31. Deindustrialization and the Postsocialist Mortality Crisis

Abstract:
An unprecedented mortality crisis struck Eastern Europe during the transition from socialism to capitalism. Working-class men without a college degree suffered the most. Some argue that economic dislocation caused stress and despair, leading to adverse health behavior and ill health (dislocation-despair approach). Others suggest that hazardous drinking inherited as part of a dysfunctional working-class culture and populist alcohol policy were the key determinants (supply-culture approach). We enter this debate by performing the first quantitative analysis of the association between economic dislocation in the form of industrial employment decline and mortality in postsocialist Eastern Europe. We rely on a novel multilevel dataset, fitting survival and panel models covering 52 towns and 42,800 people in 1989-1995 in Hungary and 514 medium-sized towns in the European part of Russia. The results show that deindustrialization was significantly associated with male mortality in both countries directly and indirectly mediated by adverse health behavior as a dysfunctional coping strategy. Both countries experienced severe deindustrialization, but social and economic policies seem to have offset Hungary’s more immense industrial employment loss. The policy implication is that social and economic policies addressing the underlying causes of stress and despair can improve health.

Abstract:
The European Union’s flagship programme, Erasmus+ is about to celebrate its thirty-fifth anniversary. It is both a formidable instrument for mobility, helping young people to discover other practices and other cultures and to speak a foreign language, as well as a formidable lever for broadening professional horizons and opening up to European citizenship. In recognition of its success, the Council and the Parliament have just increased its budget by 80% for the coming years. This financial effort will ensure that its benefits are finally spread to all young people, beyond the ranks of higher education. The "generations of Erasmus students" still include few apprentices who have experienced genuine immersion, long enough to produce all its beneficial effects. Mobility is a factor of inclusion offered to all young people, in particular to those who have struggled to find their place in general education. Vocational training is a healthy alternative because it gives confidence and self-esteem. Through apprenticeship, all young people, regardless of their educational background and abilities, are able to reveal their personal talent, which is often ignored and sometimes thwarted by the academic framework. The combination of learning and mobility, which is still unusual, is certainly a path to excellence. Its deployment is overdue, in the interests of young people, employers and the economy of the EU Member States.

Abstract:
The economic shock induced by the pandemic has plunged European economies into a recession. Lockdowns and social distancing measures have affected economic life in a substantial way, with industries and population groups facing varying difficulties. This study explores potential future employment dynamics across European industries and employment groups for the period up to 2026 by drawing on past sectoral trends and the latest macroeconomic forecast results from the International Monetary Fund (IMF) and the European Commission. A scenario analysis is also carried out, taking into account the great uncertainty and risks that are related to the baseline forecasts.

Abstract:
Globalization and trade liberalization have wide-ranging effects on employment, labor security, the environment, leading to processes with uneven gender consequences. Departing from a feminist approach, this study analyzes the potential impact of the latest EU-Mercosur Agreement on gender inequality. This research conducts a qualitative case-study focusing on the Mercosur, where women face already strong structural economic inequality . It argues that the adoption of a gender mainstreaming approach is essential for promotion of an interregional trade instrument that contributes to women’s economic empowerment. The main findings reveal that the sectors affected by trade liberalization are sensitive to female participation. Yet, the analysis has shown that the draft text negotiated is blind the unequal opportunities that interregional trade liberalization poses to men and women, at least in the case of the Mercosur. As the document is pending ratification, it can be modified. Therefore, the EU and Mercosur still could adopt provisions that account for the uneven gender impact of the agreement, fostering gender equality in the global South.Keywords: Trade liberalization;Gender inequality;EU-Mercosur agreement;ResumoGlobalização e liberalização comercial têm consequências abrangentes para o emprego, segurança do trabalho, meio ambiente, levando a processos com impactos de gênero desiguais. Partindo de uma abordagem feminista, este artigo analisa o potencial impacto do último Acordo UE-Mercosul na desigualdade de gênero. Esta pesquisa realiza um estudo de caso qualitativo com foco no Mercosul, onde as mulheres enfrentam já fortes desigualdade s econômicas estruturais. Este artigo argumenta que a adoção de uma abordagem de integração de gênero é essencial para a promoção de um instrumen to comercial inter-regional que contribua com o empoderamento econômico das mulheres. As principais conclusões revelam que os setores afetados pela liberalização do comércio são sensíveis à participação feminina. Ainda assim, a análise mostrou que o texto negociado é cego no que tange às oportunidades e desafiosque a liberalização do comércio inter-regional representa para homens e mulheres, pelo menos no caso do Mercosul. Como o documento está pendente de ratificação, ele pode ser modificado. 35. Driving Migrant Inclusion through Social Innovation: Lessons for Cities in a Pandemic

The rapid arrival of millions of asylum seekers and migrants in Europe in 2015–16 forced cities both large and small to rethink their approach to immigrant inclusion. Many localities, recognizing the newcomers’ diverse backgrounds and at times complex needs, began to experiment with innovative models of service provision, including by working with nongovernmental actors and involving community members more directly in the design and implementation of projects. The COVID-19 pandemic has forced European cities to confront a whole new set of challenges. Among them, how to support residents—including refugees and other migrants—amid social-distancing orders, all while public services operate at reduced capacity and in the face of likely budget cuts. This MPI Europe-International Organization for Migration (IOM) report explores key lessons cities can draw from the social innovation that accompanied the 2015–16 arrivals to help them weather the challenges brought by the pandemic. The study’s findings come in part from interviews conducted with representatives of municipalities and civil-society organizations in Austria, Greece, Italy, Malta, Poland, Romania, and Spain.

36. Building Welcome from the Ground up: European Small and Rural Communities Engaging in Refugee Resettlement

Abstract:
Immigration to EU countries is largely an urban phenomenon, but small and rural communities have in recent years been more active in welcoming newcomers—including resettled refugees. This has sparked considerable interest in the idea of “rural welcoming,” but gaps remain in understanding how to make the most of resettlement to such localities, to the benefit of both refugees and receiving communities. While Europe’s small and rural areas vary considerably in their economic and social characteristics, shaping the context in which resettlement occurs, this study identifies some important commonalities. It draws its findings from interviews with resettled refugees, local officials, public service providers, and representatives of civil society in receiving communities that were selected for their small size, rural nature, and because they are situated within countries with varying levels of resettlement experience (Belgium, Italy, the Netherlands, and Sweden). This research sheds light on both opportunities and challenges for small receiving communities and the refugees who are resettled there. For refugees, these can include receiving more individualized support, though specialized services may not always be available, and the potential to form strong relationships with neighbors in what are often tight-knit communities, though these same community networks can sometimes be challenging to become part of. For receiving communities, resettlement may be able to support local businesses and social revitalization, but as the number of refugees they receive is often modest, they may need to fold resettlement into a broader approach to local development to have the desired impact. A number of policy approaches can help countries and communities seize these opportunities and overcome the challenges. These include adjusting the predeparture orientation refugees receive before resettlement to include discussion of what life is like in the destination country's small towns and rural areas as well as its cities; supporting receiving communities as they prepare for refugees’ arrival and refugees as they work toward long-term integration; and weaving resettlement into local development strategies. 37. Seasonal Worker Programs in Europe: Promising Practices and Ongoing Challenges

Seasonal worker programs represent one of the few ways in which low-skilled workers can migrate legally to the European Union, enabling them to work in sectors such as agriculture, hospitality, and tourism. Countries have taken different approaches to selecting seasonal workers, with some recruiting from within the European Union and others soliciting workers from third countries. But while some of these programs are long-established, they can struggle to meet labor demands swiftly while ensuring that workers are treated fairly and will return home when their permits expire. The European Commission has aimed to create common standards for seasonal workers’ admission, residence, and rights across Europe and to address longstanding issues such as worker exploitation, visa overstays, and hiring through the informal economy. As European policymakers take stock of these Commission-driven harmonization efforts to date, this brief by MPI Europe and the Research Unit of the Expert Council of German Foundations on Integration and Migration (SVR) explores some of the challenges common to these programs, drawing on examples in Europe, Australia, and New Zealand. It also highlights practices that can help maximize the benefits for migrants, employers, and countries of destination and origin alike. The authors sketch a number of principles to guide future reforms. Among them: prioritizing more transparent and standardized recruitment procedures, greater monitoring and outreach to protect seasonal workers, and strategies to help deliver on the thus far limited investments to support economic and social development in sending countries.

38. Does Employment Protection Affect Unemployment? A Meta-analysis

Abstract:
Despite extensive research efforts, the magnitude of the effect of employment protection legislation (EPL) on unemployment remains unclear. Existing econometric estimates exhibit substantial variation, and it is therefore difficult to draw valid conclusions. This paper applies meta-analysis and meta-regression methods to a unique data set consisting of 881 observations on the effect of EPL on unemployment from 75 studies. Once we control for publication selection bias, we cannot reject the hypothesis that the average effect of EPL on unemployment is zero. The meta-regression analysis, which investigates sources of heterogeneity in the reported effect sizes, reveals the following main results. First, the choice of the EPL variable matters: estimates that build on survey-based EPL variables report a significantly stronger unemployment-increasing impact of EPL than estimates developed using EPL indices based on the OECD’s methodology, where the latter relies on coding information from legal provisions. Second, we find that employment protection has a small unemployment-increasing effect on female unemployment, compared with a zero impact on total unemployment. Third, using multi-year averages of the underlying data tends to dampen the unemployment effects of EPL. Fourth, product market regulation is found to moderate the effect of EPL on unemployment.

39. Immigration and Offshoring: Two Forces of Globalisation and Their Impact on Employment and the Bargaining Power of Occupational Groups

This paper estimates conditional demand models and, using a joint approach for the period 2008-2017, examines the impact of immigration and different measures of offshoring on the labour demand and demand elasticities of native workers in four different types of occupational groups: managers/professionals, clerical workers, craft (skilled) workers and manual workers. The analysis is conducted using data for four EU economies: Austria, Belgium, France and Spain. Our results point to important and occupation-specific direct and indirect effects of immigration and offshoring. Both offshoring – particularly services offshoring – and immigration have negative direct employment effects on all occupations, but native clerks and manual workers are affected the most, and native managers/professionals the least. Generally, offshoring exerts a stronger direct negative employment effect than does immigration. Our results also identify an important (labour demand) elasticity-channel of immigration and offshoring and show that some groups of native workers can also actually gain from globalisation through an improvement in their wage-bargaining position. Overall, our results indicate a deterioration in the bargaining power of native manual workers arising from both immigration and offshoring; an improvement in the bargaining position of native craft workers in the case of both immigration and offshoring; and an improvement in the bargaining position of native clerical workers and managers/professionals in the case of offshoring only. Finally, our analysis of the cross-effects of immigration highlights the important role of migrant managers/professionals for the labour demand and demand elasticities (bargaining power) of native clerical workers, craft and manual workers.

Even though the Moroccan king’s readiness to introduce reforms in response to the mass protests in 2011 has prevented the kind of radical change occurring in many other countries in the MENA region and has maintained the country’s relative stability, Morocco’s social peace remains fragile. Social unrest has flared recurrently, most prominently in the Rif region, as socio-economic grievances persist. The country continues to suffer from significant regional disparities, a poor education system, and high unemployment, especially among the young.
