2021. The Fifth Eastern Partnership Summit: Between hyperbole and understatement

Abstract:
Summits are glitzy events that bring together the highest level of officials – the heads of state and government. These occasions naturally attract the interest of both the media and the public, raise expectations, increase tensions, create drama and heighten the rhetoric – but sometimes they end in disappointment. And this is exactly what the EU would like to avoid in the upcoming 5th Eastern Partnership (EaP) summit, which will bring together most of the leaders of the EU and its Eastern partners – namely Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine – on November 24th in Brussels. The summit will be essentially a stocktaking exercise in which its principals reflect on the difficulties that the Partnership has encountered and the reforms it has undertaken to meet and mitigate the growing challenges. But more importantly, in the midst of the political hyperbole, the summit will aim to chart a pragmatic way forward to bring about tangible and positive results for citizens in a host of sectors ranging from energy efficiency and transport to youth employment and SMEs.

2022. The case for a Euro-Arab summit

Abstract:
The EU holds regular summit meetings with key partner countries such as the US, China and India and with various regions, notably Africa, Latin America and Asia. But there is one major region that has been conspicuous by its absence from the summit agenda. I refer, of course, to the Arab world, which is an odd omission to say the least, given the host of common challenges that preoccupy both the EU and this region. For years, a number of EU member states, and virtually all those on the Arab side, have pushed for such a meeting, or at least did not obstruct it, but it was only last December at the EU-Arab League Foreign Ministers’ Cairo meeting that a consensus in favour of a summit was found, and a commitment made to “work towards” it. Since then, the idea has been endorsed by the LAS (League of Arab States) annual summit, and there have been some working-level exchanges, with a date sometime next year in mind. But preparations have yet to get underway. Without greater impetus now, there is little chance of it taking place in 2018, given the lead time needed to ensure that the 50 countries involved (28 plus institutions on the EU side and the 22 Arab League member states) are properly represented at Head of State and/or Government level. Why the delay? Clearly, new schisms have appeared in recent months on the Arab side, namely the crisis over Qatar, which affects both the GCC (Gulf Cooperation Council) countries and most of the rest of the LAS, which is split on the Saudi-led initiative to isolate Doha. There may also be some doubts on the EU side about the prospects for a good turnout, given ‘summit fatigue’ and domestic distractions such as Brexit. And it certainly won’t be easy for either side to come up with meaningful political messages on the most important issues, and there is a risk that it will degenerate into a talking shop, albeit an elevated one.

The European Union with the Member States have been key donors for Afghanistan who have donated approximately EUR 8 billion for the period 2002-2010. With the collaboration of international partners, the EU took on a major role in the stabilisation and reconstruction efforts.1 After the overthrow of Taliban rule in 2001, the international community, along with various Afghan political elites, attended the UN conference in Bonn that resulted the Bonn Agreement to determine the establishment of the Afghan interim government and also the deployment of international military forces to aid the new administration in ensuring the security of Kabul and other provinces. The EU and its member states agreed to assist the government of Afghanistan in establishing a sturdy framework of the rule of law in the country

2024. The Reality of the EU-Turkey Statement: How Greece has Become a Testing Ground for Policies that Erode Protection for Refugees

One year ago, European states closed their borders along the Western Balkan route and EU leaders put in place the EU-Turkey Statement, a so-called temporary measure to stop irregular migration to Europe. Now EU leaders are declaring their approach a success. The International Rescue Committee (IRC), the Norwegian Refugee Council (NRC), and Oxfam are providing humanitarian response on the Greek islands and mainland, and as their experience clearly shows, the context on the ground is far more troubling and complex. Beyond the deeply concerning situation in Greece, the EU is looking to replicate the EU-Turkey Statement model elsewhere, and in so doing, risks setting a dangerous precedent for the rest of the world. The EU has a proud history of commitment to international law and human rights which has driven its policies for 60 years. This joint agency paper argues that now is the time for Europe to show global leadership on migration by adopting policies that uphold these values, rather than triggering a race to the bottom.

Abstract:
Today more than ever, the international community must share responsibility and stand firmly in support of Syria’s civilian population. It is clear however that the aid response, as vital as it is, will only go so far and cannot fully address the needs of Syrian communities to be free from violence and the violations of international human rights (IHRL) and humanitarian law (IHL) that characterize the conflict. In this briefing, Oxfam joins with a variety of agencies and coordination fora to call on all members of the international community, in particular permanent members of the UN Security Council and the EU and EU member states who are discussing post-agreement planning, to insist on the full implementation of relevant UN Security Council resolutions on Syria that relate to respect for IHL and IHRL, as well as implementation of the Geneva Communique of 2012. The Brussels conference should also set the foundation for inclusive and meaningful participation of Syrian NGOs and civil society, including youth and women’s groups, as key partners in ensuring effective post-agreement planning that captures the needs and desires of the people of Syria and supports local community rebuilding and resilience.

People who are trying to access the EU in search of safety and dignity are being routinely abused by law enforcement officials in countries in the Western Balkans. State agents responsible for upholding fundamental rights are instead subjecting people to violence and intimidation and denying access to asylum procedures to those seeking international protection. Governments in the region must immediately end these violations and initiate processes to ensure safety and dignity for people on the move in their territories.

2027. Dear Family: How European migration policies are keeping families apart

Abstract:
In 2015, nearly a million people crossed the Aegean fleeing persecution or seeking a better life. Many of these people made perilous journeys to reunite with family members. The lack of accessible, safe and regular routes for family reunification has resulted in thousands of people taking dangerous journeys, making them vulnerable to abuse and exploitation at the hands of smugglers and traffickers. European migration policies put in place to prevent irregular migration into Europe make it likely that families will be separated and make it difficult for them to reunite. Many people in Greece that remain separated from loved ones in another EU member state are increasingly desperate to reunite with them. Most have been stranded in Greece for over a year, trying to navigate the asylum system and family reunification procedures. This report identifies the impact of European migration policies on family unity and the wellbeing of people stranded in Greece. It is based on a series of focus group discussions and key informant interviews conducted in Greece between February and May 2017. The report calls on the governments of Greece and other EU member states to protect the right to family life of refugees and anyone who applies for international protection.

2028. Missing Out on Small is Beautiful: The EU’s Failure to Deliver on Policy Commitments to Support Smallholder Agriculture in Developing Countries

With the world on the brink of an unprecedented four famines, donor countries must urgently step up efforts to tackle the structural causes of hunger and poverty. Food security and sustainable agriculture are among the European Union’s key priorities for development cooperation. The EU is committed to long-term solutions, including empowering smallholders, in particular women, and supporting environmentally sustainable approaches in agriculture. In practice, however, its development aid to the agricultural sector does not live up to its commitments. An Oxfam analysis of more than 7,500 EU-funded projects reveals a significant lack of transparency in reporting, casting doubt on the accountability of the EU’s aid. Based on the reported data, only a small portion of the EU’s agricultural development aid complies with the aim of targeting small-scale producers and women. Funding is also biased towards industrial and export crops and countries of strategic interest, at the expense of smallholders and countries most in need.

In 2015, the EU announced its Agenda for Migration: a blueprint for managing migration. Two years on, it’s clear these policies have sacrificed people’s safety and well-being in order to stop irregular migration at all costs. This report outlines Oxfam’s proposal for a new and balanced approach to managing migration – one that protects people and promotes the benefits associated with migration for European host countries, people on the move and their countries of origin.

Combining discourse analysis with quantitative methods, this article compares how the legislatures of Turkey, the US, and the EU discursively constructed Turkey’s Kurdish question. An examination of the legislative-political discourse through 1990 to 1999 suggests that a country suffering from a domestic secessionist conflict perceives and verbalizes the problem differently than outside observers and external stakeholders do. Host countries of conflicts perceive their problems through a more security-oriented lens, and those who observe these conflicts at a distance focus more on the humanitarian aspects. As regards Turkey, this study tests politicians’ perceptions of conflicts and the influence of these perceptions on their pre-existing political agendas for the Kurdish question, and offers a new model for studying political discourse on intra-state conflicts. The article suggests that a political agenda emerges as the prevalent dynamic in conservative politicians’ approaches to the Kurdish question, whereas ideology plays a greater role for liberal/pro-emancipation politicians. Data shows that politically conservative politicians have greater variance in their definitions, based on material factors such as financial, electoral, or alliance-building constraints, whereas liberal and/or left-wing politicians choose ideologically confined discursive frameworks such as human rights and democracy.
