21. Beating burnout: identifying bad jobs and improving job quality

Abstract:
While European-wide information on burnout is scarce, national statistics show that stress-related absenteeism is on the rise, generating significant costs for firms and welfare states, while reducing worker wellbeing. Although manifested at the individual level, burnout is an occupational phenomenon, predicted most clearly by imbalances in job content (high workloads and low autonomy) and the social environment at work – two under-explored aspects of job quality. While the economy and society as a whole would benefit from a healthier workforce, market failures drive job quality below an optimal level, necessitating attention from policymakers. Measuring and intervening in job content is not straightforward, however, and has not been a main policy domain in Europe. Policy frameworks and interventions therefore tend to focus on other areas of job quality, such as the physical and contractual working conditions. To manage the burnout epidemic and mitigate the impact of the changing nature of work, job-quality policy needs to focus on the job-content aspects as well. Wellbeing outcomes of low job quality, such as burnout, need to be monitored at European level and can serve to evaluate the effectiveness of policy interventions in job quality.

22. Industrial Robots, and Information and Communication Technology: The Employment Effects in EU Labour Markets

Abstract:
This paper explores the effects of industrial robots and information and communication technology (ICT) on regional employment in EU countries. The empirical analysis relies on a harmonised comprehensive regional dataset, which combines business statistics and national and regional accounts data. This rich dataset enables us to provide detailed insights into the employment effects of automation and computerisation in EU regions for the period 2001-2016. The results suggest relatively weak effects on regional total employment dynamics. However, employment effects differ between manufacturing and non-manufacturing industries. Industrial robots show negative employment effects in local manufacturing industries, but positive employment effects in local non-manufacturing industries. While the negative effect is concentrated in particular local manufacturing industries, the positive effect operates in local service industries. IT investments show positive employment effects only in local manufacturing industries, while CT investments are shown to be irrelevant for employment dynamics. In contrast, software and database investments have had a predominantly negative impact on local employment in both local manufacturing and non-manufacturing industries.

23. The unequal inequality impact of the COVID-19 pandemic

Abstract:
GDP contractions are typically associated with within-country income inequality increases. While official income inequality data for 2020 will not be available for about two years, the already available employment data for 2020 shows that the difference between highly-educated and low-educated people in terms of job losses is correlated with the economic shock from the COVID-19 pandemic, suggesting that the depth of the economic recession is related to the increase in within-country income inequality in 2020. Scenarios based on historical patterns of recessions and within-country income inequality increases suggest relatively small increases in global income inequality in 2020. Factors mitigating global inequality increases in 2020 include larger GDP per-capita declines in richer advanced countries than in poorer emerging and developing countries, and the positive GDP growth of China, which suggests that within-country inequality in the world’s most populous country might have not changed much in 2020. In contrast, it is quite likely there was a significant increase in European Union income inequality in 2020, partly reversing the decline during the previous decades.

This Policy brief by Eugenia Vella, Postdoctoral Research Fellow, elected to the position of Assistant Professor, Athens University of Economics and Business; Research Fellow, ELIAMEP and Fundació MOVE provides empirical evidence suggesting that net migration flows can have substantial demand effects. Using monthly administrative data (2006-2019) for Germany, we show that migration stimulates job openings, wages, house prices, investment, consumption, net exports, and output. Unemployment falls for natives (job-creation effect), driving a decline in total unemployment, while rising for foreigners (job-competition effect). The geographic origin of migrants and the education level of residents matter crucially for the effects. Overall, the evidence implies that the policy debate should focus on redistributive strategies between natives and foreigners.

25. Protecting employment in 2021 and beyond: what can the new SURE instrument do?

Abstract:
Protecting employment was not just a 2020 issue – while 2021 will be racing for vaccinations, and the immediate and complete relaxation of the containment measures will remain unlikely, the need to protect incomes and jobs will be as relevant as ever. As such, this policy brief analyses the rationale for, and the integration qualities of, the SURE instrument, which is being implemented following a European Commission proposal in April 2020 and a Council decision on 19 May 2020. By establishing the importance of short-time work schemes in protecting employment during the crucial first months of the pandemic, the brief explains the solidarity function of the SURE instrument, which ensures that all Member States have the resources available to make use of similar schemes to protect jobs, workers and incomes. Additionally, the decision to fund the SURE instrument with social bonds, which have been met with consistently overwhelming investor demand, forms an initial treasury form of what can be regarded as a European safe asset; something which will be strengthened in size and scope by the incoming European bonds funding the Recovery Instrument, Next Generation EU. Moving beyond 2021 and looking into a future model of employment protection in the future of the European labour market, the brief outlines the legal and political feasibility of transforming SURE into a permanent employment scheme, and, as such, an instrument of integration and socioeconomic resilience in the European Union.

Europe faces a looming shortage in skilled workers, one linked to both growing demand in knowledge- and service-intensive sectors and to its aging population and shrinking workforce. For education and training systems, the question is how to train people for the jobs of tomorrow. For migration policymakers, the question is how to attract and retain foreign workers with in-demand skills and experience to help address the shortfall. These priorities are reflected in the European Commission’s New Pact on Migration and Asylum and in the Talent Partnerships the pact proposes. These partnerships will combine new mobility schemes for workers or students from certain non-EU countries with related investments in capacity-building in partner countries, with the aim of attracting talent to Europe and fostering deeper cooperation with third countries on migration. As the European Commission and its partners prepare to launch the first Talent Partnerships in 2022, this MPI Europe policy brief explores how and under what conditions the partnerships could help meet Europe’s labor market needs and provide more tangible benefits for partner countries and migrants themselves. It draws on the experiences of the European Union’s legal migration pilot projects and other past mobility schemes, as well as expert insights, to offer lessons learned on issues including: selecting which countries to partner with, building flexibility into mobility schemes, and thinking critically about how these schemes can dovetail with other policy interventions.

The COVID-19 pandemic has ushered in harsh effects across European economies, and uncertainty persists even as vaccination campaigns have picked up speed. EU governments’ prompt investments in historically large job retention measures have temporarily cushioned the pandemic’s blow to labor markets, but this also means that the full impact is yet to be felt. What is clear, however, is that the crisis has exacerbated the labor market challenges some immigrant groups, such as recently arrived refugees and migrant women, were facing even before the pandemic began. Among the contributing factors are immigrants’ overrepresentation in hard-hit sectors, precarious work arrangements (such as part-time contracts and gig work), difficulties accessing social benefits, and some countries’ temporary suspension of integration supports. This MPI Europe report explores how the pandemic has affected immigrant workers thus far and how labor market trends such as automation, remote work, and the growth of the platform economy may affect migrant integration as European economies begin to recover. It also presents policy ideas and recommendations for crafting inclusive pandemic recovery strategies.

Abstract:
Across Europe, the COVID-19 pandemic has strengthened awareness of the importance of robust, well-functioning welfare states in helping individuals, families, and communities weather threats to their lives and livelihoods. Initial EU and Member State responses to the pandemic and its economic fallout were much more vigorous than responses to other recent economic shocks, such as the Great Recession and the European debt crisis. Even so, European societies will likely have to contend with long-term social and economic impacts, which in many cases are exacerbating existing inequalities. The shift in the structure and goals of welfare spending since the start of the pandemic can be understood through the prism of “social investment.” In recent decades, European welfare states have moved away from a predominantly reactive focus on financial safety nets that protect individuals during periods of unemployment and illness, and toward investing in people’s human capital and employability to help them navigate life transitions and drive growth in advanced knowledge economies. Looking ahead, the success of social-investment policies will depend on their ability to account for immigration and diversity, increasingly prominent features of European societies that are central to understanding the nature and development of socioeconomic inequalities. This report explores whether the social-investment approach to welfare states could serve as a tool for post-pandemic recovery—particularly in diverse, immigrant-receiving societies. It examines how European welfare systems fared and adapted during the Great Recession, how social investment seeks to balance social and economic goals, and how lessons from recent immigrant integration policy developments could help improve the reach, accessibility, and relevance of social-investment initiatives.
