The bilateral relationship between Italy and China is back in the spotlight one year after the signature of the Memorandum of Understanding (MoU) on China’s Belt and Road Initiative. To date, Italy is the second hardest hit country by COVID-19 pandemic after China. Despite strict measures in place to limit the crisis, numbers keep rising, placing the national health care system under severe strain.

Since the Euromaidan protests (2013-2014), Ukraine has had two presidents and four governments. In a difficult environment of external aggression, they have initiated various reforms aimed at bringing the country closer to the European Union and boosting growth. Progress has been partial and relies on international backing, with limited domestic appetite for reform.

Abstract:
Christian Kvorning Lassen from EUROPEUM Institute for European Policy together with Jan Kovář from Institute of International Relations Prague wrote a commentary "Czechia: This Covid-19 environment is not conducive to external solidarity" for the EPIN Report publication, concerned with EU external solidarity at the time of Covid-19. EU member states have been discussing how to collectively deal with the socioeconomic repercussions of the Covid-19 pandemic. As major debates continue to take place about internal solidarity, the question arises how the EU and its member states wish to support third countries, outside the EU, in tackling their health and economic emergencies. On the one and, the EU wishes to become a geopolitical power, which requires that the Union and its member states step up their role and support on the global scene. On the other hand, there are signs of ‘coronationalism’ with some national political parties questioning EU external aid at a time when member states themselves are struggling. Based on expert contributions from a representative cross-section of thirteen member states, this report delves into the question of whether and how external solidarity has been part of the political or public debates in Covid-struck Europe. It finds that, for now, neither ‘coronationalist’ nor geopolitical ambitions dominate the relatively little politicized debates about international cooperation and development aid.

4. Ways out of Europe’s Syria Reconstruction Conundrum

Rebuilding war-torn Syria poses a formidable challenge for European governments, which are unwilling to legitimise the Damascus regime by funding reconstruction. Instead, the EU and its member states could consider bankrolling small projects without regime involvement and testing an approach that trades aid for reforms. What’s new? The Syrian war is drawing to a close, but whether the regime in Damascus can also win the peace is uncertain. Few appear willing or able to invest significantly in reconstruction, and Europe, which could make substantial funds available, is withholding support absent a genuine political transition. Why does it matter? Without reconstruction, Syrians’ living conditions could deteriorate and leave the country’s recovery indefinitely postponed, perpetuating current instability. Yet many European leaders believe reconstruction support without substantial reforms could have a similar effect, empowering a regime intent on repression, not reconciliation. What should be done? Europe should consider supporting small-scale rehabilitation projects on condition of no regime interference. It could also test an incremental incentives-based approach – a progressive lifting of sanctions, gradual normalisation of relations and staggered disbursement of reconstruction funds – in exchange for political reforms and regime steps to ease repressive and discriminatory practices.

5. All at sea: Europe’s crisis of solidarity on migration

Abstract:
The European Union’s approach to migration has created a crisis of solidarity. While migrant arrivals in Europe have declined, so has cooperation and responsibility sharing within the EU. Member states’ reluctance to take sustained responsibility for search and rescue operations has exacerbated voters’ sense that the EU has lost control of the situation. The bloc seems to favour informal, ad hoc initiatives on migration governance that have little transparency, as seen in its disembarkation arrangements and the Emergency Trust Fund for Africa. The EU threatens to undermine its credibility in driving reform in north Africa when it cherry-picks its commitments to international obligations, and when it legitimises and funds counterproductive migration practices. The bloc requires bold leadership in telling a story about migration as a normal and necessary phenomenon, and in promoting inclusive, sustainable policies among member states and with third countries.

here has been a resurgence in calls to reconsider the cross-party consensus in the UK on foreign aid and development. The main political parties are all committed to spending 0.7 percent of gross national income on aid, to using the internationally agreed definition of aid, and to maintaining a separate government department to administer the majority of this aid, led by a Cabinet Minister. In their recent report, Global Britain: A Twenty-first Century Vision, Bob Seely MP and James Rogers lay challenge to these long-established pillars of UK development policy. In this note, we consider some of the questions they raise and suggest alternative answers.

We persistently promote each major development assistance plan or nation-building project as “a Marshall Plan for _(fill_in_name)_.” Once a plan is underway supporters and opponents play out their different agendas. Supporters of foreign assistance downplay “Marshall Plan” comparisons because expectations cannot be met. Opponents stress the comparison to highlight shortfalls. This happens because none of the nation-building plans ever measures up to the original, successful, real, Marshall Plan. And they never will. Not in Iraq, not in Afghanistan, not in Ukraine, not in Latin America, not in Africa. They won’t because the original Marshall Plan, contrary to popular myth, had nothing to do with development or nation building. It had everything to do with accelerating the reconstruction of already developed nations in Europe after two massively destructive wars.

8. UK Aid Quality Indicators

Abstract:
This paper discusses the United Kingdom’s foreign aid quality based on an updated assessment of the Quality of Official Development Assistance (QuODA) published by the Center for Global Development. QuODA uses 24 quantitative indicators based on how aid is given, grouped into four themes: maximizing efficiency, fostering institutions, reducing the burden on recipient countries, and transparency and learning. These are based on principles which donor and recipient countries agreed to in a series of high-level meetings on aid effectiveness. We find UK aid quality has decreased from 2012 to 2016 and now ranks 15th out of the 27 countries assessed. The quality of its multilateral aid is relatively strong with significant contributions to EU institutions who score in the top half of multilateral agencies, and well-above the UK’s bilateral aid. We analyse the UK’s bilateral aid in detail, identifying areas of relative strength but also four recommendations for the UK Government to improve aid effectiveness

This paper is part of CTR's Working Paper Series: "Eastern Voices: Europe's East Faces an Unsettled West." The new geopolitical environment formed after the annexation of Crimea and the war in the Donbas, together with emerging threats and challenges, are pressing both Belarus and the West to revise their policies in the region as well as their relations with each other. In this new context, Belarus is seeking a more balanced foreign policy and, at least towards the Ukrainian crisis, a more neutral stance.

According to the IMF, the 2016 GDP per capita estimate for Eritrea was only $771 per annum; for Ethiopia $739; for Gambia $435; and for Nigeria, sub-Saharan Africa's most populous country with major petroleum reserves, it was $2,930, or around $244 a month. According to a comprehensive report prepared by the African Development Bank Group, the number of impoverished people in sub-Saharan Africa had doubled from 1981 to 1998, with the number of people living on less than US $1 per day in the region, "reaching 290 million in 1998, which is over 46% of the total population." According to the Food and Agricultural Organization of the United Nations, in 2014/2015 some 153 million individuals in sub-Saharan Africa, about 26 percent of the population or one out of four individuals above 15 years of age, was "hungry but did not eat or went without eating for a whole day because there was not enough money or other resources for food." [...]a case can be made that all this aid has contributed to fostering a culture of dependency in which foreign aid grants become a form of entitlements that governments rely on to maintain a status quo, as opposed to attracting the type of private sector investments that grow economies.
