31. The Impact of the European Union-Mercosur Association Agreement on Gender Inequality: A Global South Perspective

Abstract:
Globalization and trade liberalization have wide-ranging effects on employment, labor security, the environment, leading to processes with uneven gender consequences. Departing from a feminist approach, this study analyzes the potential impact of the latest EU-Mercosur Agreement on gender inequality. This research conducts a qualitative case-study focusing on the Mercosur, where women face already strong structural economic inequality . It argues that the adoption of a gender mainstreaming approach is essential for promotion of an interregional trade instrument that contributes to women’s economic empowerment. The main findings reveal that the sectors affected by trade liberalization are sensitive to female participation. Yet, the analysis has shown that the draft text negotiated is blind the unequal opportunities that interregional trade liberalization poses to men and women, at least in the case of the Mercosur. As the document is pending ratification, it can be modified. Therefore, the EU and Mercosur still could adopt provisions that account for the uneven gender impact of the agreement, fostering gender equality in the global South.Keywords: Trade liberalization;Gender inequality;EU-Mercosur agreement;ResumoGlobalização e liberalização comercial têm consequências abrangentes para o emprego, segurança do trabalho, meio ambiente, levando a processos com impactos de gênero desiguais. Partindo de uma abordagem feminista, este artigo analisa o potencial impacto do último Acordo UE-Mercosul na desigualdade de gênero. Esta pesquisa realiza um estudo de caso qualitativo com foco no Mercosul, onde as mulheres enfrentam já fortes desigualdade s econômicas estruturais. Este artigo argumenta que a adoção de uma abordagem de integração de gênero é essencial para a promoção de um instrumen to comercial inter-regional que contribua com o empoderamento econômico das mulheres. As principais conclusões revelam que os setores afetados pela liberalização do comércio são sensíveis à participação feminina. Ainda assim, a análise mostrou que o texto negociado é cego no que tange às oportunidades e desafiosque a liberalização do comércio inter-regional representa para homens e mulheres, pelo menos no caso do Mercosul. Como o documento está pendente de ratificação, ele pode ser modificado. 33. Who represents London? Ethnicity, Gender, and Party in Local Government

Abstract:
London's local government has served as a locus for ethnic minority political engagement for decades. The local arena was an important site for black and Asian political activity during the 1960s and 70s when much of the responsibility for tackling racism was passed to local government. When the first three black MPs entered the House of Commons in 1987, they had all served as local councillors beforehand. To this day, local office continues to be a gateway into national office for ethnic minorities. Despite this, very little is known about how representative local councillors are of London's population. A new study by Queen Mary alumna Mercy Muroki and academic Prof. Philip Cowley reports local black and Asian representation across London for the first time in over 20 years. The study shows that, despite some advances, black and Asian Londoners continue to be underrepresented in most boroughs. Black men, in particular, see the poorest levels of representation whilst Asian men see the best levels. The study also found huge disparities between representation amongst Conservative and Labour councillors.

34. Is There a Motherhood Penalty in Academia? The Gendered Effect of Children on Academic Publications

Abstract:
Based on data that tracks CV and publication records as well as survey information from sociologists in German academia, we examine the effects of parenthood on the publication output of male and female academics. Results indicate that having children leads to a significant decline in the number of publications by women, while not affecting the number of publications by men. We also find that the gendered effect of children on productivity hardly mitigates differences in publication output between men and women, as women still publish about 20 percent less than men after controlling for the adverse effects of children on productivity. We further find that the gendered effect of childbearing depends partly on prior levels of women’s academic achievements, which suggests mechanisms of performance-driven self-selection. Lower-performing women tend to suffer a stronger motherhood penalty, while the publication output of more successful women (who have been granted academic awards) is not reduced through childbirth. The results indicate that women are better at managing the “double burden” of parenthood and career if external, award-giving committees have bestowed prestige upon them and indicated their potential for a scientific career. Overall, these findings contribute to a better understanding of how to reduce the adverse effect of children on female publication output.

35. Gaming for peace: Gender awareness training and the Polish military

Abstract:
Despite regulatory and legal changes, women are persistently underrepresented in military organisations on peacekeeping missions. This article argues that part of the reason for this can be found in persistent stereotypical ideas about gender roles, and looks at the attitudes and experience of Polish military personnel who have been deployed on peacekeeping missions as evidence of this. However, witnessing other militaries stance on gender, where such stereotypes are still there, but not as entrenched, can cause personnel to contextualise if not question their own organisation’s stance on gender. Sixteen Polish military peacekeepers were interviewed in-depth about their experiences on peacekeeping missions as part of a European H2020 project, Gaming for Peace (GAP). The interviews were used to build scenarios for a digital role-playing game to develop soft skills among peacekeeping personnel, and these soft skills included gender awareness. This article analyses the interviews to explore the experience of gender for both men and women in the Polish military, and shows that there is an urgent need for the type of training in gender awareness that is part of GAP.

Abstract:
The contexts in which societies attempt to address legacies of massive human rights violations—by confronting impunity, seeking effective redress, and preventing recurrence—are integral to the concept of transitional justice. Such contexts can vary widely: they can include ongoing conflicts, post-authoritarian transitions, post-conflict transitions, and post-transitional periods. They can also differ in terms of institutional and political fragility as well as levels of economic and social development. Broad policy objectives in such contexts can range from rule-of-law promotion to conflict resolution, peacebuilding, vindication and protection of human rights, democratization, development, and social change. As the term suggests, however, the contexts in which societies undertake transitional justice processes are usually to some degree transitional. This is important because transitions create opportunities for addressing past injustice, while at the same time they retain continuities with the past that pose constraints or obstacles for doing so. The fact that context varies is important because the broader context affects the objectives of transitional justice efforts as well as the processes through which they develop, which in turn affect the specific responses that are most appropriate and feasible in each setting. Here processes refer to the different ways in which ideas and movements develop, promote, and coalesce in demands for accountability, acknowledgment, and reform in the aftermath of massive human rights violations.

37. When No One Calls It Rape: Addressing Sexual Violence Against Men and Boys

There is no doubt that the scope of the problem for male victims is large. The World Health Organization has identified sexual violence against men and boys as a significant problem that has been largely ignored by nongovernmental organizations, health care providers, government agencies, criminal justice authorities, and others. The violations can take many forms, including rape, gang rape, sexual slavery, enforced nudity, and being forced to perform sexual acts with others. Very commonly, sexual violence against men is committed in situations of detention. Studies have shown this pattern in contexts such as Chile, El Salvador, Libya, Sri Lanka, Syria, the United States, and the former Yugoslavia. Transitional justice mechanisms—including truth commissions, reparations programs, and criminal trials—are well placed to begin tackling some of these issues as part of efforts to address legacies of violence. Yet, although the problem has been addressed by some transitional justice efforts in certain countries, there is still wide variation and inconsistency in terms of the responses to these violations and attempts to involve male victims of sexual violence in these processes. The risk that male victims will remain invisible and left out of responses to sexual violence is significant, unless their rights and concerns are given a specific focus comparable to that now increasingly given to female victims. A number of factors contribute to the generally lackluster response by both state and nonstate actors involved in implementing transitional justice processes. One is the tendency to conflate sexual violence with violence against women and girls, which contributes to the perception that it is a women’s issue, thus limiting the responses available to victims falling outside of this group, including men and boys. This means that male victims’ experiences of sexual violence continue to be underreported, misunderstood, and mischaracterized in transitional justice processes. Another issue is under-reporting, which is particularly relevant for truth commissions as the statements they receive from victims not only inform their final reports, but also typically contribute to the creation of victim registries and the design of reparations programs, and even prosecutions. In many cases, male victims are reluctant to acknowledge the sexual nature of the violations committed against them. This can happen in order to avoid the social stigma attached to such acts or due to the fear of being perceived as weak, labeled homosexual, or being accused of having “wanted it.” Even in instances where men report acts of sexual violence, those receiving the reports rarely handle the report with the sensitivity and awareness they require. Medical practitioners, for example, may not be adequately trained to recognize, identify, or treat male victims or they may themselves accuse male victims of homosexuality or otherwise perpetuate social misconceptions about these crimes.
