11. Using Evidence to Improve Refugee Resettlement: A Monitoring and Evaluation Road Map

Abstract:
The refugee resettlement landscape has shifted considerably in recent years. A number of countries in Europe and elsewhere have launched or expanded their resettlement programs, and some have experimented with new models such as community-based or private sponsorship. At the same time, the United States—long the world’s largest resettlement country—has significantly cut its refugee admissions, leaving other countries to take the lead in global efforts to address displacement. For new and longstanding resettlement programs alike, it is vital that policymakers and program designers have the tools to gauge whether resettlement is meeting its objectives, to facilitate continuous learning, and to ensure that funding is being well spent. Robust monitoring and evaluation (M&E) holds the key. Yet many resettlement programs do not have a strong M&E culture. This report examines the added value that M&E can bring to refugee resettlement programs and identifies common obstacles that have kept countries from creating or expanding their M&E operations to date. It then lays out a road map for kickstarting this process—from finding the right “champion” to drive change, to identifying which of a program’s strategic and operational goals to monitor and evaluate, to identifying existing sources of information and designing new data collection tools. These insights are drawn in part from a pilot M&E project conducted by MPI Europe in partnership with resettlement authorities in Ireland, Italy, and the Netherlands under the framework of the European Union Action on Facilitating Resettlement and Refugee Admission through New Knowledge (EU-FRANK) project. This report was written as part of the EU-FRANK project, which is financed by the European Asylum, Migration, and Integration Fund (AMIF) and led by Sweden. 12. Driving Migrant Inclusion through Social Innovation: Lessons for Cities in a Pandemic

Abstract:
The rapid arrival of millions of asylum seekers and migrants in Europe in 2015–16 forced cities both large and small to rethink their approach to immigrant inclusion. Many localities, recognizing the newcomers’ diverse backgrounds and at times complex needs, began to experiment with innovative models of service provision, including by working with nongovernmental actors and involving community members more directly in the design and implementation of projects. The COVID-19 pandemic has forced European cities to confront a whole new set of challenges. Among them, how to support residents—including refugees and other migrants—amid social-distancing orders, all while public services operate at reduced capacity and in the face of likely budget cuts. This MPI Europe-International Organization for Migration (IOM) report explores key lessons cities can draw from the social innovation that accompanied the 2015–16 arrivals to help them weather the challenges brought by the pandemic. The study’s findings come in part from interviews conducted with representatives of municipalities and civil-society organizations in Austria, Greece, Italy, Malta, Poland, Romania, and Spain.

13. Measuring Up? Using Monitoring and Evaluation to Make Good on the Promise of Refugee Sponsorship

Abstract:
Interest in refugee sponsorship has taken root in a growing number of European countries since the 2015–16 migration crisis. Also called community or private sponsorship, or humanitarian corridors in certain contexts, proponents of engaging private individuals and civil-society groups in refugee resettlement tout this model’s ability to provide refugees with a warm, supportive welcome and to give sponsors a rejuvenated sense of community and purpose. Yet even as sponsorship programs are piloted and implemented in more countries, there is relatively limited evidence of whether they are living up to these high expectations and what program elements are most effective. This issue brief examines how building a monitoring and evaluation (M&E) system into sponsorship programs can help answer these and other important questions. It highlights the value M&E can bring—from strengthening political commitment to sponsorship, to increasing accountability and facilitating improvements within a program. It also lays out key challenges policymakers and program designers will need to tackle to get an M&E system off the ground. The pause in humanitarian protection programs forced by the coronavirus pandemic comes at a critical time in the development of many sponsorship schemes. Their relative youth could leave them more fragile as uncertainty looms over whether and when countries will resume their protection operations. Stronger M&E can help give decisionmakers the confidence—and evidence—they need to make smart decisions about launching, managing, or expanding a sponsorship scheme.

Multidisciplinary work has yielded a variety of attempts to formulate unified theoretical frameworks to aid our understanding of the complex flow of individuals under the rubric of migration. While these attempts have greatly enhanced our understanding of determi- nates of aggregate flows comparatively little is known about remigration trends, second generation returnees or migrant resettlement during multistage migratory phases. Taking into account the reality that migrant itineraries are continuously under development and are subject to change, this work seeks to clarify our understanding of migratory flows into the Czech Republic with a particular focus on highly educated migrants2. This has been made possible by analysis of the responses collected from a snowball sample of migrants in the Czech Republic3. In the interest of developing a better understanding of the complex web of flows and micro flows within and across the target region the researchers have targeted several dis- tinct migrant groups. These groups have been divided into distinct linguistic groupings; Slovak speakers, Russian speakers (including Ukrainians and Belarusians) and English Language speakers (from a variety of source countries)

15. On the Brink: Prospects for UK Nationals in the EU-27 after a No-Deal Brexit

Abstract:
In the run-up to the original March 2019 Brexit date, the European Union saw a flurry of activity as the remaining 27 Member States quickly put together contingency plans for what would happen should the United Kingdom crash out of the bloc without a deal. By necessity, many of these plans were skeletal. The extension of the Brexit deadline to the end of October 2019 bought the EU-27 additional time, but, as this policy brief discusses, few countries have undertaken significant additional planning for how to register and secure the rights of their resident UK nationals. This could spell major difficulties ahead for the nearly 1 million Britons living in the EU-27, who in a no-deal Brexit would become third-country nationals overnight, with implications for their residence status, employment rights, health-care access, and more. The United Kingdom, with its larger EU-national population of 3.6 million, has already rolled out a pilot program to enable these residents to adjust their legal status. Still, the challenges coming to light with this program hint at what could be in store for UK nationals facing untested systems in the EU-27. This policy brief looks at the major gaps in contingency plans across the EU-27 and the groups likely to be hit hardest by a no-deal Brexit, including mixed-nationality families, same-sex partners, and pensioners. It also recommends strategies the EU-27 and the United Kingdom could adopt to smooth the landing—from dropping some official criteria to register residence and making documentation requirements more flexible, to moving ahead with discussions of future social security coordination.

16. Vulnerable Asylum Seekers and Irregular Migrants in Albania: Trends, Challenges, and Policy Solutions

Abstract:
During the last few years (2015-2018), Albania has witnessed an increased influx of irregular migrants entering the country, mostly via the southern border with Greece. The influx of irregular migrants intercepted in Albania during 2018 was around 5,730 foreign nationals, almost five times higher than in 2017. The share of women and children went up as well in 2018. Many migrants resort to smugglers and criminal networks to avoid detention while crossing borders illegally, often due to a scarcity of other viable and safe avenues for migration. Though Albania is considered a transit path in the “Western Balkan route”, the massive irregular flows of migrants raise the risk of vulnerable groups falling prey to human trafficking and sexual exploitation. The policy brief explores the current immigration trends in Albania and outlines some of the main challenges that the country faces, with a particular focus on vulnerable groups of asylum seekers and irregular migrants, such as unaccompanied and separated children, women, and minors who might potentially be victims of trafficking, exploitation, and abuse.

18. The Recruitment of Migrant Workers By London Science and technology Firms

Access to talent is central to London’s competitiveness. It is important that all companies can recruit the skills and experience they need to innovate and grow. Tier 2 of the UK’s visa system is the main economic route for skilled immigration from outside the European Economic Area (EEA), where the position cannot be filled by a UK/EEA national or is on the Shortage Occupation List. This report assesses the extent to which start-ups and SMEs, particularly those in the science and technology sectors, have difficulties in recruiting from outside the EEA through Tier 2. It finds that while some firms are undoubtedly facing challenges, the problem is not especially widespread across the science and technology sector as a whole. However, at least some employers are encountering difficulties with Tier 2 and a faster, better-supported, and simpler process would make a real difference to employers.

Abstract:
This paper aims to understand how media outlets, political actors and activist groups have come to interpret the dead of the Lampedusa shipwreck on the 3rd of October in 2013. Moreover, it defends the hypothesis that these mediations work around and play with the invisibility/visibility of the dead. Through a genealogy of the various interpretations that were made, this paper shows how the dead were first represented as bodies, to be treated materially and symbolically; secondly, as public policy issues, caught up in political controversies; and finally, as people with fundamental rights, to be respected and remembered.
