191. Presidential election in Serbia: A boost or setback for EU accession?

Abstract:
As Serbia braces itself for the presidential election on 2nd April 2017, the international community �inds itself puzzled with the prospect of future political orientation of this Balkan country. The biggest republic of ex-Yugoslavia, Serbia still bears the burden of the wars in the nineties, unde�ined relations with Kosovo and NATO bombing of 1999, due to which the country is still somewhat cautious toward Euro-Atlantic integration and the United States. It seems that Serbia seeks to join the European Union (EU), and at the same time to foment its relation with its traditional ally, the Russian Federation. In that respect, the current trends of foreign policy in Serbia are also visible in other Balkan countries, namely Macedonia and Montenegro, which like Serbia have strong links to their big Orthodox patron in the East, while striving to make progress on the path to the EU. This dichotomy between pro-European and pro-Russian forces in Serbia was exacerbated to a new level with Brexit and stalemate in the EU enlargement process, growing Russian in�luence in the region and expectations in Serbia that the newly inaugurated US president Donald Trump will bring a thaw in relations with Russia and allow a regionally more dominant Serbia, while curbing ambitions of Kosovar Albanians. This dichotomy has created a division in the country torn between its Western and Eastern ambitions that is visible in many aspects of Serbian society, candidates bare hallmark, or in Obradović, the leader of the Serbian Movement Dveri (Srpski pokret Dveri) is a clear example of a pro-Russian politician in Serbia, while independent candidate SašaJanković represents the voice of a civil and pro-European Serbia. The rest of the presidential candidates are positioned on a wide spectrum dividing Obradović and Janković, thus contributing to the rather short but at the same time very electri�ied presidential campaign.

192. Federal election in Germany: Continuation of CDU’s dominance at the helm of Europe’s biggest power?

Abstract:
Over the course of past twelve months, Europe was holding its breath in a couple of nerve wrecking moments that were to decide the destiny of the European Union (EU). Indeed, in June last year the British cast their votes for the unimaginable and decided that the United Kingdom (UK) should leave the EU. Shockwaves battered the woozy continent sprawling from over the other side of the English Channel, and it was the President of the European Parliament, incumbent German SPD leader Martin Schulz who exclaimed in the wake of the Brexit vote that the UK should exit the EU as quickly as possible. Just four months later Europe experienced another shockwave, this time propelled from the other side of the Atlantic, as the Americans voted for Donald Trump, who was in support of Brexit during his campaign, advocating overtly against the European integration and even renouncing the fundament of Trans-Atlantic integration - NATO. The beginning of 2017 set a murky atmosphere as the EU started to brace itself for another big test in France. The victory of Emmanuel Macron in May meant that the EU would survive, albeit crippled as the Britons lead by Theresa May continued relentlessly their divorce with Europe by triggering the Article 50 in March. With the British already one foot out, and the French �irmly in the Union, the attention of the European public is shifting more to Germany which will hold the federal election on September 24th this year. After the disappointing break away decision in Britain, some Europeans seem to invoke a renewed Franco-German axis as the power engine of European integration. Since the great economic depression swept Europe like a contagion in 2008, Germany has been the best performing European economy, and German Chancellor Angela Merkel was perceived as the “savior of Europe”. Due to these facts, it is no wonder that all of Europe eagerly expects the outcome of the German federal election which will largely determine the fate of the continent.

Abstract:
Three days after Germany’s Parliamentary Elections in late September 2017, Dirk Kurbjuweit, Deputy Chief Editor of Hamburg-based leading weekly magazine Der Spiegel wrote: “The days of Germany as a global power are probably numbered. (Those days) started with the refugee crisis in 2015 [...] and had their best moments after the election of Donald Trump as US president.” He continues: “[...] the election results on Sunday ended this new high. For a liberal abroad, Germany was foremost a moral super power due to its refugee policies.”

This paper is part of CTR's Working Paper Series: "Eastern Voices: Europe's East Faces an Unsettled West." Since Moldova's November 2014 election, the country's image has changed drastically from the “success story” of the EU´s Eastern Partnership to that of a “captured state.” Moldova's politics continue to be defined by corruption and vested interests, which take advantage of weak state institutions and public administration, an ineffective judiciary and law enforcement agencies. This environment has enabled hostile takeovers of financial companies, often through concealed offshore operations, for criminal purposes, money-laundering schemes and a spectacular banking fraud, which was uncovered in autumn 2014. Low incomes have prompted hundreds of thousands of Moldovans to leave the country in search of a better life. Rivalries for political power, control over institutions, and economic assets have generated growing crises within different ruling coalitions, resulting in rapid changeover in governments, the break-up of major political parties and the formation of new parliamentary majorities with precarious democratic legitimacy. All of these factors have subjected Moldova to an unrelenting series of governmental, economic, financial and social crises since early 2015. The deeper causes of these crises can be traced to much earlier developments, however, and are deeply rooted in local structures.

195. Why Americans Should Care About Russian Hacking

Russia’s interference in the 2016 presidential election was an attack on the American people, threatening the integrity and legitimacy of the democratic process, as well as the outcome of the election. And yet, the Intelligence Community Assessment on Russian activity in the election found that this was but the most recent and aggressive expression to date of a longstanding Russian desire to sow chaos and instability in the United States. Russia’s meddling in the 2016 election should be a wake-up call to every American about the diverse ways in which Russian malicious cyberactivity could affect every aspect of their lives.1 The so-called information warfare campaign ordered by Russian President Vladimir Putin during the election is part-and-parcel of a longstanding and multi-faceted Russian intelligence strategy that “blends covert intelligence operations—such as cyberactivity—with overt efforts by Russian Government agencies, state-funded media, third-party intermediaries, and paid social media users or ‘trolls’” in order to cripple its adversaries.2 The election is not the first time Russian cyberactors have been successful. Over the past decade, Russian hacking groups—many of which are backed by the government—have successfully deployed a technology-based strategy to infiltrate, tamper with, and steal sensitive information across government, military, banking, and communications systems in the United States and Europe.

196. Assessing the Prospects for Transitional Justice in Georgia

After the 2012 parliamentary elections, there have been various attempts to address this past. These included the introduction of amnesties, the rehabilitation of torture victims, a proposed commission on miscarriages of justice; the creation of a unit for land restitution in the Office of the Prosecutor; and criminal proceedings against former senior officials. However, none of these measures proved effective. The proposed commission on miscarriages of justice was criticized and abandoned. Efforts at prosecutions were seen as politically motivated and lacking due process. Institutional reforms effected so far have not realized the desired results. Victims have received little or no support or acknowledgment. Towards the end of 2015, the International Center for Transitional Justice (ICTJ) was invited to Georgia to consider whether current conditions were conducive to a serious exploration of the past and the implementation of substantive transitional justice steps to reckon with its past conflicts and human rights abuses. ICTJ conducted interviews with key stakeholders and discussed a range of ideas with them. Interviewees pointed to the need for concerted steps to address the past, but highlighted the lack of political will as an inhibiting factor and noted that, outside of victim communities and organized civil society, the wider public prioritized economic prosperity over addressing past injustices. Nonetheless, victims of torture and property violations continue to push for restoration of property, guarantees of non-recurrence, and institutional reform. Based on this research and findings, this report assesses the prospects for transitional justice in Georgia and makes recommendations in this regard. Th is assessment takes place some seven years after ICTJ last carried out an assessment in Georgia. 2 In 2009 ICTJ stopped short of recommending formal transitional justice steps on the grounds that conditions were not conducive at that stage. Th is report makes recommendations for several steps for the consideration of Georgians. It does so on the understanding that while conditions may not necessarily be perfect, waiting longer may have a deleterious impact on the country. Indeed, ICTJ finds that it is time for concrete and meaningful steps to be taken to address the past as a contribution to reform and nation building.

197. Montenegro: Elections Aftermath and the European Commission’s 2016 Country Progress Reports

Abstract:
Politically, Montenegro finds itself in a paradoxical situation. At one level it is the champion of European integration in the Western Balkans when it comes to progress in the EU accession negotiations, but it is also the only country in the region that has not experienced a change of government since the introduction of the multiparty system in 1990. The same individuals, families, and political and business elites have been controlling the country’s politics and economy for more than 25 years. This situation is likely to continue after the recently held October 16 parliamentary elections where the ruling Democratic Party of Socialists managed once again to secure the most seats in parliament but fell short of securing an absolute majority. Key conclusions in this report include: the October elections were marked by numerous irregularities and were held in problematic conditions; the Montenegrin government and European Commission need to focus more on reforms in the area of the rule of law; the EU accession process remains unclear and lacks transparency. The authors present recommendations to the European Commission, European Parliament, and the EU member states for moving forward.

Abstract:
The European Union faces enormous challenges, including flows of refugees, economic stagnation, terrorism, xenophobia, anti-Muslim bigotry and the rise of the far right, the Brexit. Strong leadership is needed but it is in short supply. Germany is the most capable, but it too has domestic problems that are preoccupying the political class, not least the prospect of a federal election next year. Despite all this, the country has shouldered its growing responsibilities in recent years with a new confidence and no one should underestimate what they can achieve.

199. The Making of a State: Transition in Montenegro

Abstract:
The first Montenegrin state started to take shape in the 8th century with the arrival of the Slavs and their mingling with the local population. Originally it was called Doclea, whose ruler received a royal insignia by the Pope Gregory VII in 1078 (Andrijaševi ´c and Rastoder 2006). Montenegro fell under the Ottomans in the late 15th century, but acted as a de facto independent state until formal recognition came at the Berlin Congress in 1878. Despite being on the victors’ side in the Balkan Wars and in World War I, it was annexed by Serbia and lost its sovereignty in 1918. After the Second World War it became a part of socialist Yugoslavia, where it remained until 1992. Montenegro’s political transition started in earnest after the Belgrade Agreement signed in March 2002. Montenegro held an independence referendum in 2006 and was subsequently admitted to the United Nations and other international organizations. Today Montenegro is engaged in accession talks with the European Union (EU).

200. he World That Awaits President-Elect Trump

Abstract:
During the 2016 primaries, Donald Trump claimed he had more foreign policy experience than any of the GOP contenders. In fact, he has traveled widely to meet with presidents, prime ministers, financiers, and developers over the past decade as part of his highly profitable business of licensing the Trump name to large real estate developments around the world. On the campaign trail, Trump’s provocative statements about foreign policy have become part of the public record. From pressuring NAFTA members to bombing ISIS, his pledges have caused a stir in the arena of foreign relations. Publicly, candidate Trump threatened to close borders to Mexicans, slap tariffs on Chinese goods, restrict Muslims in the United States, among other vows. Without a record of public service to draw on, it is difficult to know how these declarations might translate into a Trump foreign policy. To understand what lies ahead for the new president, the Weatherhead Center for International Affairs asked its Faculty Associates in international relations to comment on the challenges and opportunities that await in five regions of the world: Africa, the Middle East and North Africa (MENA), Latin America, Europe, and China.
