Abstract:: The paper explores the evolving role of strategic communication at the operations centre of the Minister of National Defence in Poland, particularly in the period leading up to and during the Russian Federation’s military aggression against Ukraine. The study investigates both proactive communication initiatives and reactive communication in response to citizens’ needs. Our research methodology primarily involved analysing official Polish national defence documents and comparing findings from studies conducted before and during the war in Ukraine. The results show that the conflict had a profound influence on the MOD’s strategic communication, emphasising the pivotal role of the Operations Centre of the Minister of National Defence. Furthermore, the analysis highlights the need for a comprehensive communication approach that encompasses both domestic and international audiences, spanning traditional and social media.

Abstract:: The second brief in the “Russia’s War in Ukraine” series concerns the war in cyberspace. Dmytro Dubov, Head of the Information Security and Cyber Security Department of the National Institute for Strategic Studies in Kyiv, examines Russia’s methods of cyber attack against Ukraine’s critical infrastructure facilities, and their impact. He discusses the close coordination between Russia’s cyber and propaganda activities and highlights future challenges for Russia in the IT realm that, if left unaddressed, will degrade its competitiveness in cyberspace. He concludes that Russia has so far failed—at least in part due to Ukraine’s progress in cyber security and defence—to deliver the effects it desired in its cyber attacks against Ukraine.

Abstract:: Future scenarios for the war in Ukraine explore how the use of information could affect the cohesion of Russia and of the West in the medium term. The four possible variations of Russian/Western cohesion – high/high, low/high, high/low, low/low – indicate how each side would define the outcome of the conflict. These possible outcomes, in turn, generate lessons about how a liberal West might use information to tip the scales on an autocratic Russia.
