31. Belgium, from Model to Case Study for Conflict Resolution

Abstract:
Since 2007, Belgium has displayed a rather surreal degree of political chaos. Belgian politicians have provoked three cabinet resignations, 24 “royal” mediators, and more than 420 days of coalition formation. With the rise of Flemish nationalism and intercommunal tensions, the country seems to suffer from an intractable ethno-linguistic conflict. The maximum degree of reform Walloon parties can settle with is by far insufficient to Flemish nationalists, whose package of demands is considered unacceptable in Wallonia. One way forward is the creation of a nation-wide electoral district for federal elections in which every Belgian, regardless of residence, can vote for Flemish and Walloon candidates.

32. The Key Role of Education in the Europe 2020 Strategy

Abstract:
The EU 2020 Agenda has taken an important step forward by setting the target for tertiary graduation rates at an ambitious 40%. This paper finds that many European countries, however, including the largest economy – Germany – will not be able to meet this target. Moreover, the crucial topic of educational quality is not even touched upon. Comparing the EU with China in total numbers, the authors find that China's education system already produces the same number of graduates with tertiary education as the whole EU15. Given the large output of graduates, which is the key to productive spending on R, this means that China is likely to soon become a growing power in innovation. Initially the country is expected to concentrate on incremental innovation, with radical innovation to come only later and it is here, the authors warn, that the quality of the university system might represent a major obstacle in the Chinese government's efforts to close the gap with the US and the EU15 in terms of innovation potential.

33. Redistribution and the Political Economy of Education: An Analysis of Individual Preferences in OECD Countries

Abstract:
The issue of skill formation features prominently in the literature on the political economy of redistribution. But surprisingly, the study of the micro foundations of education policy preferences has largely been ignored so far. This paper provides a first step in this direction, relying on survey data for a large number of OCED countries. Challenging the assumptions of established political economy models of the formation of education preferences, it is shown that the individual position on the income scale is not a strong predictor of support for increasing public spending on education. The reason for this non-finding is that the association between income and preferences varies across countries and institutional contexts. The core hypothesis of the paper is that levels of economic inequality and the degree of stratification of the education system strongly affect and shape the redistributive political economy of education on the micro level. The empirical part of the paper employs a two-stage hierarchical model specification to provide evidence for this claim.

Abstract:
Drawing on a diverse array of opinions from Africa, Asia, Europe, and North America, the EastWest Institute's Fifth Worldwide Security Conference brought together specialists from the spheres of policy, academia, and civil society. Participants addressed a variety of issues on the contemporary global security landscape. These ranged from specific security threats (whether illicit trade, the targeting of critical infrastructure or cyber crime) to the role of interested actors (such as business, NGOs, and media), as well as a focus on potential strategies to counter terrorism and extremism (either in terms of constructing global cooperative architectures or, more controversially, the possibility of opening dialogue with the terrorists). A variety of policy recommendations emerged from each session—detailed in the main body of the report—but there were several recurring themes binding the debate together and animating the core arguments of proceedings as a whole. These policy recommendations were not necessarily consensus recommendations but reflected a wide range of debated policy prescriptions.

The malaise among Europe's voting citizens with regard to the European Parliament elections casts a shadow over the EU's commitment to political participation and democratic values. Not only do EU elections hold little political relevance next to national electoral cycles, but voters are also lost in the EU's labyrinth of accountability. Yet, what appears as an insurmountable obstacle to the legitimacy of Europe's decision-making mechanisms can be translated into an opportunity for voting system reforms. One way to address the problem of widespread abstention might be to legislate on the obligation to vote. This paper explores compulsory voting systems in a number of developed democracies worldwide and discusses the advantages and disadvantages of introducing such a measure in the EU.

Ten years ago, in June 1999, a group of 29 European Ministers signed the Bologna Declaration with the goal of establishing the European Area of Higher Education by 2010 and promoting the European system of higher education world-wide. In April 2009, 46 European Higher Education Area Ministers will gather for the fifth biennial EHEA Ministerial Conference, to take stock of this first decade and jointly define goals for the coming years. At this juncture, it is important to look at the changes that have occurred through the Bologna Process in the context of transatlantic exchange, and how they affect the way U.S. higher education institutions are approaching graduate admissions, awarding transfer credit and credit for study abroad, and advancing institutional linkages.

Abstract:
Developing-country governments desperately need more long-term and predictable aid, given through their budgets, to finance the expansion of health care, education, and other vital social services. The European Commission (EC) is one of the biggest donors providing this kind of essential budget support, and has innovative plans to further improve and increase this aid. European Union (EU) member states must support these ambitious plans. The EC in turn must do more to improve on this good start, delinking this aid from harmful International Monetary Fund (IMF) prescriptions, putting an end to unnecessary bureaucratic delays, and doing more to make its aid accountable to citizens in poor countries.

Abstract:
The Romani community is the most marginalized and disadvantaged ethnic community in Georgia. Although accurate estimates are hard to establish, the population is thought to number up to 1,500 persons, living in multiple small settlements across Georgia. Extreme poverty, unemployment, lack of education and health care, and isolation from larger society comprise several of the major problems the community as a whole is facing. The overall situation for the Roms in Georgia has significantly deteriorated since the Soviet period, leaving the population practically devoid of any means to lift themselves out of their often devastating circumstances.

Abstract:
This paper points out that education should be the central objective of the post-2010 Lisbon Process. Compared to other OECD countries, the member states of the European Union perform poorly when it comes to key indicators of innovative potential, such as the percentage of students enrolled in tertiary education and the educational quality of Europe's students. Education makes a three-fold contribution to a country's economic health. First it is beneficial for employment rates, second it is a key driver for long-term economic growth and third it appears to be beneficial for social cohesion. It will be crucial for European countries to attain higher levels of tertiary education and increase the quality of their education.

Abstract:
This paper attempts to explain how an intergovernmental process among four countries to “harmonize” the “architecture” of their higher education systems in under ten years turned into an “OMC-type” process with a full role for the European Commission and a membership of forty-six countries, a system which appears to have had some substantial results. The paper argues that the speed of the process is accounted for by a “coordination imperative,” and that the sustainability (institutionalization) of the process has been a product of the initiatives for goals, instruments, support structures, and measurements generated by an “entrepreneurial alliance” composed of the Commission and the European Universities Association as “drivers” of the process and as solver of a collective action problem among social actors interested in university re-form, in the context of a permissive consensus of the member states.
