Abstract:
This DIIS Working Paper presents key characteristics of each of the six cases including main crop focus, size and business model, as well as types of investors, their investment approach and the factors that motivate them. It also presents the different objectives that the investors have expressed wanting to achieve. As most of the investments involve private funds, it is reasonable to expect that one important goal is to ensure a viable economy in the investment. However, in addition to an economically sound investment, all of the investors behind these six cases have ambitions regarding ways in which they see themselves - through the investment - as contributors towards a positive societal development in the area of the investment. Thus, the paper presents the different ways the investors see their investments contributing to development in the area. The paper is based on interviews with the investors and field work in the areas of investments.

Abstract:
While NbS offer many promises, it is critically important to ensure that such approaches safeguard and strengthen the rights of indigenous peoples and local communities in the use and governance of natural resources. The recent adoption of a Global Standard for NbS is an important step forward but the Standard needs support and additional actions if a rights-based approach is to be realized in practice. This policy brief provides recommendations for how Denmark can help ensure this.

23. Determinants and Effects of Foreign Direct Investment in Austria: Spillovers to Novel Innovative Environmental Technologies

Abstract:
This study investigates the determinants of FDI in Austria, as well as their spillovers to innovating technologies, productivity, and employment, using firm-level data, for the period 2008-2018. The findings point out that a decrease in the costs of trade increases investment in foreign-owned subsidiaries in Austria, and that FDI is pre-dominantly carried out in industries characterised by greater capital-intensity, higher wages, more agglomeration and regional concentration. Furthermore, FDI is higher in regions with a larger GDP and with a larger share of the population with upper secondary and post-secondary non-tertiary education. The study also finds that there are positive spillovers of FDI to the domestic economy, which are strongest and most positive for innovative activities in environmental technologies. In other words, FDI helps Austrian firms to become more innovative in major environmental technologies. Such innovative efforts are best supported at the firm-level by supporting the total assets and investment of domestic firms, and at the regional level by increasing the share of the population with higher levels of education and employing more R&D personnel. The active presence of innovative foreign MNEs that enjoy extensive technological capacities, high-skilled labour, experienced management, and large-scale resources are also conducive to innovative activities.

Abstract:
Protecting the environment is one of the most pressing issues countries face today. Yet, nations disagree over how to achieve this goal. In international fora, states often fail to coordinate on protecting the environment. For example, for two decades, countries at the World Trade Organization (WTO), unsuccessfully discussed how to protect the ocean’s biomass. Governments spend $35 billion of taxpayers’ money annually on subsidies to support the fishing industry. Two-thirds of these subsidies directly contribute to overfishing—that is, fishing beyond environmentally sustainable limits. Yet, WTO member countries couldn’t agree on restrictions on environmentally-destructive fishing subsidies.

Abstract:
The Kremlin’s weaponization of natural gas exports to Europe as winter approaches has shattered any illusions that Russia could be a reliable supplier. Europe urgently needs to import gas from other suppliers to heat its homes and power its industry. In doing so, Europe can build a more secure and sustainable energy system while cutting off funds for Moscow’s war machine. Painfully high energy prices are already having a serious impact on quality of life and economic development in Europe. New natural gas supplies and expanded interconnections to bring them to market will drive down the costs of energy and reduce the likelihood of social unrest over energy poverty. The surest means to end Russia’s energy leverage over Europe include accelerating the green transformation, curtailing gas demand, and boosting energy efficiency. However, the continent cannot implement these changes overnight. Gas remains instrumental in Europe’s transition from dirtier fossil fuels, electrification of power-hungry sectors, and integration of large-scale intermittent renewables. Natural gas will likely remain a critical part of Europe’s power baseload for at least the medium term. Procuring an adequate supply of gas in the short to midterm is not at odds with the energy transition. Europe must cultivate alternative suppliers, build non-Russian-oriented import infrastructure, and accelerate decarbonization in tandem to boost energy security and affordability. Sourcing gas from non-Russian suppliers will sustain longer-term decarbonization efforts and prevent regression back to dirtier fuels amid the energy crunch. To diversify their energy systems, European states must determine how much Russian gas can be replaced and from where, as well as what new infrastructure will be necessary to enable new imports. The European Union (EU) needs to clearly articulate the anticipated natural gas supply gap to identify investment opportunities for the relevant market players. This issue brief examines potential sources of alternative gas supplies, the infrastructure required to bring new supplies to European consumers, and the financial and regulatory mechanisms needed to support diversification efforts. It offers recommendations for measures that European countries decoupling their energy supplies from Russia should take to give themselves the best chances of succeeding.

Abstract:
Democracies around the world are facing growing threats to their electoral systems in the digital age. Foreign interference in the form of dis- and misinformation has already influenced the results of democratic elections and altered the course of history. This special report, the result of a research project conducted in partnership with the Konrad-Adenauer-Stiftung (KAS) Canada, examines these cyberthreats from a Canadian and German perspective. Both Canada and Germany share common goals centred around protecting human rights, democracy and the rule of law, and international peace and security. Using case studies from experts in fields such as computer science, law and public policy, the special report offers recommendations to guide policy makers and stakeholders on how to protect elections from next-generation technologies and the threats they pose to democracy.

Abstract:
The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia — given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.

Abstract:
Climate change is a national security threat to Europe. It is an accelerator of conflict and requires European forces to adapt accordingly. Concurrently, armed forces can help mitigate climate change by reducing their greenhouse-gas emissions. For states that plan to reduce carbon emissions, decarbonisation of armed forces without disarming will be a challenge. This new report assesses not only the implications for European armed forces of operating in climate changed worlds, but also the opportunities for reducing carbon footprint from new technologies. It assesses the challenges of implementing the necessary changes to military operations, training and capability and identifies success factors for this essential transformation.

30. Environmental Protection and Climate Change Budgets of Metropolitan Municipalities: An Assessment For 2021

Abstract:
It is argued that cities can fulfill significant functions in the fight against global warming and climate crisis, and it is stated that for this reason, they can play a pioneering role in both reducing greenhouse gases and adapting to the changing climate. Approximately 600 cities in Europe and 9,400 cities around the world have begun to implement mitigation and adaptation measures against climate change at different levels. It is known that big cities, including many metropolitan municipalities from Turkey, cooperate at an international level for the purpose of mitigation and adaptation. The primary aim of this study is to classify1 the environmental protection and climate change (EPCC) goals stated in 2021 performance programs of 14 metropolitan municipalities (MM) and their affiliates (i.e. AF, water and sewerage administrations and transportation departments) with the highest expenditure under the goals of mitigation, adaptation, waste and other environmental goals, and to examine the budgets allocated to these goals. Also, in this review, the pros and cons of the budgets allocated for the mitigation, adaptation and waste related goals of 14 metropolitan municipalities will be evaluated together, and concrete policy recommendations will be developed as to the areas where the allocated budgets should be increased/decreased.
