91. Ukrainian Innovation in a War of Attrition

Abstract:
Russia suffered more combat deaths in Ukraine in the first year of the war than in all of its wars since World War II combined, according to a new CSIS analysis of the force disposition and military operations of Russian and Ukrainian units. The average rate of Russian soldiers killed per month is at least 25 times the number killed per month in Chechnya and 35 times the number killed in Afghanistan, which highlight the stark realities of a war of attrition. The Ukrainian military has also performed remarkably well against a much larger and initially better-equipped Russian military, in part due to the innovation of its forces.

Abstract:
NATO is not ready to mitigate increasingly prevalent Russian aggression against European critical undersea infrastructure (CUI). Despite its depleted ground forces and strained military industrial base, Russian hybrid tactics remains the most pressing threat to CUI in northern Europe. Despite its current limitations, NATO is the primary actor capable of deterring and preventing hybrid attacks on its allies and has expedited its approach to CUI protection by establishing new organizations to that aim. At the 2023 NATO Vilnius summit, allies agreed to establish the Maritime Centre for the Security of Critical Underwater Infrastructure within NATO’s Allied Maritime Command (MARCOM), which focuses on preparing for, deterring, and defending against the coercive use of energy and other hybrid tactics. To help NATO planners and staff at the new center conceptualize and prioritize their efforts, this issue brief provides immediate and long-term recommendations to set the new center up for success.

93. Eastern Mediterranean Deepwater Gas to Europe: Not Too Little, But Perhaps Too Late

Abstract:
The Russian invasion of Ukraine in February 2022 precipitated a global energy crisis with Europe as its epicenter. The war compelled Europe to endeavor to end its long-standing dependence on Russian natural gas, a goal that required diversification of supply. This process has proven challenging, however. Compared with oil, which is relatively fungible, gas is difficult to redirect due to high capital costs and long lead times for pipelines and liquefaction plants. Amid this crisis, one region that has emerged as a promising new gas source for Europe is the Eastern Mediterranean, particularly Israel, Egypt, and Cyprus. Since 1999, exploration in deepwater basins in these three countries has resulted in the discovery of approximately 2,400 billion cubic meters (Bcm), or 80 trillion cubic feet (Tcf), of gas resources. Moreover, exploration is ongoing and new discoveries are possible, meaning that even greater volumes of gas could be available in the future. This report, part of the work by the Center on Global Energy Policy, Columbia University SIPA, on oil and gas and the energy transition, focuses on the aforementioned three countries’ prospects of supplying gas to Europe from a technical, geopolitical, and economic perspective. Drawing on company, government, and press sources, the report finds that such gas can meaningfully contribute to European energy security, though mainly in the medium term and only given the involvement of external players—likely the US and/or the EU—and with buy-in from Eastern Mediterranean countries, which will need to see an upside in terms of their own energy security and energy transition.

94. Principled pragmatism: Europe’s place in a multipolar Middle East

Abstract:
A multipolar Middle East is emerging as the US “right-sizes” its posture in the region – and as regional states and external powers, including Russia and China, become more assertive. Russia’s war on Ukraine is accelerating these dynamics, while also provoking destabilising price shocks and underscoring the region’s importance to energy markets. The Middle East’s geopolitical shifts pose huge challenges to Europe, but multipolarity could create space to promote European interests more effectively. A coherent European approach should be guided by principled pragmatism: acknowledging the region as it is rather than as Europeans want it to be, while staying focused on the principles needed to secure longer-term stability. Europeans need to enhance transatlantic complementarity and stop ceding leverage to their Middle Eastern partners. While they compete for influence with Russia and China, they should maintain room for coordination with both countries. Europe should tap into the opportunities created by stabilisation support, green energy, and economic diversification – areas that could provide an edge over China.

Abstract:
Battles in the digital space have taken centre stage in today’s global power struggles. The EU cannot stay aside. To become a geopolitical actor, the EU needs to learn to play global technology politics and should adopt an ambitious digital diplomacy strategy. A digital diplomacy strategy will enable the EU to better defend its values, enhance its security, and foster digital markets at home and worldwide. To counter Chinese and Russian influence in the technology realm, the EU should build digital alliances with like-minded countries. The EU needs to seek greater convergence with the US and other Western allies, and offer the global south an attractive alternative path to digital development. For the European External Action Service and the European Commission to succeed in this task, the concurrence of the EU institutions, the member states, and a variety of private stakeholders is essential.

In view of the volatile geopolitical environment, EU leaders no longer have the luxury of waiting for all 27 member states to find a consensus. In order to lead the way to a Union that is apt for future challenges, the EU should become more ambitious and embrace alternatives, such as differentiated integration, in the coming months and years. Rather than returning to the status quo ante, the EU should use this momentum to progress in five policy fields: economic governance, with a new recovery package and a reform of the fiscal rules; security and defence, with improved EU–NATO cooperation and a stronger ‘European pillar’; energy policy, by quickly steering member states away from dependence on Russian fossil fuels while simultaneously ensuring admissible energy prices for consumers and respecting the climate targets; enlargement and neighbourhood policy, by rethinking its aims and creating options for countries that are unlikely to become EU members in the foreseeable future; and the rule of law, to safeguard the Union’s values ‘at home’. Both the COVID-19 pandemic and the Russian invasion revealed that the EU institutions and leaders are capable of managing crises swiftly and decisively. This reality certainly increases its legitimacy in the eyes of its citizens as well as its allies. The European Union could use this moment of change to increase its ambition for reforms and for moving European integration forward. This should encourage leaders to think about all the options for designing the Union’s future. This is not a time for black and white thinking – Treaty change or nothing –, but rather a time to explore all the shades of grey for securing necessary reforms. If like-minded countries could lead the way, others may also follow. The changing and evolving positions in the EU could help secure more inclusive alliances for moving forward. The political momentum to do so is finally here.

Malicious cyber activity has increased substantially over the past years, ranging from ransomware and espionage to politically motivated cyberattacks and sophisticated malware used in the war in Ukraine. NATO allies must remain on high alert. The changed nature of military conflict changes the defensive mission of NATO, which faces capable opponents in cyberspace and raises the question of how to create accountability when a hostile state fails to observe globally agreed norms. The set of action for NATO for the next five years evolves around how to impose costs and how to deny benefits against malicious actors in cyberspace.

This Strategic Update reflects points made during the discussion, but no participant is in any way committed to its specific content, and the views expressed here are attributable solely to the authors. The Strategic Concept is the first since 2010 and was redrafted throughout a fundamentally different geopolitical and security context—following the Russian annexation of Crimea in 2014 and subsequent full-scale invasion of Ukraine in 2022. This Update addresses the Concept’s recognition of necessary strategic realignment, with NATO’s widening in both its defence commitments and geographic focus on China, as well as its ambiguity in regards to practical military strategy, deterrence, and endpoint of the war in Ukraine.
