heart of the debate and must be fully integrated into the projects implemented. They are also subject to intense international competition.

Abstract:
China is striving to become a leader in international standard setting, and the Digital Silk Road, part of China’s Belt and Road Initiative to expand its global infrastructure and markets, is key to realizing this goal. Both roads depend on standard connectivity, fuelled by Chinese private companies that are the driving force behind China’s growing role as a leader in technology development and shaping standards in both domestic and global markets. However, China faces strong competition to gain more influence in international standard-setting bodies, which are dominated by the European Union and the United States.

36. The Challenge of Coordinating Border Management Assistance between Europe and the Maghreb

Europe’s border security needs and interests do not stop at its frontiers. Over the last 25 years, the European Union and its Member States have increasingly partnered with and relied on neighboring countries to mitigate cross-border challenges, ranging from irregular migration to drug trafficking and terrorism. Within this transnational architecture, the states of the Maghreb—Algeria, Morocco, and Tunisia—have come to play a critical role. Cultivating cooperation with these countries and building their border security capacity have become vital concerns for European policymakers. This Transatlantic Council on Migration report examines the border security situation within the Maghreb, including Maghrebi states’ cross-border priorities and the structural factors impeding the development of better border security. It then takes stock of efforts by the European Union and its Member States to work with partners in the region to address border security challenges and offers lessons learned from experiences to date. “While they have little choice but to engage,” the report’s author writes, “European states have great latitude in deciding how they engage with Maghrebi states.” To be effective, this cooperation must be shaped not only around European policy aims but also the needs and interests of governments and citizens in Morocco, Algeria, and Tunisia.

37. Turkey’s Changing Posture on Russia and America

As of this writing, tensions between Russia and Ukraine appeared to continue unabated, despite the Putin‑Biden online meeting and the exchange of several messages between Washington and Moscow aimed at reducing them. The crisis has kept almost everyone guessing as to where all this is heading: will they subside or spiral out control? Will Russia invade Ukraine? If it does, how will America and its allies respond? As things stand at present, it sure seems as though Russia and the U.S. and its allies have gridlocked themselves into a crisis without any sensible way out. The former was emboldened by the feckless handling of the crisis by the Biden Administration such that Moscow now wants to dictate terms to America and NATO that amount to something like this: “give us proper, preferably written assurances that Ukraine and Georgia will not be admitted to NATO.” Team Biden, which has inadvisably goaded Ukraine against Russia for a second time in less than a year with its much‑hyped ‘America is back’ slogan cannot simply comply with the request. At the same time, America cannot stand up to Russia militarily in that part of the world. Moreover, neither the United States nor its NATO allies that have considerable military clout are prepared to make a promise to Ukraine regarding admission to NATO. Indeed, just as this edition of Baku Dialogues was going to press, the hectic diplomacy between NATO and Russia on the one hand and the U.S. and Russia on the other, climaxing in the latest meetings of 11‑12 January 2022, broke up with no agreement. This has given rise to further concern that the ongoing conflict is going to perpetuate. From Turkey’s perspective, the conflict between Russia and Ukraine has turned insoluble— akin in not unimportant ways to the Turkish‑Greek dispute, with its clusters of psychologically combustible elements freely circulating across the board. Should Russia invade Ukraine, it would presumably trigger a harsh package of sanctions by both the EU and the U.S.; this would likely hurt Moscow considerably, albeit hardly enough to budge it from staying the course. Should the U.S. and NATO simply give in to Russia’s ultimatum, then this would amount to a complete surrender of the Western powers— particularly after the disastrous U.S. debacle in Afghanistan. At the same time, the likelihood that Russia will step back entirely from its position—that, in other words, it will calmly accept the prospect of the admission of Ukraine and Georgia to NATO—is close to zero. Thus, it is possible to conclude that the conflict between Russia and Ukraine on the one hand, and the U.S.‑led West and Russia on the other, will perpetuate.

38. Measuring the intangible economy to address policy challenges

European economies exhibit the so-called ‘productivity puzzle, whereby investments’ in digital technologies and intangible assets have not delivered the hoped-for productivity gains. Explanations for this puzzle lie in the unequal ability of companies to make use of these technologies, and resulting patterns of market concentration, productivity divergence and dampened business dynamism. Access to firm-level data is essential to properly understand these rich dynamics. The purpose of the first work package of the MICROPROD project was to improve the firm-level data infrastructure, expand the measurement of intangible assets and enable cross-country analyses of these productivity trends. The MICROPROD researchers developed the Micro Data Infrastructure (MDI), a centralised platform that harmonises access to the firm-level data gathered by national statistical institutes. The data infrastructure developed through this work package offers valuable insights into the evolution of productivity across the European Union and into the effects of digitalisation and globalisation. It can thus generate important evidence for designing policies to support the European Commission’s policy objectives, especially for achieving the digital and green transitions. In addition, the research enabled by this data infrastructure and carried out within the context of MICROPROD can provide valuable lessons about the response of European economies to the COVID-19 pandemic and its aftermath.

39. Protection of Polish critical infrastructure (CI) against air threats

Abstract:
The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

The main aim of this article is to examine how the issue of protecting critical infrastructure is addressed in Norway. To answer this question, the article addresses two important sub-questions – what is to be understood in the current historical and the specific Norwegian context as important elements of national critical infrastructure and what is the current understanding of risks and threats that this infrastructure should be protected against? This article is based on a detailed quantitative and qualitative examination of the official Norwegian documents and statements on questions related to various aspects of protecting critical infrastructure in Norway. In section one, structural factors that have played a major part in shaping Norwegian thinking about critical infrastructure are discussed. Section two provides a short summary of the current discussion on elements of critical infrastructure in Norway. In section three, the article discusses official Norwegian perceptions of threats and how they address questions related to critical infrastructure. The fourth section looks at the current official approach to protection of critical infrastructure in the country. The process of building the existing system for protecting critical infrastructure in Norway has been driven by both domestic and international concerns. The system should make it possible for citizens to meet their needs through access to various important societal functions, but it also needs to make it possible to address challenges that stem from the international environment.
