Abstract:
There has been a shift in the intelligence and security strategies of the states since 9/11. The attacks created a new security environment in which intelligence has become increasingly significant. Not only have the responsibilities and tasks of intelligence agencies become more important, but the necessity for intelligence and security service cooperation among nations has also increased. Accordingly, intelligence agencies had to update their strategies to put more emphasis on collaboration. This article analyzes the current EU intelligence network and tries to answer whether full intelligence cooperation in the EU could develop into a discrete organization in the aftermath of 2004 Madrid, 2005 London and the 7 January 2015 Charlie Hebdo attacks, or whether it is an impossible dream to have concerted action whereby states acknowledge their mutual alliances, interests, and strategies.

Abstract:
Durante la última década, la seguridad energética ha experimentado una escalada en la lista de prioridades estratégicas de la política energética y exterior de la UE. Las profundas transformaciones en el panorama energético global, impulsadas por los continuos avances tecnológicos, importantes desafíos geopolíticos, además de los imperativos derivados de la transición hacia un sistema energético descarbonizado, exigen la reevaluación de la estrategia de seguridad energética de la UE. Un proceso que, sin embargo, se encuentra condicionado por las tensiones derivadas de la necesidad declarada en favor de políticas de cooperación y coordinación reforzadas y el respeto por los intereses nacionales energéticos de los Estados Miembros. El objetivo de este trabajo se centra en analizar los desafíos que afronta la estrategia de seguridad energética de la UE en un mundo en transformación, identificando políticas y mecanismos que contribuyan a su fortalecimiento. La promoción y desarrollo de unas sólidas relaciones energéticas entre la UE y sus vecinos del sur del Mediterráneo representan una extraordinaria oportunidad para diseñar y alcanzar renovados objetivos estratégicos en beneficio de ambas regiones.

Abstract:
La unión de espacios subgobernados, la corrupción, el crimen organizado y terrorismo es la amenaza a la que se enfrenta la UE y sus estados miembros en el Gran Magreb, el cual está recreando un nuevo y diferente Flanco Sur al que existía durante la Guerra Fría. El aumento de la actividad extremista en la región del Sahel-Sáhara a partir de 2005 ha ido en paralelo con el crecimiento de las redes de crimen organizado transnacional a través del área. Aunque hay un intenso debate sobre su relación, intensidad e impacto, es una dinámica innegable en el área. La UE no tiene realmente una política unificada Magreb-Sahel y en términos de crimen organizado y terrorismo, el Sahel no se puede separar del Magreb. Hay una comprensión limitada y parcial del problema tanto en términos de amenazas como en soluciones viables, ampliado irremediablemente por la acción de Boko Haram y desbordando la visión, proyección y estrategia de la UE. A pesar del "Sahel Regional Action Plan 2015-2020", las medidas tomadas son reducidas, muy recientes y probablemente insuficientes y tardías desde el punto de vista de la dinámica y sinergia entre terrorismo-crimen organizado en un contexto de corrupción. La UE sigue manteniendo un enfoque seguridad-desarrollo, básicamente en una concepción de seguridad humana, a pesar de que este enfoque es altamente discutible para enfrentarse a este tipo de amenazas.

Abstract:
The return of geopolitics to Europe from the East together with the publics‘ reaction to the spectre of immigration from the South has finally dawned on EU’s politicians. It is no longer possible to pretend that the „outside“ and the „inside“ can be kept apart. Europe‘s identity is being questioned with surprising intensity and in unexpected ways. Reactionary East- West political and cultural alliances are being forged, feeding and fed by nationalism, populist radicalism and antiliberal conservatism with Eurasian flavour. At the same time European citizens volunteer to take part in wars abroad, mirrored by and linked to acts of terrorism and violence in European countries. With state, institutions, parties and democratic politics in decline, what are the chances for peace and European democracy? We have to understand what is going on. Europeans inside the Union have to know how they are seen by our neighbours East, Southeast and South. What are their expectations? What do they want to achieve by joining the EU? What are they ready to sacrifice to reach that goal? On the other hand, we need to be clear what defines Europe’s own attitude towards others. Is it trade, economic interests, security or moral values? Can Europe still define its own ways or has it lost the initiative to others? Who can and should take action? The Ukraine crisis is forcing Europe to recognise that its post-Cold War order has reached its limits and needs to contend with harsh facts. Europe has to acknowledge the real world beyond its borders while focusing its energies on consolidating its own political space, which now also includes Ukraine.

2075. Externalizing the Crisis: Buffer Zones Around the EU

Abstract:
With the Syrian civil war soon entering its fifth year of armed conflict, the European Union is facing the largest influx of people in its history. Over 710,000 refugees and irregular migrants, of which a majority were Syrians, entered EU territory in the first 3 quarters of 2015 only (FRONTEX, 2015). Despite several informal top-level meetings between the EU member states and a pledge to relocate 160,000 refugees from the two main reception countries Greece and Italy, concrete action has yet to be taken and, as of yet, less than two hundred have been resettled within the EU (European Commission (d), 2015). Attempts to manage the influx of refugees and irregular migrants on a supranational level have been met with resistance from the governments of the member states. As the situation deteriorates and the number of people arriving shows no sign of abating, the member states are desperately looking outside the EU for solutions. Hoping to persuade transit countries to participate in refugee protection, and to contribute to stronger borders, the EU is engaging in various projects and negotiations focusing on its near abroad, with the aim of creating a buffer against the migrants. This policy update will briefly explore the history and implementation of these buffer zones, from the visa restrictions during the Yugoslav wars in the 90’s to the increasing use of ‘safe third countries’ today. Further, the positive and negative aspects of these buffer zones will be examined with the objective of: 1) detecting the possible risks of human rights violations, poverty, and insecurity, that closed border could cause; and 2), highlighting the potential benefits to the refugees and irregular migrants, the host countries, and the refugee sending countries, that could be the result of well-constructed policies.

2076. Civil Society Voices: How the EU Should Engage Its Eastern Neighbours

The EU’s “eastern neighbourhood” is an increasingly complicated and contested space. The challenge of Russia’s resurgence and regional elites’ resistance to reform are forcing the EU to reevaluate its policies. With the launch of its Eastern Partnership six years ago, the EU was ready to offer its neighbors to the east—Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine—integration into the EU market, mobility of people, and close political ties in exchange for rule of law and democratic and economic reforms. Today, it questions whether this policy has secured its strategic interests and political influence. The Eastern Partnership reinforced domestic constituencies for change in at least three partners—Georgia, Moldova, and Ukraine—that in 2014 signed association agreements. It has not lost the potential to contribute to democratic processes and support reformers in the other three: Armenia, Azerbaijan, and Belarus. The Eastern Partnership remains the EU’s most effective foreign policy instrument to build accountable and stable institutions and states, and uphold the EU’s commitment to its neighbors’ sovereignty and right to make independent foreign policy choices. This policy paper—the result of extensive discussions with experts and civil society leaders—highlights local concerns and expectations about the EU’s role in the region and its support for stability and democracy. As the EU rethinks its policies in the area, this paper offers recommendations on how to make the Eastern Partnership more effective and relevant to people, societies, and government, and to secure the EU’s interests in an increasingly polarized and unstable region.

Avrupa Birliği’nin kuruluşuna kısaca değinildikten sonra dış politika konusunda yapmış olduğu çalışmalar ele alınacaktır. AB’nin genişleme sürecinden sonra komşuları ile güçlü ilişkiler kurmak için oluşturduğu Avrupa Komşuluk Politikası birimi ile sınırları dışındaki bölgelere olan ilgisi artmış, Filistinİsrail çatışmasında ortak bir dış politika belirleme çabasında olmuştur. AB kendisi için siyasi, stratejik ve ekonomik nedenlerden dolayı daima önemli bir bölge olarak gördüğü Ortadoğu ve özelde Filistin konusunda özel politikalar geliştirmiştir. Son zamanlarda Avrupa Birliği üye ülkeleri Filistin’i devlet olarak tanımayı gündemlerine aldı. Bu çerçevede makalede Avrupa Birliği’nin Filistin politikasının ekonomik ve siyasi yaklaşımları ortaya konulacaktır. | In this article, the question of how the EU is established and what kind of studies the EU undertook concerning foreign policy so far, is briefly discussed. The interest of the European Union in the Middle East is examined regarding the approach of the Palestinian - Israeli conflict. After the enlargement process, the EU has increased its interest in areas outside the borders of the EU Neighborhood Policy in order to build strong relationships with its neighbors and made efforts to define a common policy for the Palestine-Israel conflict. The EU developed particular policies for the Palestinian issue and the Middle East that are sprung from political, strategic and economic reasons. Recently, some EU member states put the recognition of the state of Palestine on their agenda. In this context, the EU’s approach toward the historical process of Palestine and the Palestinian issue is explored in this article.

2078. Estimating the Position of the European Union: A Tool for Macro-Quantitative Studies

Abstract:
This paper develops an index for estimating the position of the European Union in various policy fields and ideological dimensions. The index is designed for macro-comparative studies, which currently mainly use a dummy variable as a proxy for the impact of the EU on domestic politics, policies and outcomes. The index assesses the position of each European institution (European Council, Council of Ministers, Commission, and European Parliament) and takes the frequently changing decision-making rules between these institutions into account. Based on an actor-centered approach the index links policy preferences of actors with formal and informal decision-making rules. The index thereby appraises the impact of the EU on its member states in greater detail and is therefore suitable for analyses of most urgent research questions concerning the relationship between the EU and its member states. Furthermore, the index allows a calculation of the positional and ideological misfits between the EU and each individual member state on an annual basis. Questions about an ideological bias of the EU or problems of compliance can thus be analyzed with greater precision than before. To illustrate our index we use data on the left-right dimension, which has proven to be highly relevant in macro-quantitative studies. The data is available for quarterly and annual longitudinal analyses from 1966 to 2012.

Europe is facing unacceptable levels of poverty and inequality. Instead of putting people first, policy decision making is increasingly influenced by wealthy elites who bend the rules to their advantage, worsening poverty and economic inequality, while steadily and significantly eroding democratic institutions. Austerity measures and unfair tax systems across Europe are skewed in favour of powerful vested interests. It is time to reverse the course of poverty and inequality in Europe, putting people first.

Abstract:
The Ukrainian crisis of 2013, followed by the annexation of Crimea, has redistributed the balance of power among the political players of the world arena. Moreover, since Putin’s return to the presidency in 2012, the concept of a shared neighborhood between the Russian Federation and the European Union (EU) becomes a strategic challenge not only for both but foremost for those post-Soviet republics struggling between two strategic decisions: to accept Russian protection or to choose Western development. The aim of this paper is to shed light on the forthcoming 2015 Eurasian Economic Union’s (EEU) economic and political perspectives, on South Ossetia and Abkhazia’s economic attractiveness, the sentiment inside those breakaway regions of Georgia and the Russian Federation standpoint in resolving or maintaining the situation in the disputed territories.
