1971. Governance Approaches to European Integration

Abstract:
After twenty years of continuous deepening and widening, European integration has entered an era of recurrent crises. Most students of the European Union (EU) seem to agree that the constitutional equilibrium between intergovernmental and supranational institutions has changed. Some see “new intergovernmentalism” and “integration without supranationalisation” prevail. Others contend that we witness a series of functional and institutional spillovers empowering supranational institutions. This paper argues that governance approaches are particularly useful to address the puzzling counter-positions represented in the current debate about the ‘nature of the beast. They are better equipped to explore how and to what end institutional structures and processes have responded to the crises than mainstream integration theories. The paper starts with introducing the “governance turn” in EU studies as the attempt of EU scholars in the early 1990s to capture the nature of the EU. It then presents a typology that is based on a broad concept of governance as institutionalized forms of political coordination. The empirical part uses this typology to give an overview of the structures and processes of EU governance before applying it to the financial and the migration crises. The paper concludes with a discussion of the major challenges for European integration (theories) from a governance perspective, particularly with regard to managing current and preventing future crises.

Abstract:
This concluding chapter of the third edition of European Integration Theory (OUP 2018) takes stock of the updated mosaic of integration theory. The chapter is organised in three sections. The first section offers a comparative perspective on the book’s chapters. To that end, it presents the preferences of each approach from a comparative perspective, against the backdrop of three leading metaphorical perceptions of the EU. The second section addresses the absence of security crises in the book’s contributions. To explore, how security crises may be brought into focus in integration theory, it distinguishes the impact of integration along two dimensions. These include first, the horizontal regional comparative perspective and the ‘litmus test’ of the applicability of integration theory to other regions; and second, the vertical dimension which connects normative crises in EU sub-units with global conflicts. And the concluding third section asks how integration theory fares sixty years on from the Treaty of Rome, and points out potential issues and themes for the future of European integration theory.

Abstract:
The EU’s common security and defence policy (CSDP) was launched in the 1990s as a quest for “autonomy.” Fifteen years of efforts failed to deliver that objective. The coherence of the EU member states in their security dealings with the US was always vulnerable to the potentially incompatible objectives of the UK and France. But as EU leaders post-Brexit re-launch the CSDP, as the 2016 European Global Strategy rediscovers the virtues of “strategic autonomy,” and as the world juggles with a US president who appears to question the basis of the Atlantic Alliance, it is time to radically re-think the relations between the EU and NATO. This paper argues that, in the longer term, it is through the strengthening of the EU-NATO relationship that EU strategic autonomy will become possible, and that a consolidation of the transatlantic bond will emerge.

In ELIAMEP Briefing Note 53/2017, Maja Maksimović, Research Associate of the South-East Europe Programme, analyses Serbian presidential elections held on 2 April 2017. She argues that the victory of Aleksandar Vučić, leader of the Serbian Progressive Party (Srpska Napredna Stranka – SNS) and former Prime Minister of Serbia, could lead to further consolidation of a one-man regime in Serbia and the country’s additional sliding towards an autocratic rule.

Abstract:
Europe, and most importantly, Western Europe has become a fertile ground for ISIS recruits. Western Muslim Europeans have been making the trip to Syria and Iraq, filling in the ranks of ISIS, and back. Western intelligence agencies are faced with multiple challenges: what is the level of threat those war hardened returned fighters represent to public safety? Can these returned jihadists become de-radicalized and re-enter the society, without killing anybody that does not agree with their ideology? The purpose of this study is to present to counter-terrorism policy makers, the reasons Western European Muslims born and converted become radicalized, by presenting the psychological factors that contribute to the radicalization of the Western European Youth, towards jihadism. Furthermore, by using the Freudian splitting of the Id, the Ego, and the Superego, it examines how Muslim extremists using tenants of the Muslim faith are influencing the psychic of the youth toward radicalization, as the only true expression of the Muslim faith. This study also examines, how fundamentalism impacts the minds of “believers” and castigates everybody else that is considered a “non-believer”, while influencing the path of a young mind towards his or her becoming the defender of the Ummah, or the Muslim community at large. Finally, what lessons security agencies can learn and apply towards, before a youth becomes radicalized and then jihadist and makes the trip to ISIS fold, and after the return of the well grown jihadist by now, back to European society.

Abstract:
The use of the EU instrument of political and economic sanctions has continually been rising since 1987. However, the sanctions are used differently according to geographic vicinity, political motivation, and which security objectives the EU promotes. Clara Portela explored the European sanction regime for the period 1987-2003 and showed that the EU has different political motivations and objectives for each region and that, in particular, geographic vicinity plays a significant role for the application for sanctions. This article relates to Portela´s analytic approach from 2005 and verifies her hypotheses for the period 2005-2015. In summary, the article shows that the EU still focuses on geographic vicinity and security relevance. Only the area of sanction application has changed, moving from Eastern Europe to the Middle East.

Abstract:
Integration in the EU Foreign Policy domain has been sporadic, preventing the EU from gaining traction internationally. However, the imposition of international sanctions has generated a great degree of member state cooperation at the EU level. From establishing a common sanctioning practice, to institutionalising the instrument as part of the CFSP toolbox, the EU sanction policy constitutes a fascinating example of delegation of foreign policy powers from the national to the supranational level. This article uses the Principal-Agent model in an attempt to make evident, as a result from the allocation of such powers to the EU, the power struggle between the national and supranational levels for the control of the sanction-making process. The analysis reveals that in spite of EU supranational bodies acquiring greater control over time, the member states have set up control mechanisms in order to limit the room for manoeuvre of the former.

The European Union (EU) has been a fundamental actor in the economic and political relations with the African countries. EU’s foreign policy towards Africa has been particularly affected by French and British colonial past. The history of the economic relations between the European Economic Community (EEC) and the African continent has been shaped by a series of multilateral agreements – the Yaoundé Conventions, adopted under French influence, and the Lomé Conventions, starting on 1975 –, and, with the entry of the UK in the EEC (1973), the community had to renegotiate the ancient commercial agreements to incorporate the former British territories as “beneficiaries” of these agreements
