1. Declining media freedom and biased reporting on foreign actors in Serbia: Prospects for an enhanced EU approach

Abstract:
In the context of the global crisis caused by the novel coronavirus pandemic, free, impartial and professional media reporting has become ever more important. This represents an issue in Serbia, considering its ongoing decline in media freedom as confirmed by independent international reports. The conditions for practising professional journalism have been degraded for years and the Serbian media sector has faced numerous challenges, including political control over the mainstream media, low financial sustainability of media outlets and related high dependence on state funding, as well as a lack of transparency of that funding. Obscure media ownership and privatisation issues are yet another reason for concern. Additionally, the safety of journalists is problematic as the number of pressures, threats and attacks has grown since 2013, but the impunity phenomenon remains present. All these factors lead to a general state of censorship and self-censorship in the media in Serbia. This Clingendael report presents the most prominent problems that the media sector in Serbia faces today. It argues that the flawed media landscape is the major factor leading to poor and biased reporting on topics related to the EU, the US and Russia. It observes media bias as a phenomenon in which media coverage presents inaccurate, unbalanced and/or unfair views with an intention to affect reader opinions in a particular direction. The analysis places a special focus on what such reporting means for the EU, given its strategic and communication goals for Serbia and the Western Balkans region.

Abstract:
In Southeastern Europe, the process of democratization and Europeanization since the beginning of the 2000s has been seen as a major paradigm shift and made the inter-national community and the EU believe that time of wars and nationalist excesses was in the past. It seemed a sure sign that all countries of the region were set to reach the membership in the European Union soon. In terms of Europeanization and democratization, we can argue that the second decade of the 21st century has brought no substantial progress in Southeastern Europe. Rather, it has seen the region on the path of constant decline of democracy. The latest reports of Nations in Transit, the Bertelsmann Transformation Index, and other serious academic research prove the continuous trend of de-democratization in the region, with scores either falling or stagnating. Weak democratic institutions often resemble empty facades. Lack of rule of law is evident, the principle has perverted into the rule by law of dominant political parties able to control the judiciary. We see huge deficits in terms of fundamental rights and values including media freedom. Just in April 2019, Re-porters Without Borders published their newest ranking on the freedom of media, listing Serbia as one of the coun-tries in Europe in which the media freedom deteriorated the most. Elections are held, but are dominated by dominant par-ties and are not able to generate genuine political chang-es. All in all, we see a mounting democratic deficit before democracy has even had the chance to become “the only game in town.” On top of everything else – with the excep-tion of North Macedonia – comes a rhetorical democratic and EU-integration mimicry from governing elites, who are also engaged in maintaining or establishing illiberal or semi-authoritarian power structures. Citizens are either disillusioned with the type of governance in their countries or generally frustrated, which results in political disen-gagement or the wish to emigrate. One part of the citizen-ry long ago adjusted to the structures and circumstances, learning to obey or to profit from the clientelist structures. Abstract:
The meeting of the Russian President with his French counterpart has testified to certain changes for the better. First, the anti-Russian sanctions regime imposed by François Hollande looks increasingly likely to be lifted. In addition, for all the arrogance of the French president, several statements allow us to hope for improved bilateral relations. He believes that he has the right to lecture Russia on how it should run its affairs. The French media immediately described his behaviour as an attempt to see “the sumptuous setting of the Palace of Versailles take Vladimir Putin’s breath away”.

Soft censorship is used to promote positive coverage of officials or their actions–and to punish media outlets that criticize them. It is the practice of influencing news coverage of state bodies and officials and their policies and activities through allocation or withholding of state media spending (subsidies, advertising, and other media contracts), or selective application of licensing, permits, or regulations, to shape the broad media landscape; promote or diminish the economic viability of specific media houses or outlets; and reward or punish individual media workers.
