2191. The Education of Migrant Children: An NGO Guide to EU Policies and Actions

Abstract:
Rising migration into Europe is now the largest factor of population growth among most EU member states. This trend is manifested in the area of education, where pupils of migrant origin comprise up to half or more of the total number of students in some schools. In these very diverse student bodies, there are higher-than-average rates of academic underachievement and early dropout, which are directly linked to problems of social marginalization, failure to integrate, and future unemployment. The education of migrant children and youth is, therefore, now viewed not only as an economic issue, but also most importantly as a political and human rights issue. As a result, education has become a key instrument in long-term integration and social inclusion strategies, and consequently a key policy area for the EU. This guide is intended as a tool for better understanding EU policies, responsibilities, and funding mechanisms related to the education of migrant children and youth within existing EU agendas on human rights, equal treatment, antidiscrimination, integration, social inclusion, and education and training.

Abstract:
Third in a series prepared by the Open Society Georgia Foundation, this report assesses implementation of the EU-Georgia Action Plan by experts from Georgian nongovernmental organizations. The report identifies and analyzes the problems that hampered the implementation of Georgia's international obligations in 2008-2009 in the following areas: development of a free institutional environment for the efficient functioning of media organizations; measures to improve the business and investment climate, stimulate economic growth, reduce poverty, ensure social equality, facilitate sustainable development, and harmonize economic legislation and administrative regulations; reinforcement of parliamentary oversight as a way to establish good management practices in the field of national security and defence and implement democratic control of armed forces, and expansion of EU-Georgia cooperation in battling common challenges.

Abstract:
This paper examines the European Union’s legal personality in terms of external relations. The developments from the onset of the European integration till the Lisbon Treaty and the structural characteristics of the Union are analyzed in this paper. The Union’s participation and representation in international organizations and the third countries and the problems encountered during the implementation process are examined. The legal personality of the former European Community was abolished with the Lisbon Treaty which took force in 2009. Treaty also contains a catalogue of competence that has brought about some structural changes. As a legal entity the European Union after the Lisbon Treaty will no longer be the object of some problems related with its legal personality. But the extent to which these changes can lead to orchestrated behavior in external politics and solve the problems of representation is highly doubtful.

The new European Union (EU) economic governance package released by the European Commission on September 29, 2010 includes two major components, i.e., changes and amendments to the Stability and Growth Pact (SGP) and new regulation on the prevention and correction of macroeconomic imbalances within the EU and European Monetary Union (EMU). While the first piece offers a certain improvement in the EU fiscal surveillance rules the second one looks deeply flawed and operationally unenforceable.

Abstract:
Minority protection is expanding its focus from protection-only to protectionand-empowerment, or from a politics of identity to a politics of identity related interests. To most, minority protection means the idea that there are compelling reasons why members of ethnic, cultural, national, racial and linguistic minorities require certain special protection rights in order not to suffer assimilation, suppression or persecution. However, in the European context, minority protection has also come to mean a right to attain a decent life. A decent life means a good life. The notion of the good life is of course essentially contested. The problem of protecting the right to a good life is not therefore what is a good life? – but how do minorities achieve and enjoy what they consider a good life?

Since 1920s Turkey and Europe have been in a continuous interaction. This active relationship has become more dynamic with the beginning of the accession process in the early 1990s. In this modern world where national borders are almost abolished with the impact of rising globalism the EU must show its authority as a consolidative power. In this respect EU can benefit from Turkey in many ways. In this article these benefits are discussed in terms of Turkey’s Muslim identity, population, energy and security. The benefits that will be provided by Turkey if it enters into the Union are handled on a socio-cultural basis.

2 Temmuz 1997 tarihinde Tayland Bahtı'nın devalüe edilmesinin ardından para ve menkul değerler piyasalarında, 1994 yılında Meksika Pesosu'nun devalüe edilmesinin ardından yaşanan “tekila” etkisini fazlasıyla aşan ölçülerde bir dalgalanma meydana gelmiştir. Kriz, ilk olarak, Doğu Asya'nın diğer ülkelerine bir dizi devalüasyon ve borsa çöküşü biçiminde yansımıştır. Sorunun derinlik kazanması ile birlikte, Hong Kong ve Güney Kore dahil, bölgedeki diğer ülkelerin para birimleri spekülatif baskılara maruz kalmıştır. Öte yandan kriz bölge dışına da taşmıştır. Arjantin, Brezilya ve Rusya gibi ülkelerin hisse senedi piyasalarında sert düşüşler yaşanmış ve ulusal para birimlerine dönük spekülatif saldırılar olmuştur. Döviz piyasalarında durum düzeldikçe, Tayland ve Güney Kore'de olduğu gibi, ülkelerin önemli bir bölümünde bankacılık sorunları, belki bunun da ötesinde büyük ölçekli bankacılık krizleri ortaya çıkmıştır.

Abstract:
ICDS researchers Kaarel Kaas and Merle Maigre have completed a Policy Brief with recommendations and suggestions for Estonia’s engagement with the EU’s Eastern Partnership. The European Union’s Eastern Partnership establishes a new political instrument for the promotion of democracy and economic reforms in the EU’s eastern neighbourhood. Since the war in Georgia in August 2008 and the gas crisis in the winter of 2008/2009, it has become clear that the developments in Ukraine, Moldova, Belarus and the South Caucasus have a direct impact on the security of the EU and Estonia, as well. It is, therefore, in the interests of Estonia to provide maximum support for our eastern partners in their reform efforts and convergence with the EU.

Abstract:
Why did the European Union (EU) decide to regulate Credit Rating Agencies (CRAs), instead of relying on the revised rules agreed at the international level and the revised US law to which the main CRAs operating in the EU but headquartered in the US were subject to? This research addresses this key question concerning the multi-level governance of financial services using a 'soft' rational choice institutionalist framework. It is argued that the global financial crisis, acting as an exogenous shock, triggered three causal mechanisms that led to a new institutional equilibrium within and without the EU, namely the issuing of EU rules on CRAs.
